REQUEST FOR PROPOSAL (RFP): SUPPORTING DEVELOPMENT OF ENTREPRENEURSHIP ECOSYSTEM IN COX’S BAZAR

Swisscontact is inviting proposals from potential interested organizations/entities willing to support development of entrepreneurship ecosystem in Cox’s Bazar. About PRABRIDDHI

PRABRIDDHI is a Local Economic Development (LED) project, funded by the Government of Bangladesh and Switzerland, and co-implemented by the Local Government Division (LGD) and Swisscontact. The pilot phase of PRABRIDDHI came to a successful end by August 2020. Phase 1 of the project started in January 2021 for a period of four years and focuses on further development of the LED approach in participating municipalities, capacity building of stakeholders and facilitators of LED and an anchoring of the approach on national level. Throughout the phase, the project will be implemented in seven municipalities. Shibganj, Jashore, Bogura, Bhairab, Dinajpur and Kushtia are the six municipalities where the project has been operating. In 2024, PRABRIDDHI has recently expanded its operations in Cox’s Bazar municipality.

Objective    
                                                                          

The objective of this intervention is to support development of the startup ecosystem in Coxs Bazar. By working closely with a selected ecosystem partner, PRABRIDDHI plans to develop a strategy for supporting new businesses and attracting investment in the territory. In collaboration with the selected partner, PRABRIDDHI aims to facilitate entrepreneurial success for founders from diverse backgrounds, including youth, minority, women and veteran-owned businesses.

The Scope of Work broadly includes

  • Initial scoping with the selected partner to better understand the potential and feasibility in Coxs Bazar through initial field missions.
  • Developing implementation strategy for a startup accelerator to support early-stage startups including thematic areas, mentoring, business training.
  • Implementation of two cohorts (6 months each) of startup accelerator to support selected startups and business ideas following thematic areas and given critera.
  • Developing and implementing a promotional strategy for attracting investments to support early-stage startups in Coxs Bazar. 
  • Support to startups and businesses to develop pitch to potential investors for seed stage funding. Facilitate investments to support startups and local businesses.
  • Develop strategy for support at early, growth, expansion and exit stage.

PRABRIDDHI plans to work with an experienced ecosystem partner to develop a strategy for supporting the startup ecosystem and implement at the local level. The investment for individual startups and businesses will be co-funded by the investors.

The partner, contracted by PRABRIDDHI will work as an extended team for rolling out initiatives at the local level and contribute to achieving the projects results. In close collaboration with PRABRIDDHI team, the partner will be responsible for implementing initiatives at the local level by establishing partnership with stakeholders including municipal authorities, district commission, market actors at the MESO and Micro level including local businesses and entrepreneurs, associations and civil society organisations as required.

Timeline

The duration of the implementation contract will be 14 months, including one month for planning, 12 months of execution and one month for wrapping-up and exit.
