SOLIDARITÉS INTERNATIONAL is an international humanitarian organization based in Paris, France, which provides aid and assistance to victims of war and natural disasters. For the past 35 years, the organization’s vocation has been to meet the three vital needs - drinking, eating and sheltering – of vulnerable populations around the world. Our programs mainly focus on emergency relief actions related to water and sanitation but also related to food security as well as shelter and infrastructure rehabilitation and reconstruction.

Deputy Program Coordinator - WASH

Affectation: Dhaka, Bangladesh

Duration of the contract: Initially December, 2017 (with possibility of extension)

  • Responsibilities and description of tasks:

The WASH Deputy Program Coordinator, as technical advisor of the mission, contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of water, sanitation and hygiene activities. It is a senior level position and is based in our Dhaka Liaison Office with frequent field visits.

In close relation with the program coordinator and the different project managers, specifically regarding WASH activities, he/she is the guarantor of the quality, relevance and consistency of the operational strategy and proposed programs according to the general mission’s strategy, the needs of the population and the mandate of the organization. Specifically, the main tasks includes but not limited to the followings:

Project quality

  • Help in ensuring the quality of implemented projects through reporting follow up, results monitoring, context monitoring, lessons learned and knowledge management, tools development and trainings.
  • Approve the technical approaches and aspects of projects for WASH activities, be pro-active regarding the technical solutions.
  • Contribute to capacitate the WASH team with techniques and new methodologies.
  • Support the program managers’ in setting up a technical approach.

Coordination, technical support and operational monitoring

  • Together with the Program Coordinator and the Program Coordination team, set objectives and specific and general indicators in order to assess and monitor the impact of the programs and to reshape them if necessary.
  • Support Program Coordinator and Program Managers for carrying out and/or supervising task and resource planning over time, according to the objectives which have been set.
  • Suggest new tasks/projects as regards organizational strategy and proficient analysis of the situation (contribute to annual scheduling) to Program coordinator.
  • Monitor the development of current programs (progress, suitability and effectiveness) and suggest modifications to Program coordinator.
  • Support the teams on site, by regularly visiting intervention sites planned with the Program coordinator, pre-empting problems and listening to the teams.
  • Ensure that local communities are closely involved in project implementation and that the relationship between Solidarités International and local communities remains harmonious, together with field Managers and Program coordinator.
  • Supervise the implementation of the contingency plan of the mission and propose adaptation when necessary. He/she particularly follows the different climatic risks through a personal involvement in existing early warning networks.

Strategic orientation

  • Propose and contribute to develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
  • Propose and contribute to organize diagnostic missions in the field of WASH and other technical topics according to the needs.
  • Participate in humanitarian needs identification and analysis and in the conceptualization of appropriate activities in collaboration with targeted communities. Be the driving force for putting new WASH activities into place.
  • Contribute to the draft project ideas / concept notes / proposal development process and suitability of proposed technical approaches and ensures the appropriateness of WASH activities and general SI objectives to the needs of the local populations.

Capitalization

  • Support the MEAL Department, in the centralization and dissemination of procedures, guides and tools linked to WASH activities.
  • Support the MEAL Department in preparation of assessment methodology and reporting formats to ensure timely and high quality information analysis and recommendation.
  • Propose improvements to existing tools.
  • Implement necessary WASH related technical training(s) in line with operational needs identified by training requirements, with a special focus on cross cutting issues (Gender, accountability, DRR, market integration).
  • Facilitate relevant workshops, coordination meetings and/or technical exchange programs.

Reporting / communication / representation

  • Participate in information collection, through development of a network of humanitarian stakeholders.
  • Assist his/her line manager to consolidate WASH reports and to prepare annexes linked to these activities for reports and/or financial donors.
  • Ensure that project files are complete and regularly updated with periodic reporting and monitoring information and communications.
  • Ensure that all reports are delivered on time and in the correct format to the line manager.
  • Contribute to the validation procedure for technical expertise reports.
  • In conjunction with the CD and Program Coordinator, provide technical support to establish and maintain a communication network and good relations with local/government authorities, financial donors representatives, UN agencies and other international agencies.
  • Ensure with the Program Coordinator that SI is represented at all meetings or relevant forum, especially at governmental level.
  • Represent the organization upon request.

II. Profile required:

Qualification:
Master’s or Engineer’s degree in Development, WaSH, rural development, project management, or any other related field (Can be balanced by experience).

Experience:

  • Substantial experience (at least 5 years) in a senior management position in NGO/INGO and/or governmental environment
  • Solid experience of program implementation WASH sector.  Experience in other different development or humanitarian fields e.g.; Food security and/or Livelihood and/or DRR and/or Climate change adaptation and / or Community mobilization and/or Gender-inclusiveness (…) will be considered as added values.
  • Experience in dealing with donors and external stakeholders
  • Experience in Leadership and Team management under different contexts
  • Experience of budget management

Technical skills and competency:

  • Capacity to deal with multiple issues, programs, sectors, to self- update and learn very quickly from a highly and constantly evolving environment
  • Strong representation, communication and public relations skills
  • A flexible approach to manage and prioritize potential workloads and multiple tasks with tight deadlines
  • Interest for innovative solution in humanitarian intervention.
  • Proven knowledge on project cycle management and monitoring tools
  • Confident and proficient in the use of MS Word, Excel and Sphynx (optional)
  • Report writing and analytical skills
  • Very good command in English (both Oral and Written)

Personal quality:

  • Ability to take decisions and work in autonomy
  • Interest for both field and institutional work and capacity to switch from one to another.
  • Diplomatic and smooth leadership skills
  • Understanding of and commitment to SI’s mission and its values

III. Salary: BDT 89292 per month and other benefits as per the organization HR policy.
