Programme Specialist - Maternal & Child Health and SRHR

Supervisory Responsibility: Associates 
Coordinate with: Internal : Programme Team, Project staff, Programme Support Team, South Asia Regional Office and Head Office. 
External : I/NGOs Partners, Donors, GoB Ministries & Departments, corporate and other relevant stakeholders. 

Purpose of the position:

The Programme Specialist - Maternal & Child Health and SRHR will lead TdH Netherland’s efforts to advocate for and strengthen national and global efforts to increase commitment for Maternal & Child Health and SRHR related programming, and access to MCH, SRHR related resources. Working closely with Programme team and Programme Director and other key national, regional & global partners, the job holder will develop strategic and technical guidance; support the development of tools and technical resources and support advocacy and partnership efforts. The position will also bridge and link TdH Netherland’s work in Child Protection and Disaster Risk Reduction, taking responsibility for driving conceptual and practical efforts, including new initiatives to improve availability, access and affordability of children health rights with higher quality. 

The Programme Specialist - Maternal & Child Health and SRHR will be part of a Programme Team responsible for the development and implementation of TdH Netherland’s Maternal & Child Health and SRHR portfolio in Bangladesh.

Responsibilities & Specific Tasks:

1. Maternal & Child Health and SRHR program design and planning 

1.1. Provide input to organisation’s country/regional strategic plan (organisational, regional and country specific), proposals, agreements etc;
1.2. Assist programmes, projects, partners and Programme Director in designing and developing Proposals in response to call for proposal within country, regionally and globally;
1.3. Provide support to TdH-Country Office (CO) team in data collection methods and techniques, data compilation and validation.

2. Maternal & Child Health and SRHR program implementation and monitoring

2.1. Provides technical advice and assistance to partners in the planning and management of project(s) on Maternal and Child Health and SRHR.
2.2. Review partners’ project proposals and budget.
2.3. Facilitate developing Project implementation plan for both Maternal and Child Health and SRHR programmes jointly with the partners timely and effectively and ensures compliance with specific assigned objectives.
2.4. Ensure budgets and financial resource planning are in place for all activities within the project of Maternal and Child Health and SRHR programme/project.
2.5. Liaise and support partners to provide periodical and other reports (quarterly, annual etc.) and analyze the outputs and outcome against the strategic direction.

3. Stakeholders’ capacity building

3.1. Provide support to partners and relevant stakeholders’ capacity development with regard to Maternal and Child Health and SRHR portfolio.
3.2. Provide technical support to partners for capacity building to improve quality of work, efficiency and effectiveness of desired outputs and sustainability of results

4. Network building & representing

4.1. Perform as a Point person for internal & external communication and contact on MCH & SRHR.
4.2 Communicate, collaborate and coordinate on MCH & SRHR issues with TdH regional & HO technical advisers, partners, government & NGO stakeholders and international donors. 
4.3. Participate in Govt. meetings and decision making process at different levels.
4.4. Plan and organize meeting with different organizations at CO level, and do advocacy and networking with GO, NGO and other stakeholders.
4.5. Assist/organize and facilitate NGO coordination meeting on issues related to the Theme.

5. Institutional learning and Documentation

5.1. Ensure documentation and sharing of program input, process, output, best practices and ‘lessons learned’ are in place.
5.2. Provide input to prepare programme/project implementation and financial reports required for management donors, budget review, programme analysis, annual reports etc.
5.3. Facilitate and contribute in program reflection meetings in community and CO/regions.

6. Organizational responsibilities

6.1 Participate in field emergency responses if required within and outside of programme area.

Educational Requirements 

  • MBBS or a post-graduate level degree on Public Health, Social Science, Anthropology or relevant subject

Additional Job Requirements

  • At least 5 years’ on hand experience working in the development sector with specific responsibilities of Maternal & Child Health and/or Sexual & Reproductive Health Rights issues/projects.
  • Experience with project cycle management.
  • Strong ability to formulate concepts and proposals and applying technical expertise;
  • Familiar with participatory rights-based research methods/participatory needs assessments and monitoring techniques.
  • Proficient in English and computer use (MS-Word, MS-Excel and power point).
  • Demonstrated leadership capacity and excellent interpersonal skills and team work.
  • Positive attitude toward learning and development.
  • 35% time to travel in field.

Salary Range: Negotiable
