Based in : Cox’s Bazar with frequent field visits to host community population in Ukhia 
Service status : Swiss Red Cross project-based contract
Duration : One year from the date of joining (with possibility of  extension upon satisfactory performance and availability of funds)
Salary : Competitive

Position Summary:

Since August 2017, hundreds of thousands of women, children and men have fled violence in Myanmar and crossed into Bangladesh. The newly arrived people came to Cox’s Bazar district with very few belongings, have no access to income sources, and struggle to provide for the minimum levels of food and other essential needs and services for survival. This is one of the largest and most complex crises in the region.

The Bangladesh Red Crescent Society (BDRCS) with support of the International Federation of the Red Cross (IFRC) and Partner National Societies (PNSs) is implementing a large “Population Movement Operation” (PMO) to respond to the needs of the new arrivals and host communities. Together, the Red Cross/Red Crescent Movement provides assistance to over 200,000 displaced people with support in health, shelter, relief, water, sanitation and hygiene. Furthermore, the PMO addresses the critical needs of the host communities, in view of conflict-sensitive programming and a do-no-harm perspective.

The Field and Host Community Officer will support SRC and partners in designing, coordinating, implementing and monitoring project activities in the host communities – Bangladeshi Nationals - on the one hand. On the other hand, the position supports the effective implementation and coordination of the collaboration between BDRCS and Swiss Red Cross (SRC) and the local civil administration and elected representatives for the smooth implementation of the host community project. The officer will ensure govt. buy in and cooperation for all activities being implemented in the host community. In all of these duties, the Field and Host Community officer works under the direct supervision of the SRC Project Manager at Cox’s Bazar and in close coordination with the involved technical sectorial focal points of BDRCS and its partner organizations.

Job Description / Responsibilities:

  • Liaise with BDRCS technical focal points, partners, authorities and the humanitarian community in Cox’s Bazar regarding specific, targeted host community interventions
  • Support host community assessments, participatory planning and project implementation
  • Support the implementation of host community interventions as per the approved prodoc and budget
  • Monitor and accompany activities in host communities and link between field operations and the PMO office in Cox’s Bazar of BDRCS and partners
  • Participate in coordination meetings, working groups, bilateral exchange with INGOs/NGOs and other relevant platforms and dialogue for coordination of host community assistance
  • Prepare suitable reports on host community intervention in coordination with the line manager
  • Coordinate with the district, Upazila and Union Parishad to carry out the planned activities for host community
  • Propose modification in activities and budget if any deviation is needed from the planned activities as per the evolving need of the host community
  • Support the project management team in Cox’s Bazar and the PHC officers to prepare detailed activity plans (social and protection activities, outreach and campaigns etc.)
  • Support PHC staff, partners and volunteers in the management of any crises or emergency situation
  • Facilitate field visits of SRC visitors to the host community interventions and wider project area
  • Perform any other duties assigned by the line management

Qualifications & requirements:

  • Bachelor’s degree in social sciences, public health, disaster management, business administration, or similar field
  • At least 5 years of work experience in the disaster risk management and/or health sector including WASH
  • Demonstrated high level of motivational and communication skills;
    excellent interpersonal skills and ability to work in a team
  • Proficiency in MS Word, Excel, and Bangla and English language typing
  • Fluency in both spoken and written Bangla and English; Chittagongian language is an asset.
