Swisscontact, Swiss Foundation for Technical Cooperation, is headquartered in Zurich and was founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international co-operation and since 1961 has carried out its own and mandated projects. A part of the organization, Swisscontact – Bangladesh, is registered as an international non-governmental organization (INGO) under NGO Affairs Bureau, Government of The People’s Republic of Bangladesh, carrying out various development projects in the areas of skills development (ASTHA, B-SkillFUL, Skills and Employment Programme – Bangladesh, Uttoron), Enterprise Promotion (M4C), Inclusive Finance (Sarathi, BADIP) and Climate-smart Economy (AARE) from its office based at House 19, Road 11, Baridhara, Dhaka-1212, Bangladesh.

Making Markets Work for the Jamuna, Padma and Teesta Chars (M4C) is a project mandated by the Swiss Agency for Development and Cooperation (SDC) and Ministry of Local Government, Rural Development and Cooperatives, Government of the People’s Republic of Bangladesh. M4C’s aim is to reduce poverty and vulnerability of char households by facilitating market systems that enhance opportunities for income generation. Until June 2017, M4C has benefitted 92,000 char households in ten districts of northern Bangladesh with an additional income of BDT 11,000/households. Swisscontact in collaboration with Rural Development Academy, Bogura continue to implement M4C in Gaibandha, Sirajganj and Kurigram districts until December 2019. A team of dedicated project staff supported by implementing partners (local NGOs) manage implementation of project activities in the field.      

Swisscontact invites applications from qualified candidates who would aspire to lead M4C’s Monitoring and Results Measurement (MRM) Team. This is one of the key management positions reporting to the Team Leader. This position is based in Dhaka with frequent travel (up to 50% of the time) to project implementation unit at RDA Campus, Bogra and the project areas. Purpose of the Job

The incumbent will be responsible to develop strategies and manage all activities related to the monitoring and results measurement system of the project. S/he will play an active role in knowledge management and communication of project’s results and lessons with national and international stakeholders, and will work closely with Knowledge Management Manager.

Essential Functions and Responsibilities

  • Support the Team Leader in designing project’s MRM Systems and Procedures
  • Work closely with portfolio team for proper design and planning of MRM activities; ensure MRM standards are followed by the project personnel
  • Lead design of appropriate MRM tools and processes to capture impact of project’s interventions (including cross-cutting themes); ensure proper analysis and subsequent use of field data for project steering
  • Plan appropriate capacity development measures of project and implementing partner staffs on MRM
  • Support the Portfolio Manager in project level aggregation of impact and outreach as per the logframe targets; contribute in business planning and budgeting, and writing relevant reports (business plans, semester/ annual reports, case studies etc.)
  • Plan and execute six-monthly review meetings (6MRM) and document proceedings; facilitate monthly planning meeting and reporting process
  • Play an active role in knowledge management and communication of project’s approach, strategies, results and lessons among government agencies, donors, practitioners, public/ private sectors representatives, as appropriate. Provide strong support to the Knowledge Management Manager.

Other Duties and Responsibilities
Any other task assigned by the supervisor. The incumbent may be, at times, required to perform duties that are beyond the scope of the job description given above.

Profile of the Knowledge Management Consultant

  • Graduate in business administration, economics, development studies, agriculture or relevant discipline from a well reputed university
  • 5 to 7 years of experience in the development field with respect to monitoring and results measurement function
  • Good understanding of the DCED standards; this requirement may be relaxed for candidates with strong knowledge management experience.
  • Good practical understanding of the socio-political and economic context of rural Bangladesh, particularly market systems in char context
  • Strong leadership and management capacity
  • Excellent communication skills (both English and Bangla)
  • Excellent negotiation, problem solving and relationship skills
  • Willingness to travel extensively within the project locations
