SPRING is a five-year USAID-funded Cooperative Agreement to strengthen global and country efforts to scale up high impact nutrition practices and policies and improve maternal and child nutrition outcomes. SPRING focuses on the prevention of stunting and maternal and child anemia in the first 1,000 days of life. Its interventions address structural constraints (i.e. poverty, gender inequity and food insecurity) to improve nutrition and are designed to increase household knowledge on nutrition and access to resources in diverse foods, poultry and income generation while simultaneously promoting improved hygiene in 80 upazilas in Barisal and Khulna divisions.

The Strengthening Partnerships, Results, and Innovations in Nutrition Globally Project, SPRING is managed by the John Snow Research & Training Institute, Inc., with partners, Helen Keller International, the Manoff Group, Save the Children, and the International Food Policy Research Institute.

SPRING/Bangladesh is looking for a highly qualified personnel for the position of Strategic Information Officer.

Required qualification:

  • At least a Masters degree in economics, statistics, epidemiology, international development or a related field.
  • At least five years work experience in a relevant data management and analysis role (less work experience may be considered at a lower grade)
  • Good understanding and experience with monitoring and evaluation of development programs.
  • Experience managing or conducting surveys including generating sampling frames, selecting appropriate research methodology for baseline and endline surveys and special studies based on objectives of the survey and type of research project.
  • Proficiency in using Microsoft Office, especially Excel, and an additional data analysis package.
  • Willingness to travel to division/upazila 50% of his time, undertake regular field visits, and interact with different stakeholders, especially primary stakeholders, SPRING and implementing partner non-governmental organizations field-based officers
  • GIS expertise
  • A team player with the ability to multi-task and work under pressure and tight deadlines.
  • Fluency in spoken and written Bangla.
  • Strong English language writing skills.
  • Desirable: • Experience in the use of qualitative data collection tools and methods and in process evaluation • Knowledge and understanding of USAID development programs, its partners and monitoring processes; • Basic understanding of nutrition and agriculture.

Function: The Strategic Information Officer plays a key role in designing and producing research learning to guide program planning and design. S/he has primary responsibility for designing appropriate monitoring tools that assess the progress and effectiveness of the project and designing special studies that enhance the rigor and depth of SPRING’s programming.

Job Responsibilities:

  • Develop (with assistance from SPRING/Washington) and implement a plan for monitoring ongoing project activities;
  • Develop tools for ongoing project monitoring, e.g., monitoring checklists for different levels of staff (Division to Union);
  • Provide guidance to Division and Upazila level staff, partners and community volunteers on project monitoring;
  • Ensure that data collection for project monitoring takes place in a timely and effective manner in accordance with SPRING Performance Monitoring Plan (PMP);
  • Assist with basic analysis of HKI, DHS, FSNSP, and other survey data;
  • Assist in carrying out targeted studies, including process evaluation to assess program performance or document program impact pathways using mixed quantitative and qualitative methods sessions;
  • Produce reports, charts, graphs, etc. for SPRING/Washington and for SPRING/Bangladesh Country Manager; ensure that reporting requirements are met;
  • Analyze, disseminate and guide use of monitoring and evaluation data from SPRING activities for strategic programming within SPRING/Bangladesh;
  • Generate and maintain functional geographic positioning system of all SPRING/Bangladesh activities for strategic programming;
  • Encourage use of nutrition information within SPRING and more broadly in the Bangladesh nutrition community;
  • Work closely with SPRING/Bangladesh Country Manager and other team members and link with strategic information team in Washington.
