Maternal and Child Health (MCH) Officer

Position Title: MCH Officer
Position based in: Kurigram District
Desired date for taking-up duty:   ASAP
Salary:     BDT 30’466/- per month excluding other benefits

Reports to:       National Coordinator - MCH
Coordinates with: Officers: District Manager, Garden, Awareness, Protection, WASH (Promotion, Infrastructure), Finance, Admin, HR & Logistic Manager  
Direct line manager of : N/A
Technical referent: MO, SNU manager and OPD managers

Main responsibilities:

Administration

Duties:

1. Capacity development of Tdh and Govt staff related
  1. Overall in charge for MCH related training under the MCH project in Kurigram
  2. Training need assessment for the staff and beneficiaries related to MCH in line with new strategy
  3. Development of agreed training modules including training materials under the guidance of National Coordinator MCH
  4. Organise and conduct training in collaboration with DM and UzOO and UTL
  5. Involve other resource persons from internal and external sources as per need for the respective courses
  6. Prepare training report for each training within the timeframe
2. Technical guidance for ensuring the quality of MCH activities at the community and facility level

 Spend 60% of working time in the field for :

  1. Observe and provide technical guidance to Maternal health activities (ANC, safe delivery, neonatal care, PNC, and FP) at the Community Clinic and FWC level
  2. Provide technical guidance and proper advocacy in favour of Adolescent girls health issues in the community
  3. Observe and provide technical guidance to the CMAM activities at the CC/FWC level ( CHCP, CCM/CM,UTL, HA, FWA)
  4. Lead the proper screening for SAM, MAM children, PLW including high risk PW at the community clinic through the community team
  5. Observe IMCI activities at the community clinic level and support to CHCP in line with government protocol
  6. Observe and advocate for establishing the active Nutrition and SAM Unit at UHC and DH
  7. Lead the GMP activities at CC level through community team (ensuring correct
  8. Anthropometric measurement, growth charting and individual counselling)
  9. Observe and active participation on the special event with all other officers
  10. Observe the campaigns to ensure the proper MCH messages dissemination
  11. Visit  Tdh facilities (SNU, OPDs) regularly to observe and provide required guidance for SAM management, CMAM, nutritional screening of under 5 and high risk PW
3. Effective coordination and networking
  1. Coordinate with the District Manager for updating the regular observation and findings.
  2. Coordination with Awareness Officer to prepare the MCH related message for advocacy, campaign, media and material
  3. Coordinate directly with government field staff including, CG/CSGs’ members to maintain relationship with local elected bodies for smooth implementations.
  4. Coordinate with Upazila Operation Officers for the proper implementation of the strategic health components
  5. Coordination with Child Protection Officer to strengthen adolescent girl health safety components
  6. In close collaboration with Child Protection Officer, establish an effective health map consisting the detail information of all care opportunities for targeted beneficiaries
  7. Maintain liaison with the Union Parishad and other GO/NGOs for strengthening collaboration and coordination with them to support CG/CSG and CC/FWC
  8. Maintain close collaboration with Upazila Health & Family planning, Agriculture, DPHE authority in favor of the programme
  9. Participate in other meetings organized by other NGOs/department and share Tdh’s approach of work with health system and seek support for successful operation of the programme
4. Financial management and controlling of expenditure
  1. Prepare purchase requisition and submit to the procurement committee on time (if required) and follow up.
  2. Adjust all bill/vouchers (if any) to Finance Officer following the financial rules within deadline
5. Reporting

 5.1 Prepare different narrative and analytic reports - monthly, quarterly, annually for the    programme on MCH link with the position (Training report, field visit report, day observation report) and submit in time to the National Coordinator - MCH

6. Monitoring
  1. Track quality controlling of MCH activities at the community and facility levels
  2. With UTL/CHCP, track the MCH related activities of HA/FWA in CC as per their schedule
  3. Regular follow-up and ongoing monitoring to the CC/FWC activities, community level activities as per field visit schedule
  4. With UTL, track the participation of CG/CSG and HA/FWA in different community level mobilization activities
  5. Cooperate with M&E Officer for conducting any survey, monitoring and evaluation of the programme as per need
7. Administration
  1. Ensure logistic support as required in collaboration with Admin., HR and Logistic Manager
  2. Keep the District Manager updated about the status of MCH activities under the Upazila and seek necessary supports for further improvement
  3. Attend in monthly coordination meeting with Upazila administration - UNO, Upazila Chairman, Upazila Vice Chairmen, and update about MCH programme status under the implementation area

Others
Accepts new responsibilities as and when those are assigned by the line supervisor.

Qualifications Requested

  • Masters in Social Science/ Food & Nutrition/ Health Economics/ Development Studies or equivalent
  • Minimum of 5 years working experience in a similar positions related MCH project management.
  • NGO Working experience is essential
  • Good communication skills in Bangla as well as in English (oral and written)
  • Management capacity and excellent interpersonal communication skills
  • Extensive experience in coordination with local government authorities as well as within the team
  • Must have motorbike driving licence and practice.
