Title National consultant - Basic Instructional Skills Training (BIST) for the Instructors of Private Training Providers (PTPs)

Background of Sudokkho
Sudokkho is a 5-year skills training and employment programme, funded by DFID and SDC and implemented by Palladium in a consortium with Swisscontact and the British Council.

The programme seeks to test and scale-up market-driven, quality skills training systems within the Readymade Garments (RMG) and Construction sectors that will stimulate further investment in training by trainees, private training providers and employers. The programme’s target is that 100,000 poor people, including women and disadvantage populations, will earn increased income in skilled or semi-skilled jobs after successful completion of training

The programme supports Private Training Providers (PTPs) and Industry-based training initiatives (supply-side stimulation), and raises awareness about the value of skills development among the trainees and industry (demand-side stimulation).

Sudokkho builds upon the TVET reform agenda in coordination with the Directorate of Technical Education (DTE) of the Ministry of Education (MoE). The Government of Bangladesh (GoB) supports initiatives that facilitate greater involvement of the private sector to ensure skills training is relevant and of high quality, thereby increasing post-training employment opportunities, as stipulated in the National Skills Development Policy 2011. The programme strengthens the institutional capacity and supports key functions of the Industry Skills Councils (ISC) in the concerned sectors and supports capacity building of national training consultancy service providers (TCSP) to sustain a long-term development process.

Rationale for the consultancy assignment
Sudokkho has partnered with 36 PTPs working in Construction and RMG sectors. The selection and contracting process for 11 new PTPs is under progress which will be completed within November 2017.  The instructors of new PTPs will be required to build their capacities on instructional skills before they go to the classroom and workshop to deliver training sessions. At the same time, they will be using CBT curriculum guide, competency skills log book, training manual and assessment tools which are new concepts for the instructors. Basic Instructional Skills Training (BIST) is one of the prerequisites to deliver CBT courses promoted by Sudokkho. It is in this context, Sudokkho plans to hire a short-term national consultant to conduct BIST for about 100 instructors /trainers/project coordinators from newly selected PTPs as well as from the existing PTP partners. All participants for the training will be selected by Sudokkho.

Methodology, key duties and tasks
The consultancy assignment will be undertaken in close cooperation with the Sudokkho team. The key duties of the assignment will be delivered through facilitating five non-residential TOT workshops.  The workshop will apply variety of methods like group exercises, illustrated talk and discussions to attain greater learning of participants. Introducing a lesson, demonstration and performance evaluation will be modelled during the training session. The handouts/modules developed will be available as learning materials for this training.

The venue for the training will be provided by Sudokkho and will be in the vicinity of Sudokkho’s office in Baridhara.
In order to achieve the objective as mentioned above, the consultant will:

  • Collaborate with the project team to review and update the existing BIST manual based on the learnings from the previous training.
  • Consultant will conduct five batches of BIST training for 100 instructors and coordinators.
  • Consultant will assess performance of individual instructor and provide developmental feedback to improve his/her performance.
  • Consultant will make sure that each instructor is capable to use CBT curriculum guide, competency skills log book, training manual and assessment tool while delivering training.
  • Throughout this process, the consultant is sole responsible for the implementation of the training, coaching and guiding. Sudokkho’s operations staff will provide logistical support where required. Sudokkho will attend occasionally for monitoring progress of the programme.

Deliverables and reporting

  • A work plan for the entire period of consulting work including a training schedule for BIST
  • Five batches of BIST training for 100 instructors
  • Mid-term report after completion of two batches of training
  • A final report including the methodology employed. When relevant, the report may also include recommendations for further improvement/adjustment of BIST when used in the further implementation of Sudokkho during training of other groups of instructors. This final report, as well as all compiled materials need to be issued to Sudokkho electronically.

Time Schedule
A total of up to 34 working days for 5 batches training for the consultant has been allocated in between December 2017 to March 2018. The tentative time schedule is given below:

  • 6 days for 1st batch during 1st week of December 2017 (1-day preparation and 5-day workshop).
  • 6 days for 2nd batch possibly during 4th week of December 2017 (1-day preparation and 5-day workshop).
  • 2 days for mid-term report preparation
  • 6 days for 3rd batch possibly during 4th week of January 2018 (1-day preparation and 5-day workshop).
  • 6 days for 4th batch possibly during 4th week of February 2018 (1-day preparation and 5-day workshop).
  • 6 days for 5rd batch possibly during 4th week of April 2017 (1-day preparation and 5-day workshop).
  • 2 days for final report preparation

Note – the dates for each training will be decided in collaboration with the project team.

Profile/requirement of national consultant

  • A Master’s degree in related field or B.Sc. Engineering degree.
  • A minimum of 10 years of working experience in the field of TVET sector with special focus on training of trainers, competency based curriculum, teaching and learning material development, research, facilitation of workshops and instructional training sessions.
  • Fluent in Bangla and English, both verbal as written
  • Excellent proficiency in MS Office (particularly Word and Excel).
  • Strong analytical and organisational skills.

Consultancy proposal
Interested consultants should prepare a technical and financial proposal.

The technical proposal should include:

  1. CV(s) of the Consultant(s) proposed
  2. Overview of relevant experiences

The financial proposal should include the number of consultant-days and the gross daily per-person consultancy fee (project will deduct VAT and taxes where applicable). Local costs relevant to the assignment will be paid by Sudokkho directly conform its operations manual and does not have to be included in the financial proposal.
