About the Project

Uttoron - Skills for a better life, a three-year skills development project, commenced its journey in August 2016 with an aim to enhance employment opportunities for 1,400 community members in Sylhet, Moulavibazar and Habiganj districts. The project is funded by Chevron under “Workforce Development” component of its Bangladesh Partnership Initiative (BPI) and is being implemented by Swisscontact. The project is designed to enhance the employability of the population, especially youth, in the targeted districts through building awareness and providing job-oriented trainings. For the training component, Uttoron has a unique partnership with the Skills for Employment Investment Program (SEIP) of Asian Development Bank (ADB) and the Government of Bangladesh (GoB), which is implemented by Ministry of Finance, Government of Bangladesh. By applying innovative approaches, the project has been successful in achieving remarkable results.

Objectives of the Assignment

The Senior Officer/ Coordinator - MRM will play a crucial role in project monitoring, evaluation and knowledge management under direct supervision of the project team leader. S/he will lead and maintain the MRM system of the project ensuring compliance with the organization MRM guideline. S/he will be also responsible for developing knowledge management plan and carryout activities to prepare knowledge document to capture outcomes and learning effectively. He/s will also maintain working relationship with the global MRM team(s) as necessary.

Essential Functions and Responsibilities

Monitoring and Results Measurement

  • Lead and contribute to planning, budgeting, monitoring & evaluation of project MRM activities; ensure timeliness and quality of work carried out. Develop MRM tools and databases to collect, preserve, and analyse MRM data as necessary.
  • Ensure that project staff and partners collect and submit data as per the MRM plan; ensure that data collected is validated; ensure that the databases are regularly updated and support project staff in maintaining the databases.
  • Work closely with implementation team for enhancing their capacity for proper data collection and reporting.
  • Review the project log-frame, result chains, MRM plans and make necessary adjustments.
  • Lead the designing, executing, and monitoring various studies including project evaluations, impact assessments.

Knowledge Management

  • Design and implement a knowledge management plan aimed at enhancing knowledge harvesting and sharing based on various project interventions
  • Develop and manage instruments for knowledge harvesting and sharing those with relevant stakeholders
  • Lead the development of knowledge products, including lessons learned, studies and success stories.

Required Skills and Experience

The individual must demonstrate that he/she has the following knowledge and can perform the essential functions, with or without regular supervision, using a combination of knowledge, skills and experience:

  • Ability to work productively in highly collaborative settings while also able to function independently.
  • Ability to think out of the box, asking questions and challenge the status quo.
  • Proficient in written and oral communication skills both in Bangla and English.
  • Ability to communicate clearly with internal and external stakeholders.
  • Master’s in Business/ Economics/ Statistics/ any other relevant discipline.
  • At least 3 years of professional experience in project work and familiar with Monitoring and Results Measurement and Knowledge Management concepts and requirements.
  • Experience of working with INGOs or international donor agencies will be an advantageous.
  • Knowledge of the TVET and skills development sector in Bangladesh will be preferred.
  • Excellent working knowledge of computer applications like MS Office (Excel, Word, Outlook, Power Point) and SPSS
