The Right to Health: Breaking Down Barriers to Eye Health in South Asia

Terms of Reference (ToR)

for

Hiring local training consultant (short term) to conduct high volume of training on “Inclusive primary eye care, disability inclusion and gender mainstreaming” to 1800 frontline government health workers in Bangladesh.

1. Introduction
Sightsavers is implementing the project ‘The Right to Health: Breaking down barriers to eye health in South Asia’ funded by theUKAid from the British People to restore, save and protect people’s sight in an environment, which is inclusive and accessible for poor and marginalized groups, including women and men with disabilities. This three-year project has started in July 2018 in Bangladesh, and will continue until June 2021. The project will be promoting Inclusive Eye Health (IEH) in the project districts, including creating provisions for accessibility in the partner hospitals for the persons with disabilities, and other marginalized groups. 

2. Expected deliverables:
It is anticipated that the interested party/person will provide the following:

  • Training agenda to be approved by the project
  • Training module, session plans, and all the presentations and support training material in electronic version, and hardcopies for distribution to participants.
  • Elaboration of training methodologies indicating process to make the intervention more interactive, effective and learning friendly;
  • Organize delivery of quality training as per expectation and set deadline
  • Pre and Post Evaluation tools and reports
  • Submit batch specific training report in English, photos and supplements.
  • Sign and comply with the Sightsavers Code of Conduct

3. Purpose of the Consultance:
Number of batches of day long training (from 9:30 am – 4:pm) to be imparted to 1,800  front line Government Health Workers including Community Health CHCP on “inclusive primary eye care, disability inclusion and gender mainstreaming” in four districts. A total of 72 batches of training will be conducted. Training time will be in working days. Not appreciating to conduct the training in public holidays.  Training venue will be in upazila health complex/upazila auditorium. Core content of the training will be supplied from Sightsavers. A significant number of partner organisations’ staff will be present as observer.

A lead consultancy firm/consultants will carry out the activity in close consultation with Sightsavers as mentioned below;

  • Develop methodologies to deliver training courses emphasizing interactive approaches;
  • Develop evaluation formats (pre & post) and conduct evaluation;
  • Deliver training to the target areas within the stipulated time frame;
  • Prepare draft training report and submit to Sightsavers;
  • Prepare final report and submit to Sightsavers in accepted mode;

4. Objectives of the training:

  • To provide necessary basic ideas following the specific content (provided by Sightsavers) on primary eye care covering preventive, referral, and curative care/services. Training content will put specific focus on disability, gender and rehabilitative aspects to eye health.
  • The ultimate aim of this training will be to increase referral of the people with vision problems from community to hospital, significantly who have any form of disability 
  • Learning form the training will strengthen capacity of the participants to raise awareness on eye health, disability and gender across their works
  • Training will support to identify persons with disabilities, ethnic minority people, women, and older people to widening their access in specialized service/surgery at nearby facility/hospital.

5. Consultant Specification:
The project recommended for deploying at least three resource person/facilitators to run the training session. These resource persons must have following expertise:

  • Facilitator/resource person should have evident experience in social development aspects including disability, gender. S/he also need to outstanding skills in interactive training facilitation. Relevant experience to provide training to the Government health workers will be preferred.
  •  facilitator/resource person should be with medical background and preferred with experience in ophthalmology. The person also needs to have excellent skills in development field oriented training conduction following interactive method. Relevant experience to provide training or experience in public health would be an advantage for carrying out the task.

The interested persons/firm need to submit resume and brief statement on accomplishments of proposed trainers/resource persons following above criteria along with the technical and financial considering the following:   

  • Consultant fees per batch, per participants and total cost
  • Transportation, food and accommodation cost for the facilitator
  • Curriculum Vitae of the facilitators/trainers/resource persons
  • Training schedule

Sightsavers along with implementing partners will provide the following support:

  • Selection of training venue (in upazila health complex/upazila auditorium)
  • Share content of the training
  • Communication with participants and ensure their presence
  • Provide logistics support relating to training.
  • Cost related to participants transport, food, materials, banner will be borne by partner organisation

6. Schedule of payment

Payment will be made through accounts payee check as per the following rate by the partner organisations: 

  • Batch wise consultancy payment by the partner organisations. Instalment basis payment will be made.
  • At actual/estimated payment for food, accommodation & transportation by the partner organisations

7. Methodology:

Methodologies to perform tasks mentioned hereinabove would be as follows:

  • Finalize contents in consultation with Sightsavers including handouts, training materials, and relevant others;
  • Set methodologies to run training sessions in consultation with Sightsavers to ensure the training is mostly interactive, well communicative and learner friendly;
  • Draft the pre and post evaluation forms and share with Sightsavers to finalize both for implementation;
  • Deliver training through deploying adequate & eligible trainer and facilitators to accomplish each session with quality;
  • Prepare and share report monthly basis on training progress;

8. Work plan/Schedule & Time frame of the action:
It is expected that the work will starts in January 2019 and ends in June 2019, which is off course subject to the availability of participants, and prior to obtaining clearance of respective local administration as well as favourable political environment.
