UCEP Bangladesh is a non-profit and non-governmental organization aims to uplift the socio- economic conditions of the underprivileged children and youths of urban areas of Bangladesh. With a view to developing an efficient and effective Enterprise Resource Planning (ERP) System for UCEP Bangladesh, expression of interest from the recognized and bona fide vendors/firms is hereby invited for submitting their technical and financial proposal. 1. Scope of Work
- Review present status of existing ERP system of UCEP Bangladesh. In this regard, s/he will identify reasons why it could not be used in the past and assess if the problems can be resolved to make the system functional. If this is possible, s/he will resolve the problems and build on the existing system to make it functional.
- If it is not possible to resolve the problems, s/he will propose a work plan to set up an ERP system for UCEP Bangladesh.
- In both cases, s/he will design the project and develop a detail work plan for its timely, efficient and effective implementation. S/he will also
- Lead the implementation of organizational processes aligned with ERP customization.
- Provide consistent and clear communication between ERP vendor and all concern stakeholders.
- Determine scope of the project
- Set deadlines, assign responsibilities and monitor progress of the ERP system.
- Evaluate and recommend changes to current and future ERP system requirements to meet organizational needs.
- Determine the approach to be used on the project.
- Liaison with program/business process analyst to create standard business process
- Accommodation of users’ requirements.
- Be responsible for managing the project constraints of scope, time, budget, quality, risk, and resources.
- Coordinate necessary meetings, alignments, track and update the implementation process.
- Provide status reports to the executive sponsor or other stakeholders as required.
2. Expected Outcomes
UCEP Bangladesh has a fully functional effective and efficient ERP system in place.
3. Methodology
The consultant will propose the methodology which will be finalized within a day in discussion with UCEP team after signature of contract.

5. Expertise
Educational qualifications
- M. Sc. in Computer Science, Information Systems, related field or equivalent work experience required 3+ years of progressive programming experience with 2+ years in ERP Financial, Supply Chain, or HCM software applications.
- PMP Certification will be an added advantage.
- 3 years NAV programming experience, or
- Knowledge of C/AL (NAV) development language
- 3 years other ERP programming experience (Dynamics NAV programming a plus)
- .Net experience a plus
- Knowledge of Visual Basic language A plus
- Web Development / SharePoint programming experience A plus
- Functional knowledge of ERP related services, namely HR, Admin, Supply Chain and Finance
Skills & experience
- At least 10 years of computer systems implementation experience supporting large scale ERP support organizations, preferably in the private sector.
- At least 5 or more years of experience with the Oracle e-Business Suite (preferably R12) with hands-on working experience managing technical organizations.
- At least 5 or more years of experience in application development within Oracle ERP in the Order Management and Service Modules preferred.
- Excellent ICT, report writing and presentation.
- Excellent fluency in both English and Bangla.
- Demonstrated experience analyzing complex issues and delivering appropriate solutions in similar project.
- Capable of writing/speaking professionally and in a manner consistent with accepted corporate standards, communicating technical information to nontechnical audiences.
- Demonstrated experience managing user’s requirements vs Vendor’s delivery.
- Excellent team management and conflict resolution skills.
If a team is required for the task, consultant will provide justification, detail team composition and member qualification. Consultant will also detail out coordination mechanism with relevant UCEP staff.
6. Key Deliverables
- A fully functional ERP system including trouble shooting mechanism.
- A dedicated team in place at HO and regional level to manage and run the ERP.
- Support capacity development of UCEP relevant team both in HO and regional level.
7. Reporting
The consultant will report to Chief Financial Officer (CFO), UCEP Bangladesh.
S/he will work closely with Chief People and Admin Officer (CPAO), Chief Program Officer (CPO), Managers IT, Finance & Accounts, HR, Administration and other relevant staff at HO and regional level. |
