UCEP Bangladesh is a non-profit and non-government organization working with the motto “help to learn, skills to earn”! It serves children and youth and its programme includes second chance education, Technical Vocational Education and Training (TVET), support for job placement and advocacy for ensuring increased employability and Decent Work. UCEP Bangladesh has special focus on inclusion therefore, gives priority to the underprivileged. At present, UCEP Bangladesh works in 10 districts of the country. Position # 06. Deputy Manager - Social Enterprise Development (UTI)

Job Purpose: To establish and efficiently manage the UCEP Training Institute (UTI) and other UCEP business ventures as effective social enterprise which ensures its own sustainability and contributes to UCEP Bangladesh’s sustainability in line with UCEP Bangladesh’s values, vision, mission, goals and relevant country laws.

Job Location: Dhaka and Sylhet

Number of vacancy: 02 (Two)

Responsibilities:

A. Strategic (10%):

  • Contribute to implement UCEP Bangladesh’s values, vision, mission and goals, uphold the best interest of the organization at all times and ensure security and safeguard of life, property and dignity of UCEP Bangladesh, its entities, its beneficiaries and staff.
  • Ensure all relevant policies and guidelines of UCEP Bangladesh are adhered to.
  • Take proactive and innovative interventions to develop and manage the UTI as a business enterprise of UCEP Bangladesh with the aim to gain sustainability and contribute significantly to UCEP Bangladesh’s sustainability within 2019. 
  • Develop and ensure effective implementation of necessary tools, mechanisms and procedures for strengthening accountability, transparency, effectiveness, record keeping, documentation, efficiency, project management and business processes.
  • Ensure strict governance and rigorous compliance practices as per country law.
  • Practice and promote concepts of value for money, cost effectiveness and Do-No-Harm approach.
  • Represent UCEP Bangladesh in events and forum with guidance from supervisor.
  • Establish and maintain collaboration and coordination with all other teams / departments within the Social Enterprise Development unit and all other entities at central and regional levels of UCEP Bangladesh.
  • Carry out any other responsibilities as assigned by the supervisor.
B. Operational (60%):

1. Business/ Enterprise Management: 

  • Develop and implement training related project concept notes/ proposals, business plans, operational manual, project progress/completion reports primarily for UCEP Training Institute (UTI) and other UCEP business enterprises as needed to determine time frame, budget, procedures, staffing requirements, and allotment of resources.
  • Develop and implement annual business goals, including revenue plan on training, accommodation, catering and other hospitality services.
  • Analyze sales figures and devise market and revenue management strategies for UTI and other UCEP social enterprises.
  • Ensure effective and efficient management of budget and accounts.
  • Develop and offer training and other professional courses and value-added services based on regular market analysis, including risk assessments.
  • Develop and retain a pool of professional resource persons for the UTI.
  • Organize and manage training calendar and ensure its efficient implementation.
  • Facilitate training sessions, if necessary.
  • Ensure quality of services (e.g. training, venue rent etc.) through regular reviews and evaluations, including customer’s feedbacks.
  • Manage administrative functions in relation to UTI and other business ventures including its procurement, asset management, repair and maintenance, utilities, insurance, safety and security.
  • Ensure procurements are conducted in time, following Procurement Policy of UCEP Bangladesh.
  • Plan, develop and manage technology based business solutions (ERP, website, social site etc.)
  • Develop and implement partnership projects with various agencies in relation to UTI services and other UCEP business ventures.
  • Monitor and maintain operation & overhead cost in order to maintain maximum revenue to the enterprise.
  • Ensure regulatory compliances (e.g. return submission, VAT, IT etc.) in relation to UTI operations.
  • Ensure proper accounting of UCEP social enterprises- primarily UTI revenue and expenditures including proper tax calculation, profit calculation, etc.
  • Develop standard operating procedures (SOPs) for relevant staff members so that activities are conducted properly amid least supervision.
  • Monitor the purchase / requisitions, the accounts receivable (collection from debtors) and the accounts payable (payable to the vendors / suppliers etc.).
  • Regularly inspect the stores (Food & Beverage / Kitchen) to check the stock in hand (quality, par stock levels, expiry etc.) and stock quality.
  • Manage suppliers / vendors for quality products and conduct performance assessment of vendors every quarter.
  • Meet and greet customers, deal with customer complaints and comments and address problems and troubleshoot accordingly.
2. Communications, Marketing, Branding & Partnership Development:

  • Ensure timely and regular preparation of progress updates, annual report etc.
  • Ensure timely and effective communication and follow up of all management decisions to concerned individuals/ groups and vice versa.
  • Maintain regular communication with training service recipients, trainers, consultants, UCEP employees and other relevant stakeholders for the purpose of properly operationalizing the UTI.
  • Ensure that regular financial reports (e.g. weekly, monthly, quarterly and annual) are prepared, organized and shared in a regular basis.
  • Ensure development and maintenance of filing system, record keeping and documentation.
  • Develop and maintain yearly vendor enlisting.
  • With guidance of 1) Strategy, Knowledge Management & Corporate Affairs department and 2) ICT unit, develop and maintain webpage and social media for image promotion and business.

3. Safety, Security, Inclusivity and Environmental Sensitivity:

  • Ensure implementation of Decent Work principles especially Occupational Health and Safety (OHS) following OSHA standards.
  • Ensure that all operations are conducted maintaining proper adherence to safety and security issues/regulations.
  • Ensure that all safety and security kits are used and operational in UTI enterprise.
  • Conduct regular inspections and ensure due maintenance of systems and equipment.
  • Ensure that safety and security systems are fully functional in case of necessity/emergency.
  • Ensure that employees are adequately oriented with safety issues (emergency exit, use of fire extinguishers etc.).
  • Conduct safety inspections on a regular basis.
  • Ensure that infrastructures, facilities, compound etc. are as environment friendly as possible, maintaining lowest level of carbon footprints and ensuring maximum preservation of energy.

C. People Management (30%):

  • Design, develop and manage efficient and effective staff management mechanism.
  • Outline work plan and assign duties, responsibilities, and scope of authority to relevant project staffs.
  • Supervise the workforce of UTI including casual labors, short-term contract and long-term contract staffs, outsourced HR services etc.
  • Ensure timely attendance and quality performance of all staff members under supervision.
  • Ensure development and implementation of Annual Work Plans (AWP) with appropriate performance indicators and means of verification.
  • Ensure proper follow up of staff performance through 360-degree PSM.
  • Identifying staff learning needs and assisting with their development and growth.
  • Maintain and check proper documents (e.g. attendance, wages, overtime and other relevant issues) relating to UTI staff members.
  • Facilitate cohesion, healthy and professional relationship among the UTI employees
Essential Requirements:

  • Bachelor in Business Administration; preferably in Marketing, Entrepreneurship, Operations Management, Tourism and Hospitality Management; from any reputed national or international university.
  • 5 years of relevant professional experience preferably managing training / hospitality facilities or social enterprises.  A hospitality qualification and event management experience can be advantageous.
  • Professional certification as a trainer would be an added advantage.
  • Highly focused, have excellent communication skills, be motivated and professional in appearance and presentation.
  • Excellent computer operating skill & conversant with MS Office package including social marketing and e-commerce tools i.e. Facebook, twitter etc.
  • Ability to work effectively as a team member and independently.
  • Ability to manage multiple priorities under pressure, trouble-shoot, and meet short- and long-term deadlines.
  • Age limit for the applicant would be 35 years.
