Position Title: Human Resource Officer
Position based in: Kurigram  
Desired date for taking-up duty: May 1, 2017
Salary conditions: Tk. 33 278/- per month (excluding other benefits)

Hierarchical and organizational links:

Reports to:       Manager, Administration and Logistics
Coordinates with: District Manager, and all Officers based at Kurigram.
Technical referent: National Coordinator, Administration, Finance, and HR

Purpose of the Position:
The Human Resource Officer is responsible for providing support in the various human resource functions, which include record management, recruitment, induction training, database management, leave and benefit management, policy interpretation, and employee counseling.

Terre des hommes Foundation (Tdh) is an international non-profit voluntary organization working in Bangladesh since 1974. The Human Resource Officer is to be based at Kurigram where Tdh manages a large Mother and Child Health program employing about 186 staff members. The position provides services and assistance to supervisor and staff. The position assists in the staff recruitment process at the local level. Manage HR documentations and records which may include information on staff attendance, finding training opportunities, preparing, customizing job descriptions, monitoring performance evaluations, processing of staff, etc.  The Human Resource Officer provides support to supervisor and staff selection committees and ensures that they have accurate and timely information in order to make effective decisions. The position also manages human resource software to keep data on the staffs.

Educational Requirements
A university degree in human resources, business administration with Diploma in Personnel Management.

Job Requirements

  • Prior Work Experience: Minimum 3 - 5 years of progressively responsible experience in human resources with INGO is required.
  • Knowledge: A comprehensive working knowledge of personnel policies and procedures, Bangladesh labor laws, and standard personnel practices with full spectrum of personnel management from recruitment through retirement.
  • Skills and Abilities: Highly organized, discreet, and people oriented. Possess strong communication skills (both oral and written), able to communicate with tact and diplomacy, and be able to work effectively with employees at all levels of an organization. Thorough skills with MS Office applications -Word, Excel, PowerPoint - and the capacity to learn new software applications. Hands on experience in working on HR software will be an added value.
  • Language Proficiency: English and Bangla skills are required for writing, typing and speaking. English Language proficiency will be tested.
  • Possess valid Motorcycle Driving License.

Duties:


1. Provide support to the supervisor

1.1 Ensure that accurate updated job descriptions of staffs are in their respective files.

1.2 Assist in writing/translating job descriptions in Bengali.

1.3 Provide assistance when conducting staff performance evaluations.

1.4 Identify training and development opportunities and share with the supervisor.

1.5 Assists in organization of need based staff training sessions, orientations, workshops and activities.

1.6 Provide basic counseling to staff on HR policies and procedures.

2. Process salaries, and benefits.

2.1 Prepare salary worksheets for monthly salary payment to the project staff and send to the Supervisor for processing.

2.2Take unauthorized leaves into consideration or LWP approvals into consideration for calculation of salaries.

2.3 Calculate income tax deduction from the salaries twice every year and send to the Supervisor for acceptance and inclusion in the salary worksheet.

2.4 Use Homere HR software for developing salary worksheets and develop other reports.

2.5 Ensure salary slips to all staff at least once in each year and when salary changes.

2.6 Prepare final payment worksheet for the staff leaving job and submit to supervisor for onward processing.

2.7 Oversee hospitalization issues, and review claims for the supervisor.

2.8 Keep individual monitoring sheet for payment of hospitalization and eye         benefits.

3. Maintain HR Records.

3.1 Prepare individual files for all staff, organize them for easy locating, and arrange documents as per standard procedures.

3.2 Ensure that all documents needed are in the files for reference.

3.3 See that the exit interviews takes place for the local staff who are leaving organization and file them after sharing with the supervisor.

3.4 All HR documents are classified and are kept accordingly under strict security.

4. Assist in staff recruitment process and induction of the new staffs.

4.1 Provide assistance to supervisor on local staff recruitment

4.2 Prepare notices and advertisements for vacant local staff positions and  schedule and organize interviews in consultation with the supervisor.

4.3 Participate in interviews, and conduct reference checks on possible candidates.

4.4 Prepare for induction plan and share with the Supervisor.

4.5 Monitor contracts and inform at least a month ahead if any action required on the contract.

4.7 Implement procedures and policies on staff recruitment and retirement as per HR Regulations. 

5. Monitor staff attendance, and maintain leave records.

5.1 Oversee the operation and functioning of the electronic and manual  attendance register for Kurigram program.

5.2 Monitor attendance and report irregularities.  

5.3 Monitor scheduled absences such as holidays, leaves, unauthorized absences and record and act as needed.

5.4  Produce report of attendance on monthly basis for staff showing ignorance.

5.5  Manage movement register and bring to notice of the Supervisor if notice irregularities.

6. Administer staff information system (HR software).

6.1 Update Homere on daily basis for changes of staff information.

6.2 Ensure all data in the homere are of quality and without any mistakes.

6.3 Use homere in producing analytical reports as desired by the supervisor.

6.4 Share Homere files/data with the Supervisor monthly or more frequently as desired.

7. Prepare reports

7.1 Prepare monthly descriptive and statistics report for the Supervisor by 4th of each month.  

7.2 Keep proper track of the staff leaving organization, reason defined and to develop staff turnover rate half yearly/yearly.

8. Adherence to the HR Policies

8.1 Thoroughly understand the HR policies and see that this is properly interpreted, disseminated under the guidance of the supervisor.

8.2 Recommend policy changes if applicable to the Supervisor

8.3 Report any policy violation by any staff at Kurigram

8.4 Listen to staff grievances and report to the Supervisor for measures.

Others:
Accepts new responsibilities as and when those are assigned by the line supervisor.
