Duration : One year from the date of joining (with possibility of extension upon satisfactory performance and availability of funds)

Position Summary
Since August 2017, hundreds of thousands of women, children and men have fled violence in Myanmar and crossed into Bangladesh. The newly arrived people came to Cox’s Bazar district with very few belongings, have no access to income sources, and struggle to provide for the minimum levels of food and other essential needs and services for survival. This is one of the largest and most complex crises in the region.

The Bangladesh Red Crescent Society (BDRCS) with support of the International Federation of the Red Cross (IFRC) and Partner National Societies (PNSs) is implementing a large “Population Movement Operation” (PMO) to respond to the needs of the new arrivals and host communities. Together, the Red Cross/Red Crescent Movement provides assistance to over 200,000 displaced people with support in health, shelter, relief, water, sanitation and hygiene. Furthermore, the PMO addresses the critical needs of the host communities, in view of conflict-sensitive programming and a do-no-harm perspective.

Since SRC plans to implement solid waste management (SWM) operations for the host community, the Field and Host Community Officer will support SRC and partners in designing, coordinating, implementing and monitoring solid waste management  and other allied activities in the host communities – Bangladeshi Nationals. At the same time the position will support the effective implementation and coordination of the collaboration between BDRCS and Swiss Red Cross (SRC) and the local civil administration and elected representatives for the smooth implementation of the solid waste management operations in the host community project. The officer will ensure govt. buy in and cooperation for all SWM and other activities being implemented in the host community. In all of these duties, the Field and Host Community officer works under the direct supervision of the SRC Project Manager at Cox’s Bazar and in close coordination with the involved technical sectorial focal points of BDRCS and its partner organizations.

Job Description / Responsibilities

  • Liaise with BDRCS technical focal points, partners, authorities and the humanitarian community in Cox’s Bazar regarding specific, targeted host community interventions
  • Support host community assessments, participatory planning and project implementation as per the approved prodoc and budget
  • Work closely with the team members and GO-NGO stakeholders for developing and implementing project operational plan, budget, tools and procedures that will ensure quality, consistency and sustainability of interventions in order to improve the resilience of the community.
  • Monitor and accompany activities in host communities and link between field operations and the PMO office in Cox’s Bazar of BDRCS and partners
  • Build linkages and liaison with district/upazila/union level Government and other relevant stakeholders and undertake  necessary advocacy for achieving the project outcome and objective
  •  Participate in coordination meetings/working groups formed to coordinate host community activities
  • Work closely with BDRCS counterpart to implement solid waste management (SWM) operations as outlined in the programme document and detailed in the SWM feasibility study 
  • Prepare suitable reports on host community intervention in coordination with the line manager
  • Support PHC staff, partners and volunteers in the management of any crises or emergency situation
  • Perform any other duties assigned by the line management

Qualifications & requirements

  • Bachelor’s degree in social sciences, public health, disaster management, business administration, or similar field. Work experience in solid waste management will be an added advantage
  • At least 5 years of work experience in the disaster risk management and/or Solid Waste Management (SWM)
  • Demonstrated high level of motivational and communication skills;
    excellent interpersonal skills and ability to work in a team
  • Proficiency in MS Word, Excel, and Bangla and English language typing
  • Fluency in both spoken and written Bangla and English; Chittagongian language is an asset.
