Terms of Reference (ToR) for hiring consultant for conducting an end-line assessment of ROLLS program

1. Background:

UCEP Bangladesh brings drop-out children back to education, provides vocational skills training and offers job-placement supports to the youth graduates. Aligning with the 10 years strategic plan (2016 – 2025), UCEP Bangladesh offers education program from grade 5 and onward instead of enrolling children in grade 1 to 4 where the success rate of Bangladesh government is very high. For those children who dropped out during grade 1 to 4 or never enrolled, UCEP Bangladesh has introduced one year Remedial Of Literacy and Life Skills (ROLLS) Program from January 2016 to achieve the competency that they have lost earlier and to prepare them for enrolling in grade V. The program is designed following the national competency of three core subjects: Bangla, English, Mathematics including life skills education for developing their self- esteems. In the piloting phase 2016, UCEP has commissioned an end line study following the national competency of Bangla to understand the rate of fluency and accuracy in reading and writing of the ROLLS completers. An independent external consultant has conducted the study in last year. After the piloting program in 2016, the program has been implementing in 32 schools in 9 UCEP program operation areas incorporating the learnings from the piloting initiatives and total 1279 students have completed the ROLLS program in 2017. As the first end line assessment was done in the piloting stage, now UCEP has a plan to start an in-depth end line study to evaluate the program effectiveness.

2. Purpose of the study:

The purpose of this research is to understand effectiveness of ROLLS program in order to achieve learning outcomes and its impact on the startegy of providing second chance education for the dropped out/never enrolled children.

3. Objective of the study:

The objective of the study are:

  • to understand the success rate of the remedial completer comparing with the national competency of Bangla subject
  • to undertsand the effectiveness of the modules that are being used in the ROLLS program
  • to undertsand the teaching methodology that have been delivered in the ROLLS class
  • to understand the staff capacity for delivering effective and quality teachning-learning in the classroom
  • to undersatnd the effectiveness of the program and its impact second-chance education for the dropped out/never enrolled children
4. Scope of work:

The consultant will be responsible to complete the following tasks throughout the assignment:

  1. Review nationally defined competencies of primary education on reading and writing skills of Bangla subject to identify grade-wise competencies for assessing children’s achievement from grade I to IV.
  2. Develop a draft assessment tools for Bangla for the survey to understand the competency level up to grade IV on reading and writing skills.
  3. Finalize the tools after conducting field testing.
  4. Collect data from field and analyse the data for reporting.
  5. Prepare a report including findings and recommendations.
  6. Share the draft report with the respective UCEP Bangladesh team.
  7. Finalize the report based on the feedback and submit to the UCEP team.
5. Methodology:

The consultant will develop in detail the most appropriate methodology in terms of quality and quantity for undertaking the research to ensure high quality, practical and useful result as stated in the ToR. Data should be collected from both primary and secondary sources as needed. The consultant will also apply a gender responsive approach to all aspect of work.

6. Expected Deliverables:
  1. 1. Tools for the end line assessment to understand accuracy and fluency of reading and writing skills in Bangla subject.
  2. Data collection and analyse the data. The data set to be submitted to UCEP with the final report.
  3. Final Report on the assessment through the data analysis and other observation.
7. Expected competencies of consultant:

It is expected that the competency of the consultant will include:

  • Master’s degree in Social Science preferably in Education.
  • Sound professional knowledge and work experience on education system of Bangladesh especially basic education and literacy program for those mentioned subject areas at primary level.
  • Excellent understanding on curriculum objectives, competencies, learning outcomes, assessment system and their alignment with measurable indicators.
  • Demonstrated experience of involvement in developing tools and doing survey as well as capacity development of staff.
  • Must have experience of working in primary education sector.
8. Plan of dissemination:

The consultant will be responsible to disseminate the findings to the UCEP team through draft report sharing session/debriefing meeting and incorporate the feedback in the final report.

9. Time Duration:

The entire task has to be finished as per requirements by the Specialist team of UCEP Bangladesh. Detailed schedule of deliverables would be finalized in consultation with UCEP Specialist team. Initially, it is required that the test needs to be conducted within 45 working days from 2nd week of February 2018 to 2nd week of April 2018. The final report has to be finalized by April 2018. If the consultant cannot meet the deadline, she/he has to get the prior approval with proper justification from the UCEP management.

10. Mode of Payment

The payment will be made through account transfer. Bank details need to be provided by the person before the payment. The payment schedule is as follow:

  • 20% on submission of inception report and detail work plan
  • 30% on submission and acceptance of detailed study plan and data collection tools
  • 50% on submission and acceptance of the final report
11. Submission of proposal:

The interested consultant/firm are requested to to submit a detail outline:

  • Firm profile/CVs of the consultant
  • Experience in similar kind of task
  • Detail proposal including methodology and time frame
  • VAT (15%) will be paid by the UCEP Bangladesh and it should be shown as added with the net bill. Income Tax (10%) will be deducted from the net bill according to the Govt. Act and the deducted tax deposited challan copy will be provided to the party.

13. Disclaimer:

UCEP Bangladesh has the right to accept or reject any or all proposals without assigning any reason what so ever. The organization also reserves the right to terminate the contract if it is not satisfied with the performance in terms of quality and progress of work. In case of termination, the payment will not be made. Copyright of the study report will remain with the UCEP
Bangladesh.
