Position : Union Team Leader

Position based in : Patharghata, Barguna- Union based position.
Salary : Tk. 23,153/- monthly excluding other usual benefits

Main responsibilities:

Overall management and guidance to the  CCM and Volunteer for proper implementation of all MCH interventions at union level
2
Mobilize the government health and family planning staff, community groups and community support groups’ members, in cooperation with  CCMs and Volunteers
3
Mobilization of UHFWC committee members for strengthening UHFWC services in cooperation with FPI and FWV, SACMO 
4
Follow and support CG managed CC rehabilitation work, in cooperation with WASH Promotion/Infrastructure Officer  
5
Establish a referral, linkage and follow-up system from community to CC/FWC, Upazila/district hospital, OPD, Protection component…

Key Qualifications:

- Bachelor degree in any discipline
- 3 - 5 years experience in the similar field of work with NGO/INGO
- Computer literate (Bengali and English typing skills)
- Possess valid motorbike driving licence
- Proficiency in written and spoken English
- Good knowledge in Govt. Health structures at Upa Zilla level
- Willingness to stay at the Union Level

Duties

1. Overall management and guidance to the  CCM and Volunteer for proper implementation of all MCH interventions at union level 1.1 Prepare a weekly schedule and a monthly action plan for CCMs, Volunteers, him/herself appropriately in line with global activity time bar chart, in cooperation with the District Manager
1.2 Track proper implementation of the activities in the unions
1.3 Supervise the CCMs and Volunteers during implementation and provide necessary feedback/support to improve their performance.
1.4 Guide and provide support to CCM for organizing different activities at CC/FWC (Maternal and new-born Health, GMP, BCC, CMAM, referral) and community level (model house, garden, BCC, screening, referral, case management, follow-up) with active participation of government staff.
1.5 Proper guidance to the CCMs to observe the CG and CSGs’ supports and their involvement for functionality of CCs’ services, and be updates from CCM for taking further measures to improve .
1.6 Enforce close cooperation between Volunteer and CCMs as well as between Volunteer/CCM and CC/FWC staffs.
1.7 Organize and conduct basic training on model house including WASH and gardening for the CSG (model house  promoters) members at CC level.
1.8 Coordinate and support the mass campaign activities performed by the campaign team.
 
1.9 Prepare necessary requisition for material purchase following Tdh procedure.
1.10 Maintain financial maters/expenditures (if any) as per Tdh policy.
1.11 Prepare, in collaboration with CCMs and Volunteers a monthly report following the formal template based on the monthly action plan, and submit it timely to line manager.  
1.12 Ensure the follow-up of discharged SAM children in collaboration with CCMs and CC/FWC staff.
2. Mobilize the government health and family planning staff, community groups and community support groups’ members, in cooperation with  CCMs  and Volunteers 2.1 Attend in monthly union level staff meeting with government staff and share the progress of the work at CC/FWC and community level.
2.2 Encourage and sensitize government staff to follow their action plan and provide services to the different beneficiaries as per government schedule.
2.3 Regular contact with government supervisor level staff (AHI, AFPI, FWV, SACMO) at the union level, advocate for regular attendance of HA/FWA at CC as per schedule and perform their job accordingly.
2.4 Be present at the CC/FWC while performing job by government staff, assess the quality of their work and provide suggestion accordingly.
2.5 Attend in monthly meeting of CG and six monthly coordination meeting of CSG and CG together with, CCM, Volunteer and CHCP, and share the status of activities at CC level and also in surrounding area of respective CC.
2.6 Share the difficulties and specific existing problems in the community in regards to MCH issues, and seek supports/measures to be taken by CG or CSG to improve the situation.
2.7 Support to CG in decision making process and implementation of the decisions to enhance overall MCH situation including garden and hygiene in their area.
2.8 Provide guidance and follow-up to CG for implementation of the decisions taken in the schedule meeting and for encouraging CSG to be proactive on their role.
2.9 Mobilize CG/CSGs’ members for attending training/meeting organized by Tdh.
2.10 Meet with CG or CSGs’ members while visiting activities, encourage and praise them for their supports in the programme and community mobilization.
2.11 Support and guide in capacity building of CG for smooth operation of CC and community mobilization through CSG as per government guideline.
2.12 Guide and support to Volunteers for effectively facilitation of CSG schedule (bi-monthly) meeting and community mobilization through the CSG.  
2.13 Support CG to advocate with health and family planning authority at Upazila level for providing optimal MCH services at the CC level.
3. Mobilization of UHFWC committee members for strengthening UHFWC services in cooperation with FPI and FWV, SACMO  3.1 Guide and support to UHFWC committee members for organizing bi-monthly schedule meeting and assist to keep the discussion in right track. 
3.2 Actively regular attend in the meeting and remind their role and responsibilities to be performed as per government guideline for overall improvement of services in UHFWC.
3.3 Guide to discuss in the meeting about problems/difficulties faced in operation of the UHFWC activities/services and assist for taking possible measures to overcome the problems to deliver optimum services to the beneficiaries.
3.4 Encourage UHFWC committee members for mobilizing the community to receive services from the centre.
3.5 Guide and support to raise fund for regular maintenance and functionality of WASH facilities in UHFWC including proper hygiene and cleanness.   
3.6 Guide and support in advocacy with the authority by the chair and the co-chair including potential members of the committee to bring supports in favour of UHFWC.
3.7 Encourage and guide committee members for taking initiatives to follow the meeting decisions properly.
4. Follow and support CG managed CC rehabilitation work, in cooperation with WASH Infrastructure Officer    3.1 Enforce CGs’ members to be actively involved in management of CC rehabilitation work, in cooperation with WASH promotion/Infrastructure Officer.  
3.2 Mobilize the CGs’ members to agree on a common MOU with Tdh and follow its application in cooperation with WASH Infrastructure Officer.
3.3 Enforce CGs’ members to have regular meeting among themselves to discus about progress of rehabilitation works and to maintain quality of work as standard.
5. Establish a referral, linkage and follow-up system from community to CC/FWC, Upazila/district hospital, OPD, SNU, Protection component… 4.1 Regular check with CCM/Volunteer and CHCP, SACMO/FWV that the referred cases (SAM, MAM, pregnant women, severely sick children, married adolescent girls) are receiving proper services from CC/FWC.
4.2 Check systematically with respective CCM/CHCP, FWA/FWV that all high risk pregnant mothers are referred on time for their institutional delivery at Upazila/district hospital.
4.3 Inform properly UzOO about each cSAM and high risk pregnant women referred to UHC for appropriate follow-up.
4.4 Ensure institutional delivery at government hospital for high risk and complicated pregnant women.  
Monitoring With Volunteers, track the participation of CG/CSG and HA/FWA in different community level mobilization activities.
With CCM/CHCP, track the attendance of HA/FWA in CC as per their schedule.
Regular follow-up and ongoing monitoring to the CC/FWC activities, community level activities (model house, garden plants, hygiene, BCC...) performed by CCM/Volunteers in collaboration with CG/CSG. That follow-up is done in close collaboration with M&E team.
Track the work of Volunteers in the community, and ensure that they understand Tdh work approach/their role and performing accordingly. Supportive follow-up is essential for that.   
Networking (external coordination) Work as Tdh representative in his/her respective Union.
Maintain effective liaison with the Union Parishad and other GO/NGOs for strengthening collaboration and coordination with them to support CG and CC/FWC.
Attend in monthly coordination meeting with Union Parishad body and share the progress of joint effort of work with CC/FWC and CG/CSG/FWC committee.
Participate in other meeting organized by other NGOs and share Tdh’s approach of work with health system, gain supports from them in this direction.
Administration Control and approve the leave of CCMs.
Take initiative to run an office and ensure its security (one per UTL at Union level).
Must stay at posting place during office days.
Ensure logistic support as required.
