FINANCIAL CONTROLLER – Bangladesh

SF’s Asia program is strategically managed by the Asia Regional Office, located in Sri Lanka. The country offices in the Asian Region are located in Bangladesh, Nepal and Myanmar. In all countries including in Bangladesh, SF implements Education, Community Empowerment and Livelihood programs with the support of local implementing partners.

This position will be reporting to the Country Coordinator based in Bangladesh. The job holder is also expected to closely work with the Regional Team based in Colombo led by the Regional Director and the Program Team in Bangladesh and provide required financial support to maintain smooth functioning of the finance function of local implementing partners and the SF County Office in Bangladesh.

KEY ELEMENTS OF THE JOB:

This position is overall responsible for Partnership Management process, Budget Management and overall System (Aggresso) and Accounting function of the SF- Bangladesh Office in Dhaka.

The main roles and Responsibilities are as follows:

PARTNER MANAGEMENT

  • Systematically undertake on-site visits to review, analyze and report on partner compliance of all relevant financial transactions that fall within the purview of Partnership Agreement which both partner and SF are signatories.
  • Provide recommendations for partner capacity building as required and provide hands-on training when deemed appropriate.
  • Be responsible for reviewing the accuracy and compliant nature of financial transactions and procedures, according to each Partnership Agreement, Donor, Government and SF policy, rules and regulations.
  • Concurrent with financial review, monitor and report on partner internal control systems, certify the partner expenses reports and make recommendations for partner fund release.
  • Provide an independent opinion about the partner’s strengths and weaknesses and overall performance of financial management.
  • Conduct mock audits on partner financial operations and ensure necessary compliance requirements are adhered.
  • Develop budget plans, monitor expenses against approved budgets. Train the Programme staff in developing and monitoring the fiscal year budgets relevant to partner operations.
  • Provide specific functional support on the development of donor-specific project budgets, partner budgets and necessary revisions. Manage the communications on contractual issues with senior management, ensure timely completion of financial reports for the submission.

ACCOUNTING AND ADMINISTRATIVE FUNCTION OF BANGLADESH OFFICE

  • Overall responsible for ensuring accurate data of all financial operations in the Dhaka Office and also ascertaining the completeness of all documents that are entered into the system.
  • Ensuring timely and accurate data entry into Aggresso system as well as manage the office Trial Balance, accounts and the monthly accounts completion processes aligning with Head Office requirements.
  • Manage the Finance and Administration team

Competencies required:

  • A Professional / Academic Qualification in Finance with 5 years work experience related to the Key Elements of the Job (stated above) with at least 4 years in a Middle Management Finance position.
    Work experience in an International NGO is a requirement.
  • Excellent Skills in Budgeting, Budget Tracking in multi donor funded programmes
  • Excellent knowledge of Microsoft Excel as well as in other MS office and related application.
    Excellent written & verbal communication skills, in English and Bangla and Presentation Skills required
  • Strong ability to multi-task
  • Ability to work effectively in a multi-cultural environment
  • Strong team player, proactive and with high moral standards
  • Proven track record of leading finance and administrative departments in humanitarian/development organizations will be an added advantage
