Solidaridad is looking for a Planning, Monitoring and Evaluation (PME) Manager for its country program for Bangladesh.

Overall Job Description
The PME Manager will be in charge of the monitoring, evaluation, and learning for Solidaridad programming in Bangladesh. The PME Manager will be responsible for data analysis to inform the project implementation and to produce timely, accurate and complete reporting. S/he will be responsible for the overall management of monitoring, evaluation and reporting and coordinates monitoring and evaluation, systems development and research related activities.

S/he will ensure the smooth operation and quality performance of technical efforts and field activities by coordinating and overseeing quality programmatic reporting, quality of data management and strategic information. S/he is responsible for leading the development and implementation of plans to monitor progress, evaluate effectiveness, and generate evidences of results for programming performance and lessons learned.

The PME Manager reports to the Country Manager of Bangladesh. The PME Manager works closely with the Regional PME Coordinator and Programme Team for alignment of procedures relating to result planning and reporting. The position will be based in the Solidaridad office in Dhaka with frequent field visit to Solidaridad operational areas.

Duties and Accountabilities:

  • Development of Monitoring and Evaluation strategy for all the projects implemented in Bangladesh
  • Implementation of the M&E strategies and actions against annual work plans and target outputs and outcomes
  • Reporting on the progress and results of the programmes against the Key Progress Indicators on a periodic basis
  • Provision of Monthly feedback to the Country Manager on the status of programmes
  • Development of Country and Project Annual Reports and other Donor reports
  • Management of Evaluation and Post-evaluation processes including communications, including lessons from evaluations and making them available to various stakeholders;
  • Support the Country Manager on the development of Country specific strategic plans, programme planning
  • Supports programme managers in the development of proposals, specifically the theory of change and measurement plans;
  • Work in close cooperation with Programme Managers for meeting the needs of the donors and business partners and where needed, liaise with the donors directly;
  • Prepare budgeting for PME programme and monitor them periodically
  • Translate the SSEA PME policy into concrete information needs, objectives, results and activities in dialogue with Programme team
  • Keeps abreast of latest developments in PME and quality management and introduces them to the organization;

Education & Experience Criteria

  • Advanced university degree in International Development, Business Development, Statistics, Social Science, Agriculture, Economics, or a related field
  • At least 7-10 years of relevant work experience focussed on PME in international cooperation.
  • Experience with the DCED standard and private sector development
  • Experience in working with policy makers, researchers, consultants and knowledge brokers in International Cooperation
  • Computer literacy (MS Word, Excel, PowerPoint, databases and tools, e.g. salesforce)
  • Excellent communication skills with ability to produce professional reports in English language.

Person Specifications & Attributes

  • Must ensure effective team alignment and coordination between operational and support functions to ensure overall performance;
  • Proven understanding on financial and operational aspects in agri-business.
  • Capable of working in a dynamic, inter cultural, multi stakeholder setting
  • Able to travel extensively within Bangladesh and across Asia.
  • Demonstrated ability to work in a team environment

Employment Type

  • Project based fixed term

Salary & Other Benefits

  • Salary and benefits shall be fixed within the existing Solidaridad Asia pay scales and in line with Service Rules.
