United Nations Educational, Scientific and Cultural Organization (UNESCO) is inviting applications from Bangladeshi Nationals for the position of Programme Assistant under “Capacity Development for Education for All (CapEFA)” Project, based in UNESCO Dhaka Office in Bangladesh.

The successful candidate will be working under the overall supervision of the Head of Office of UNESCO Dhaka and the direct supervision of Programme Specialist-Education and will have the following responsibilities:

Description Of Duties:

  1. Assist in organizing meetings, seminars and workshops, expedite the submission of requests for the printing of documents and papers and take responsibility for their distribution;   
  2. Make travel arrangements, prepare travel orders and arrange for their payments. Prepare procurement requests for equipment and supplies;  
  3. Assist in the preparation of periodic budgetary and other financial reports, calculate and prepare estimates of costs on various entitlements, control commitments and expenditures against budgetary estimates and allocations;
  4. Maintain administrative control records and related personnel, finance, budget, property and other documentation of similar nature. Draft routine correspondence and memoranda on administrative and financial matters; 
  5. Receive, screen, distribute and maintain mails and correspondences and documents. Propose and obtain deadlines and follow-updates. Review and communicate reasons for delay (if any), provide details of work in progress, referring to supervisor when decisions concerning deadlines are required;
  6. Maintain projects' filing and reference systems, create background materials on assigned subjects in consultation with professional staffs, determine the nature of supervisors needs and compile appropriate reference materials;
  7. Assist in preparation of project reports, evaluations and other  documentations including yearly and quarterly work plans, budgets, annual reports for donors and relevant other reports when and where necessary ;
  8. Support programme personnel/staff on programme budget reallocations and chart of accounts coding, accounting, policy interpretation, application of financial/administrative regulations and rules; etc
  9. Ensure maintenance of appropriate systems and cost effective, timely procedures such as cash management, vendor payments by ensuring proper internal control ;  
  10. Assist in initiating procurement action, in preparation of purchase orders and contracts, monitor status of requisitions and maintain contact with suppliers ;
  11. Assist in maintaiing liaison with the UN agencies, Ministries, Government Institutes, Development partners and other counterparts;
  12. Carry out any other related duties that may be assigned by the Head of Office and/or Programme Specialist-Education on "as and when required" basis.

Minimum Qualifications Required:

Education:

Post Graduate Degree in Business Administration/Management/Accounting or any other related discpline.

Experience:

2 - 3 years work experience in administrative/financial/project functions with any UN/international or national development organizations.

Competencies:

  • Proven knowledge on administrative and financial rules, regulations and procedures;
  • Ability to communicate effectively both in English and Bangla;
  • Excellent skills in computer based application packages i.e. MS Office and web based applications/tools;
  • Ability to deal and respond requests received from stakeholders;
  • Ability to work under pressure and handle complex and critical situations;
  • Ability and adaptibility to work in a multi-cultural team environment.

Language

Excellent knowledge of spoken and written English and Bengali
