Organizational context:

The Site Management Associate is supervised by Site Management Officer and/or Assistant Site Management Officer and performs a variety of functions related to supporting the management and coordination of humanitarian activities in the camps and the engagement of refugees in governance structures. The supervisor defines general work objectives and provides necessary advice and guidance. The Site Management Associate implements weekly and monthly work plans and take necessary initiatives.

The role of Site Management Associate is to support on camp and site management activities in the camps, under Area of Responsibility (AoR), where UNHCR has the responsibility for site management. S/He will work with the Assistant Site Management Officer to provide on-site support to the CICs in the management of refugee sites.

FUNCTIONAL STATEMENT         

Accountability

  • Effective coordination mechanism and tools are established and maintained with all stakeholders ensuring timely and effective needs assessment, appropriate planning, implementations and reporting.
  • UNHCR’s policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).
  • The needs of persons of concern in the AoR are assessed and analysed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.

Responsibility

  • Monitor the situation in the camps coordinated by UNHCR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
  • Monitor the implementation of UNHCR Site Management Unit strategy including services monitoring (care and maintenance), community representation system and support the coordination within the camp- SMS partner and CiC (Camp in charge) from RRRC.
  • Support to SMS partners to establish and sustain Community representation systems in the camps
  • Support SMS partners to Implement CCCM trainings as required, reinforce national capacity on CCCM.
  • Ensure coordination between SMS partners and host community, work in close coordination with CiCs
  • Ensure coordination among Field, Protection, UNHCR implementing partners and CiCs
  • Undertake regular visits to various camps in order to assess needs of persons of concern, with particular attention to vulnerable groups and other actions according to UNHCR Emergency   Preparedness Response Plan.
  • Keep regular contacts with local authorities and implementing partners as requested by supervisor.
  • Act as interpreter when required.
  • Inform and act on the reports received on refugees within the refugee community or from the local authorities.
  • Undertake other relevant duties as required.

Authority

  • Represent UNHCR in the field and in meetings with local authorities and in camp coordination structures
  • Collaborate, coordinate with Partners and stakeholders.
  • When in the field, negotiate with local authorities, partners and population of concern for the day-to-day application of site monitoring tools and other items necessary for the support to camp authorities.

REQUIRED COMPETENCIES

Essential Minimum Qualifications and Professional Experience Required

  • Completion of the Secondary Education with post-secondary training/certificate in Business Administration, Law, Political Science or other technical field. 
  • Demonstrated skills and experience in coordination and in project management at the field level.
  • Minimum 6 years of previous job experience relevant to the function.
  • Experience on site management, minimum six months. 
  • Trained on camp coordination and camp management
  • Excellent knowledge of English and local language.

Desirable Qualifications & Competencies:

  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
  • UNHCR field experience.
