Call for Consultancy

Title: National Consultant for preparing the "SDG4 Strategic Framework and Action Plan for Bangladesh"
Duration of Contract: 60 work days over a period of 6 months from 15 January to 15 July 2018

1. Background

As signatory of the Sustainable Development Goals (SDGs), Bangladesh is committed to work towards achieving the SDG 2030 agenda including the SDG4 on education to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”.

Based on the SDG Road Map and Mapping carried out by the General Economic Division (GED) of the Ministry of Planning, each concerned ministry is requested to prepare the strategies and indicative action plan in relation to the concerned SDGs. Accordingly, both Ministry of Primary and Mass Education (MoPME) and Ministry of Education (MoE) have taken initiatives to develop the time-bound action plan considering the scope of work of each ministry and linking it with the relevant SDG targets and indicators. As national statistical institution for education, Bangladesh Bureau of Educational Information & Statistics (BANBEIS) is also planning to revisit its strategy and action plan to provide relevant data for educational management and planning for diverse stakeholders including the MoE, academia and researchers, UNESCO Institute of Statistics (UIS) and other stakeholders.

The Capacity Development for Education (CapED) in Bangladesh as part of UNESCO’s global initiative was launched in October 2017 by UNESCO in collaboration with MOE and MOPME. The overall objective of CapED is to enhance the national capacities in Bangladesh to integrate SDG4 commitments into national education policies and plans, as well as in the sector management including monitoring of national education policies and SDG4 implementation. As part of this, UNESCO Dhaka Office supports the government and other key stakeholders in Bangladesh to prepare the SDG 4 Strategic Framework and Action Plan for Bangladesh.

To this end, a national consultant will be hired to work with MOE, MOPME and UNESCO for the development of the SDG4 Strategic Framework and Action Plan for Bangladesh.

2. Objective of the assignment

The overall objective of this assignment is to support Government of Bangladesh in developing the SDG4 Strategic Framework and Action Plan for Bangladesh. The specific objectives are:

  1. To take-stock of existing effort and initiative on planning for SDG4 implementation in Bangladesh;
  2. To develop the SDG4 Strategic Framework and Action Plan for Bangladesh.

3. Main tasks

Within the framework of CapED, the Consultant will work with the MOE, MoPME and UNESCO Dhaka Office to undertake the following tasks:

  • Prepare the inception report capturing background, goal, objectives and methodologies of data collection to be utilized in the development of SDG4 Strategic Framework and Action Plan;
  • Conduct desk review on existing policy and initiatives taken for the implementation of the education as stipulated in the 7th Five Year plan in the context of SDG4 including other relevant SDGs, and to identify the gaps, challenges for way forward;
  • Develop data collection tools and guidelines for focus group discussions and interviews of policy makers, education practitioners, academia, development partners, UN and other relevant stakeholders both at the national and sub-national levels, to collect information and data as inputs for SDG 4 Strategic Framework and Action Plan;
  • Facilitate consultation process to collect inputs for SDG4 Strategic Framework and collect insights and feedbacks on draft documents to make it more effective and comprehensive; (there will be seven consultations in seven divisions and two in national level managed by UNESCO Dhaka Office).
  • Develop the SDG4 Strategic Framework and Action Plan through a wide range of consultative process and using the findings of the desk review, consultative meetings and workshops.

4. Deliverables

  • An inception report with detailed work plan and methodologies, by 30 January 2018;
  • Final draft of SDG4 Strategic Framework and Action Plan, by 15 July 2018.

5. Profile

The national Consultant will have:

  • Advanced university degree (Masters or equivalent degree) in the field of education/social sciences or related field.
  • At least 15 years of work experience in the education and development sector with competencies in strategic planning and with strong analytical skills;
  • Strong inter-personal skills and capacity in working with government, NGOs and development partners especially education sector partners;
  • Sound experience in conducting research, sample surveys and broad stakeholder consultations; Excellent oral and written communication and writing skills in English;
  • Willingness and ability to conduct some FGDs/workshops/interviews at district, division and national level;
