Title Audio-visual production
Objective Produce three promotional audio-visual materials on Sudokkho and the Sudokkho Training System highlighting the uniqueness, effectiveness and benefits of the training system for private training institutes and in-factory training of RMG industries
Period The task is intermittent for the period 15 January 2019 to 7 February 2019
Location Greater-Dhaka and locations around Bangladesh
Reports to The consultant/firm will work closely with Sudokkho’s Skills Development unit, Business & Market Development unit and Communications Advisor. The primary reporting will be to the Communications Advisor.

Background of Sudokkho

Sudokkho is a 5-year skills training and employment programme under the Directorate of Technical Education (DTE) of the Bangladesh government. The programme is funded by DFID and SDC and implemented by Palladium International in a consortium with Swisscontact and the British Council.

The programme seeks to test and scale-up market-driven, quality skills training systems within the Readymade Garments (RMG) and Construction sectors that will stimulate further investment in training by trainees, private training providers and employers. The programme’s target is that 65,000 poor people, including women and disadvantage populations, will earn increased income in skilled or semi-skilled jobs after successful completion of training
The programme supports Private Training Providers (PTPs) and Industry-based training (IBT) initiatives (supply-side stimulation) and raises awareness about the value of skills development among the trainees and industry (demand-side stimulation).

Sudokkho builds upon the TVET reform agenda of Bangladesh government. The Government supports initiatives that facilitate greater involvement of the private sector to ensure skills training is relevant and of high quality, thereby increasing post-training employment opportunities, as stipulated in the National Skills Development Policy 2011. The programme strengthens the institutional capacity and supports key functions of the Industry Skills Councils (ISC) in the concerned sectors and supports capacity building of national training consultancy service providers (TCSP) to sustain a long-term development process.

Target Audience of the audio-visual materials

  • The PTP support model and competency-based training system video will be produced primarily for the partner private training institutes providing training services in construction and RMG trades. The video will also be used to inform government counterparts, similar projects and programmes and donor community about the benefit of the training system
  • The Industry based training (IBT) system video will be produced primarily for the RMG industry, especially focusing on the industry leaders and high-level managers. The video will also be used to inform government counterparts, similar projects and programmes and donor community about the benefit of the IBT system
  • The combined video will give a general overview of the programme to relevant stakeholders

Rationale for the consultancy assignment

Sudokkho is producing the audio-visual materials primarily to promote Sudokkho training system and the support model to its partners and stakeholders. It aims to attract the primary actors of the training market value chain to adopt, invest and sustain the training system for business growth.

Approach of the audio-visual production

  • The videos will be highly promotional in creative approach, fast paced with short cuts and complemented with appropriate instrumental music
  • Highlight the unique selling points of the training system and support model
  • Describe the key points training system and support model
  • Show the efficiency factors of the training system related to performance of the trainees and its impact on productivity
  • Feature the sustainability factors regarding the short and long-term business growth
  • The general audio-visual material will be a combination of the activities, which gives a general overview of the programme

Key duties and tasks

The consultant/firm will be responsible to produce three different audio-visual materials. For this purpose, the consultant/firm will prepare the scripts and narration following the initial story boards and information that will be provided by Sudokkho. The consultant will take video footage of the activities, interviews of the programme staff, workers, employers and PTPs, industry partners, composing background audio message/music, and voice over, does necessary editing and sound tracking. Specific tasks of the consultant/s will include:

  • Prepare scripts (in English/Bangla) for the video following the Sudokkho guidelines
  • Select the location and interviewees, with support and guidance from Sudokkho
  • Review the footage archive
  • Compose/procure any necessary background music/audio/voice over for the videos
  • Produce the videos

Technical details of the audio-visual material

  • Footage must be recorded on a high-end digital video camera in full-HD format
  • The consultant may utilise the video archive of the programme
  • The duration of each video: PTP support model and CBT system 3.5 minutes, IBT system 3.5 minutes, Sudokkho programme overview 5 minutes
  • Language will be Bangla with English subtitle and vice versa
  • Any soundtrack or background score used in the videos should be copyright free or has the written approval from the source

Sudokkho reserves all the rights of the script and the intellectual property. Any part of videos, therefore, cannot be sold, used, and reproduced in any manner without prior written approval from Sudokkho.
The Communications Advisor will be the prime contact person from Sudokkho. He will assist the consultant in collaboration with the respective units. Sudokkho will provide assistance and guidance where relevant and at key points in time, Sudokkho has to sign-off on results before moving to the next activities:

  • Signed consent & property release forms (forms will be provided by Sudokkho)

The consultant/firm will deliver three different video audio-visual materials as mentioned above. Its content will be in line with the methods, tasks, duties and approaches as described above.

The consultant/firm will provide Sudokkho with electronic master copies of the completed video audio-visual materials in Bengali along with English subtitles and vice versa following the approved script. The consultant/firm shall also provide Sudokkho with all the raw footages captured during the assignment.

Profile/requirement of the consultant

The final contract shall be done between the firm/or primary applicant and Sudokkho. The consultant/firm is liable for assigning production team and hire or purchase required equipment for the shooting and editing.
The consultant/firm or team of consultants should meet the following requirements

  • Track record of minimum 7 years’ experience in making promotional/behavioural change videos
  • Solid understanding of development cooperation programmes
  • Proven ability to work on creative brief and prepared storyboards
  • Proven professional and technical skills on managing locations, crowds and persons to be shot during the whole process.
  • High level verbal and written communication skills in Bengali and English

Furthermore, the following will be an advantage

  • Worked with or in the RMG and/or construction sectors
