For the past 35 years, the organization’s vocation has been to meet the three vital needs - drinking, eating and sheltering – of vulnerable populations around the world. Our programs mainly focus on emergency relief actions related to water and sanitation but also related to food security as well as shelter and infrastructure rehabilitation and reconstruction.

Construction Engineer

I. Responsibilities and description of tasks:
The Construction Engineer is in charge of developing the design and drawing of different WASH Infrastructures and different Cash for Work (CFW) schemes which are suitable according to the context and as per the proposals. S/He is also responsible for preparation of BoQ as per the design of the specific infrastructures. And after completion of the work adjusted the expenditure in line with BoQ and the additional required work.
S/He ensures that standard of the implemented structure in line with the Bangladesh standard guidelines and if necessary proposes adjustment or improvements to guarantee a high standard.

Major responsibilities of the Construction Engineer will include the followings;

Activity relevance, quality and creation

  • Under the supervision of the Program Manager, set up the plan according to the required design for the projects and develop the design, drawing and BoQ.
  • Develop designs in accordance with Solidarités International technical requirements and the context
  • Collect information and assist in the quality analysis of the activities carried out
  • Ensure that the purpose of the activities meets the requirement for durability and that all established norms and standards are complied with
  • Ensure that the activities for which s/he is responsible to reach the required results
  • Organize and carry out tasks assigned by his/her line manager

Implementation and operational monitoring

  • Provide technical support and solution on difficulties of WASH infrastructure installation/ rehabilitation
  • Support logistics department for collect/ analyze market rate for ensuring value for money, for preparation of procurement schedule and rate analysis as per the received quotations
  • Support operational teams, contracted companies and communities, monitor the efficient use of resources provided (Support to brief the contractors and/or the mason group on technical specification; Provide technical briefing to the field staff for ensuring good quality of the work
  • Develop drawing, design and BoQ of different water infrastructures (new and rehabilitation)
  • Develop drawing, design and BoQ of different sanitation infrastructures (new and rehabilitation)
  • Prepare Drawing, design and BoQ of CFW (Cash For Work) schemes
  • Monitor the construction works on a regular basis to check and ensure good quality of materials and implementation
  • Anticipate any difficulties linked to carrying out his/her activities and facilitate problem solving
  • Propose the designs are adapted as per the changing of the context
  • Ensure compliance with national and international norms and quality standards relating to his/her activities
  • Proper documentation of the carried out or planned work
  • Proper documentation of received and delivered materials in the field level
  • Work with the Program manager, contribute to developing budgets relative to different designs and budget forecasts

Cross cutting issues

  • Ensure that all the different cross cutting component (DRR, gender, disability, inclusion, protection, accountability, etc.) are considered during development of the designs and SI standard.
  • Monitor the construction works on a regular basis to check these cross cutting indicators
  • Propose the adaptation and the measures to be in line with these requirements

Reporting / communication / representation

  • Share the updates regularly on the progress of activities for which s/he is responsible
  • Archive his/her monitoring tools and files in the Solidarités International office, where they can be accessed by the line manager
  • Facilitate communication between Solidarités International and contractors,  authorities (if required) and other parties in the area that create community demand and change community behavior
  • Provide oral and written description for the internal and external visitors to elaborate the design for better understanding during the site visits
  • Write up handover and transition reports before the end of his/her employment contract, and pass these on to those parties concerned on the base and/or mission

II. Educational Requirements

  • Bachelor degree/ diploma in civil engineering

III. Job Requirements

  • The applicants should have experience in the following business area(s): NGO/ Organization
  • At least two years’ experience in NGO/Institution in similar sector
  • Ability and willingness to field travel for work
  • Ability to work in coastal area
  • Ability to work independently in a team and the community.
  • Good interpersonal and communication skill.
  • Professional knowledge on AutoCAD is required
IV. Salary Range: BDT 51,300 per month and other benefits as per organization HR policy.
