Vacancy Announcement

UCEP Bangladesh is a non-profit and non-government organization working with the motto “help to learn, skills to earn”! It serves children and youth and its programme includes second chance education, Technical Vocational Education and Training (TVET), support for job placement and advocacy for ensuring increased employability and Decent Work. UCEP Bangladesh has special focus on inclusion therefore, gives priority to the underprivileged. At present, UCEP Bangladesh works in 10 districts of the country. All positions with UCEP Bangladesh are performance based, contractual and transferable. The following openings are now available:

Manager - Administration

Job Purpose: To ensure efficiency and effectiveness of Administrative functions of UCEP Bangladesh at central and regional level including other entities of UCEP in line with UCEP Bangladesh’s values, vision, mission, goals and relevant country laws.

Job Location: Head Office

Responsibilities:

  • To contribute implementing UCEP Bangladesh’s values, vision, mission and goals, and development of future strategy documents as needed.
  • To ensure adherence to all policies of UECP Bangladesh including those related to administration.
  • To develop an Administrative Manual (including Vehicle Usage Guideline etc.) and a Risk Management Guideline for UCEP Bangladesh and its other entities and ensure effective implementation at central and regional level.
  • To act as focal person for managing emergencies (natural and man-made disasters), accidents and issues related to law and order.
  • To ensure annual orientation and drills on firefighting, earthquake response etc. and training on first aid at central and regional level.
  • To ensure proper maintenance of workplace and learning environment within UCEP Bangladesh premise and its boundaries including cleanliness, management of gardens, functioning of water and sanitation facilities, proper storage of inventory and training materials etc.
  • To establish and maintain liaison with relevant authorities (e.g. City Corporation, Police Station, Fire Service, WASA, DESCO, TITAS Gas, BTCL, BRTA etc.)
  • To develop and efficiently manage departmental budget.
  • To ensure processing of all sorts of requisitions in a compliant, qualitative and timely manner.
  • To plan, prepare and coordinate ToR/bidding documents complying VAT and Tax rules, collect quotations, prepare comparative statements and provide recommendations regarding procurement of services/goods/consultant by following the procurement policy of the organization and relevant national laws and rules.
  • To ensure enlistment, yearly update and usage of the listed vendors of the organization.
  • To ensure appropriate communication and coordination with vendors/suppliers/consultant/contractor for awarding works, coordinate timely delivery process and proper documentation.
  • To ensure checking quality and quantity of goods/services/consultancies delivered by vendor/contractor as per contract and process payment requests.
  • To ensure documentation (in soft and hard copy) of all administrative and procurement processes.
  • To ensure timely repair, maintenance, periodical servicing (e.g. lift, generator, vehicle, AC etc.), utility management, safety and security management of UCEP Bangladesh Head Office, UTI, UCEP Cheyne Tower and other establishments as decided by the Chief of the department.
  • To ensure legal compliances of UCEP Bangladesh’s assets with necessary guidance from supervisor and support from other department and regional offices.
  • To ensure effective coordination with other departments (e.g. ICT and Business Solutions, Finance and Accounts, Programmes etc.) at central level and regional offices including other entities of UCEP Bangladesh.
  • To ensure proper maintenance of all records of UCEP Bangladesh’s assets and properties (including land deeds, designs, approvals, etc.) and ensure payment of all taxes and bills in time.
  • To coordinate the rentals of UCEP Bangladesh‘s assets and properties, develop contracts, provide service and collect rents.
  • To maintain contact with NGOAB, Directorate of Social Services and other relevant offices for updating registration of the organization, getting approval for various purposes and for other relevant tasks.
  • To ensure half yearly and yearly checking of all assets and inventories of UCEP Bangladesh’s head office and oversee the quality of checking of all assets at regions and other entities of UCEP.
  • To ensure timely processing of insurances of UCEP Bangladesh’s assets, properties and resources including human resources.
  • To ensure compliant and cost-effective use of UCEP Bangladesh’s pool of vehicles/rented vehicles as well as proper and timely maintenance of the same. Introduce new technologies for better management in this regard.
  • To take part in various committees formed as per the decision of the management.
  • To provide compliant, quality and cost-effective support in various events/visits of UCEP Bangladesh.
  • To maintain a visit roster for visiting offices/schools of UCEP Bangladesh and its other entities and to provide necessary guidance to the concerned personnel about ensuring compliant, quality and cost-effective administrative functions.
  • To coordinate the maintenance/construction works of UCEP and its other entities.
  • To oversee that UCEP Bangladesh’s files and other documents are properly maintained including its other entities at central and regional level.
  • To act as custodian of all land deeds and contractual agreements and other documents relating to assets and establishments.
  • To maintain strict confidentiality of information, documents and other internal and external communications.
  • To carry out any other relevant tasks assigned by the Authority as and when necessary.

Essential Requirements:

  • Master degree in Business Administration/ Public Administration / Management
  • 8 years of relevant professional experience of which at least 3 years in administrative role in senior position of a large organization.
  • Experience of dealing with procurements and sound knowledge on Tax and VAT.
  • Excellent fluency both in Bangla and English.
  • Excellent computer operating skills including MS Office packages and other relevant tools and software.
  • Self-motivated, adaptable and team player.
  • Ability and willingness to travel.
  • Age limit for the applicant would be 45 years. Management has the right to make exceptions based on qualifications.
