UCEP Bangladesh is a non-profit and non-government organization working with the motto “help to learn, skills to earn”! It serves children and youth and its programme includes second chance education, Technical Vocational Education and Training (TVET), support for job placement and advocacy for ensuring increased employability and Decent Work. Position # 04. Program Officer - Monitoring, Evaluation and Knowledge Management (Re-Ad)  

Job Purpose: To contribute to develop and ensure implementation of Result Based Monitoring and Evaluation Framework; and have in place effective interventions for organizational learning and development through Research, Innovations and Technology for UCEP Bangladesh including its other entities (UTI, UIST, USC etc.) in line with UCEP Bangladesh’s values, vision, mission, goals and relevant country laws.

Responsibilities:

  • To contribute to ensure appropriate monitoring and evaluation of UCEP Bangladesh’s programmes in line with organizational vision, mission, values and goals.
  • To develop and implement Result Based Monitoring and Evaluation Framework, related MIS and other necessary tools considering UCEP Bangladesh’s Theory of Change.
  • To contribute to ensure necessary alignment of UCEP Bangladesh’s organizational and programmatic documents (e.g. UCEP Strategies, Project Documents including Logical Framework, Project Proposals etc.) with UCEP Bangladesh’s Theory of Change and support management in this regard.
  •  To orient and develop capacity of relevant staff at central and regional level on UCEP Bangladesh’s Theory of Change and Result Based M&E Framework.
  • To introduce necessary technology based tools for ensuring effective and efficient real time data driven M&E system and develop capacity of relevant staff in this regard.
  • To develop and make functional the Trainee Tracking System (TTS) of UCEP Bangladesh.
  • To develop systems for Big Data Management including acquisition, data analysis, data quality assessments and reporting for development of key organizational and programmatic documents (e.g. Annual Report, Monthly Monitoring Report, Budgets, Project Documents, Donor Reports, Case Studies, UCEP Bangladesh’s websites, social media, e-newsletter etc.).
  • To contribute to develop and efficiently manage departmental budget.
  • To continuously update in regard to latest (national and international) developments in Tech-based solutions for M&E and Research.
  • To conduct systematic surveys including baseline, midline and end line surveys, process monitoring, impact evaluations (internal and external), longitudinal studies etc. in collaboration with Programmes Department. 
  • To regularly monitor organizational development and programmes results and share feedback to relevant staff at central and regional level for continuous improvement.
  • To carry out systematic interventions for ensuring appropriate dissemination of program generated learning internally and externally (nationally and internationally) among relevant stakeholders.
  • To identify strategic and critical areas for research and development; ensure conduct of research and timely dissemination; and develop necessary capacity of staff at central and regional level.
  • To maintain necessary network at national and international level for Tech-based solutions for M&E, Research and knowledge management.
  • To regularly visit and monitor all programs of UCEP Bangladesh and its other entities (UTI, UIST, USC etc.). 
  • To coordinate with other departments and Regional Management Team for timely development of M&E reports and share feedback.
  • To contribute to ensure effective coordination with ICT and Business Solutions department for management and upgrading tech-based software and tools for M&E and Knowledge Management system.
  • To contribute to ensure effective coordination with Communication, Marketing and Partnership Development department for knowledge sharing.
  • To represent UCEP Bangladesh in different national and international forum under the guidance of supervisor.
  • To maintain strict confidentiality of information, documents and other internal and external communications.
  • To carry out any other relevant tasks assigned by the UCEP authority as and when necessary.

Essential Requirements:

  • Masters in Statistics/ Economics/ Development Economics/ Development Studies.
  • 6 years of relevant professional experience including at least 2 years in mid-level management role in M&E and Knowledge Management in a large organization. 
  • Excellent command of communication skills both in Bangla and English.
  • Excellent computer operating skill & conversant with MS Office package, and trained in SPSS other M&E related latest software and tools etc.
  • Demonstrated experience in management of M&E and Knowledge Management system for a large organization, particularly using tech-based solutions.
  • Self-motivated, adaptable and team player.
  • Ability and willingness to travel frequently.
  • Age limit for the applicant would be 40 years. Management has the right to make exceptions based on qualifications.
