Head of Finance & Programme Support

Reports to: Country Director 
Supervisory Responsibility: Finance & Programme Support Team members
Coordinate with: Internal :  Programme Director, Senior Management Team (SMT) members, Programme Team, South Asia Regional Office and Head Office. 
External : Donors, I/NGOs Partners, GoB Ministries & Departments, Corporate and other stakeholders. 

Purpose of the position:

The Head of Finance & Programme Support System provides leadership and direction for TdH Netherlands Bangladesh Country Office (CO) Finance and all program support administrative processes. S/he will lead the financial management to ensure quality financial management, reporting, budgeting, banking, cash management and internal & external audits. S/he is responsible for ensuring cost effective, timely and compliant administrative support processes and oversees procurement & inventory, logistics, transport management, project-office Administration, IT and general administration S/he is responsible to ensure that program support services are provided in a manner reflecting a focus efficient project implementation with expectations of quality, effectiveness, responsiveness and flexibility according to need and requirements of programme/projects (including Emergency) and organisation’s internal and donor policies, procedures and controls.

Responsibilities & Specific Tasks:

1. Financial management

1.1. Ensure that all policies, procedures and reporting requirements are in compliance with TdH Netherlands, donor and GoB policies, procedures and requirements.
1.2. Identify requirements for and development of reporting formats and management tools to assist in the financial management.
1.3. Ensure timely provision of reports on budget vs expenditure to the management and the budget holders and the production of donor financial reports and management reports.
1.4. Monitor financial activities and keep the SMT advised of any issues arising.
1.5. Develop and implement a strategy for strengthening project level finance, controls and accountability, including the capacity building of Partner NGOs.
1.6. Assist programmes projects, partners and Country Director and Programme Director in designing and developing proposals (finance & operational part) in response to call for proposal within country, regionally and globally.

2. Human resource development & management (HRDM)

2.1. Provide leadership and guidance in promoting and maintaining efficient and effective HR functions, policies and practices in Country Office (CO), including building the capacity of project and partner NGOs to manage HR at the local level.
2.2. Keep abreast with legal procedures and obligations, and always maintain current knowledge of Bangladesh government requirements relating to employment laws to ensure the CO complies with these laws.
2.3. Provide leadership and guidance on staff recruitment, induction and welfare.
2.4. Ensure that TdH Netherland’s performance appraisal system is effectively implemented with objective setting, probationary reviews, regular catch ups etc. carried out for all staff.
2.5. Ensure staff development for Programme support services staff so that their continuous capacity building and development are in place.
2.6. Ensure that the appropriate staffing and capacity mix is maintained in the programme support functions.

3. Logistics & Procurement 

3.1. Manage the personnel responsible for logistics (also includes during emergency response) to ensure that TdH Netherlands Bangladesh provides efficient, effective and transparent procurement, logistics, licensing, insurance, asset management and transport services and that the logistics policies and systems meet the organisation’s needs, GoB & donor compliance requirements.
3.2. Ensure that project/field logistics are strengthened and provide effective and timely support to programmes.
3.3. Build the capacity of project and Partner NGO logistics staff to better support the project implementation.
3.4. Oversee the protection of TdH Netherland’s assets (inventory, fixed assets) through the oversight of internal control policies and procedures.
3.5. Keep abreast with legal procedures and obligations, and always maintain current knowledge of GoB requirements relating to logistical activities and ensure compliance with the law.

4. Administration & Security Management

  • 4.1. Ensure that administrative policies and systems that meet the organisation’s needs are developed, implemented and maintained.
  • 4.2. Ensure smooth running of the administration function.
  • 4.3. Ensure that effective security systems and procedures and in place, understood by all staff and adhered to.
  • 4.4. Inform Country Director/SMT if organization is at risk for any deviation or when major changes occur in them
  • 4.5. Ensure compliance of TdH-NL to national legal provisions including those governing registration and approval of NGO Affairs Bureau & other GoB approvals.

5. External relations and other duties

5.1. Establish and maintain good relationship with relevant government ministries and departments, UN agencies, donors and NGOs, in order to strengthen coordination and collaboration and to generate interest and funding for TDH-NL Bangladesh programmes.
5.2. Liaise with counterparts in other NGOs and partners and manages the development, implementation and maintenance of partnership agreements with these entities.
5.3. Conduct regular field visits to carry out capacity building and perform spot check audits on the implementation of policies and procedures.
5.3. Any other task, which may be assigned from time to time by the SMT/PD/CD commensurate with the general thrust of this JD.

Educational Requirements 

  • A post-graduate degree (in Accounting, Business Administration, Commerce or Finance); a related professional certification/diploma – CA, ICMA, ACCA is preferable

Additional Job Requirements

  • A minimum seven years of managerial experience in Finance & operation/programme support services.
  • Extensive experience in Finance, logistics, HR and Administration.
  • Sound understanding of budgets, financial management, programme management, HR and administration principles.
  • Demonstrable field experience of logistics management.
  • Problem-solving skills, analytical skills, ability to work under pressure and good communication skills.
  • High level of reliability, objectivity and leadership skills.
  • 20% time to travel in field
