Job Description

Terre des Hommes Netherlands prevents child exploitation, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. Terre des Hommes Netherlands in Asia focuses within the Child Exploitation Theme on Sexual Exploitation of Children, the Worst Forms of Child Labour, Child Trafficking and Migration, Sexual and Reproductive Health and Rights and on Child Protection in Humanitarian Crisis. As part of its multi-year strategic plan (2016-2020) Terre des Hommes Netherlands plans to increase its support to comprehensive Programs addressing Child Exploitation in Asia.

In Asia, Terre des Hommes Netherlands works in Cambodia , Laos, Indonesia , Myanmar , the Philippines , Thailand , Bangladesh , India , Sri Lanka and Nepal. We support children who are victims of exploitation with education, psychosocial support, legal assistance, care, job opportunities and medical care. We launch public and media campaigns to create awareness on the problem and carry out local research into the extent and nature of abuse and exploitation.

Bangladesh Country Office of Terre des Hommes announces its vacancy for the position of Monitoring & Documentation Officer-IMAGE Plus. IMAGE Plus, a project of Terre des Hommes Netherlands, funded by the Embassy of the Kingdom of the Netherlands, is focused on the rights and empowerment of Early Married Girls in the context of SRHR & Gender in Bangladesh. The project is being implemented in partnership with three development organizations and one media and communication organization.

Image Plus targeted to empower 9000 early married girls in the northern Bangladesh by providing access to knowledge and skills on SRHR, Maternal Child Health, Gender based violence, education and livelihood. The targets and actors are early married girls, adolescents, husbands of the early married girls, in laws, civil society organizations, media and Government.

Objectives:

The main objective of this position is to support in monitoring and documentation of the IMAGE Plus project complying with the project goal, objective and policies and guidelines of the Embassy of the Kingdom of the Netherlands, Government of Bangladesh and Terre des Hommes Netherlands.

General characteristics

This position is responsible to support in overall monitoring and documentation of IMAGE Plus project. This includes responsibilities to provide input with necessary supports in developing monitoring system, tools and guidelines. S/he is responsible for assisting projects for activity/output/outcome monitoring, share and discuss learnings with programs to ensure effective and continuous improvement, support in organizational learning process

Location : The is a national position for Bangladesh based in Dhaka and will require frequent field visits to the project areas in the northern districts of Bangladesh.

Position in the organization: The Monitoring and Documentation Officer will be part of the Monitoring and Evaluation team of the project, and reportable to the Project Director, IMAGE Plus.

Job Responsibilities.

Result areas

Result 1: Coordinate Organizational Policy

Organizational policy is coordinated in such a way that objectives have been achieved.

  • Provide necessary support to ensure coordination among IMAGE Plus partners though support in monitoring planning, implementation of project activities and reporting aligning with the Planning, Monitoring and Evaluation Guidelines of TdH NL
  • Ensure continuous analysis of monitoring information in coordination with other units; and identify potential problem and inputs to improve the overall programming and operations.
  • Ensure collection of reports from the field, compile them and prepare reports for the Netherlands Embassy, Government of Bangladesh and Terre des Hommes Netherlands.
  • Assist in preparing monitoring report for the internal and external audience
  • Maintain regular coordination with assigned programs and monitoring staff. For capacity development of monitoring staff assist to conduct the need assessment, planning, training, follow up.
  • Contribute in updating logical frameworks
  • Jointly conduct reflection and learning sessions regularly with the various Programs
  • Arrange for proper archiving and use of learnings
  • Regular coordination with implementing partners and PMU
  • Communicate with research for any possible use of the learnings for further research.

Result 2: Maintaining contacts

Relevant internal and external contacts have been maintained.

  • Represent the organisation in different workshop and seminars.
  • Communicate and coordinate with project partners to ensure the effective performance of the M&E part

Result 3: Improve workflows

Work processes have been improved in such a way that the quality of service remains secure and employees are sustainably able to achieve the goals.

  • Assist in developing project M&E Framework and provide orientation to IMAGE Plus project staff.
  • Regular monitor the project activities at field and the national level based on the IMAGE Plus project based on the log frame
  • Supervise regular periodic verification of activities with checklists of various programs and prepare reports
  • Monitor outputs and outcomes of various programs: Planning, design, implementation, analysis, reporting of studies
  • Guide in updating database and in data analysis
  • Supervise data collection for early married girls database along with other profiles of project participants and ensure update of all database in regular interval with quality data
  • Assist in data analysis
  • Conduct regular monitoring visits
  • Collect and collate all partners’ monthly and quarterly reports
  • Collect, verify, and write case studies
  • Assist in monitoring report preparation
  • Documentation of relevant works
  • Regular field visit
  • Any other task assigned by the supervisor

Required Background ( Education, Knowledge and Experience)

Education: Masters degree in social science/ development studies/ public health/ or related discipline.

Knowledge & Experience :

  • 5 years of experience in monitoring and documentation of development projects
  • Experience in working with programmes/projects related to sexual and reproductive health and rights(SRHR)/adolescent reproductive health/maternal and neonatal health/nutrition/education/livelihood
  • Proficient in MS Office packages (Especially, MS Word, MS Excel, MS PowerPoint)
  • Competence in statistical analysis software e.g SPSS/STATA will be an added value
  • Accustomed to frequent travel Preference will be given to the experience in following areas.

Possession of a Training certificate and skills related to Monitoring and Evaluation

  • Child Marriage, Child rights and Women Rights
  • Maternal and child health, Reproductive health and SRHR.
  • Gender and development and gender based violence,
  • Education and livelihood development for the women and the adolescents .

Language Skills: Excellent proficiency in both in writing English is most desirable.
