Job Profile: Monitoring and Evaluation (M&E) Officer

Solidaridad is working across 37 countries through 9 Regional Excellence Centre’s, and facilitating development of socially responsible, ecologically sound, and profitable supply chains. In Bangladesh, Solidaridad has been implementing landscape based agricultural development programming for making tangible impact on agricultural productivity and promotion of agri-business covering 102,000 smallholder farm households. Through a multi-stakeholder initiative, Solidaridad is promoting climate smart and nutrition sensitive farming practices to bring positive outcomes for smallholders in term of productivity and income, quality of nutritious food intake as well as environmental benefits. Our work focuses on a broader landscape framework development for strengthening strong business relations among the cluster of producer organizations with the public, private and civil society organizations to strengthen agribusiness, food security and promotion of sustainable economics.

Overall Job Description

The M&E Officer in a team approach will develop and execute the M&E systems in the field. The incumbent will be responsible for M&E and learning needs of the programme and will come up with findings based on real data to show performance of the project. The position shall design, collect and analyse all M&E related data and write necessary reports based on the project needs. The M&E Officer will support the project team in developing effective implementation plan, strategic directions, donor reports and assessing project results. S/he will be responsible to develop capacity of project staff and partners on M&E. The M&E Officer will also be responsible for authentication of data in different levels through documenting the evidence and learning.

The position will be based in Noakhali and will report to the M&E Manager and maintain close coordination with other team members.

Duties and Accountabilities:

  • In consultation with programme team and partners, develop and update programme monitoring plan in line with the programme result chain;
  • Ensure collection of monitoring data against agreed results indicators and ensure quality of data collected by programme team and or others;
  • Assist project team in planning, designing and implementing project activity and compilation of quarterly action plan; Contribute to programme strategic plan on M&E aspects;
  • Support in conducting the baseline and annual household survey, including review of tools and survey methodology; training of enumerators and review of data quality and analysis;
  • Build capacity of programme staff and partners on M&E and project result chain;
  • Assist in developing quarterly, six-month and annual reports based on M&E data;
  • Provide periodical updates of the SaFaL progress as required by the donor;
  • Document the learning and best practices for use in the programme and future programme development; Share learning from M&E process with the programme team and partners;
  • Develop and manage database of farm household, Lead Farmer, CNV, Entrepreneur, Skill Labor, Technology & Service Tracking, Demo and Piloting;
  • Work closely with sub-sector team members to ensure Performance Monitoring Plans with appropriate methodologies and approaches (quantitative and qualitative); 
  • Provide supports to the Programme team members to prepare case studies or success stories to capture qualitative outputs of the project and writing reports; 
  • Provide ideas based on field experience in improving project quality and further development of Agricultural Supply Chains and on M&E system for its effective implementation;
  • Contribute to research design and conduct programme related research;

Education & Experience Criteria

  • Master’s in Social Science, Development Studies or relevant discipline from a recognized University.
  • A minimum of 5 to 7 years’ professional experience in Monitoring and Evaluation sector of food and nutrition security, livelihood projects. Experiences in working agriculture value chain, agri-business development and supply chain development programmes would be added value;
  • Sound knowledge on quantitative and qualitative data collection methods;
  • Ability to design, review and establish M&E framework;
  • Organized and able to manage own time under guidance and direction from line-manager;
  • Ability to use different statistical software in computers for data analysis;
  • Excellent proficiency in English language;
  • Proven skill in analysis of quantitative data and narrative report writing;
