Shishu Polli Plus  a project  of  ‘ The  Sreepur Village Bangladesh”  an NGO working for destitute women and children at Sreepur, Gazipur district is looking for a “Director-Programme Operations & Finance (DPOF)” based at Sreepur, Gazipur.

Overall Responsibilities

The DPOF will be responsible for all issues pertaining to the day to day management of SPP.  He/she will be a key member of the Senior Management Team (SMT) and will work with their colleagues to achieve the SPP mission ‘To use the resources entrusted to SPP to provide support to underprivileged women and children to improve their opportunities for a better life.’

Key to this will be to oversee all programme activities and to ensure staff works together across the entire organisation to deliver optimal services. This to be done with stringent financial accountability and to be cost effective.

The DFPO will provide direct managerial support to the Rehabilitation Team- staff management, ensure individual rehab planning, monitoring of ongoing rehabilitation activities, provide support and ideas to ensure the section’s objectives are met and to act as mentor of the Team.

They will report to the Overseas Director and, along with the rest of the team, will feed in to the organizational strategy determined by the Trustees.

Responsibilities:

  • With the SMT develop an annual work plan within the agreed budget
  • Ensure that all financial systems and paperwork are properly maintained and that systems for strict financial accountability are in place and monitored.
  • Oversee money transfers and bank accounts.
  • Liaise with all sections, particularly procurement and finance, to ensure that the donors’ money is used in a cost effective way.
  • Oversee timely implementation of the planned activities
  • Oversee the day to day smooth running of the SPP campus and outlying offices/projects
  • Ensure paper work is complete for NGO Bureau & donors
  • Develop any specific policies needed by the respective units with the relevant Programme Co-ordinators (PCs)
  • Oversee the preparation of progress & donor reports
  • Work with the PCs and other team members to develop project proposals for grants and fund raising.
  • Liaise & participate in Bangladesh & international fund raising
  • Plan & oversee approved annual budget
  • Oversee human resource management & development
  • Maintain networks with NGO, Government & donor organisations
  • Represent SPP as & when required
  • Attend relevant meetings as & when required
  • Directly oversee the rehabilitation service
  • In consultation with each PC and HR set annual/team objectives relevant to achieving the organisations aims. Ensure these are SMART and monitor the extent to which they are achieved.

Authority:

  • Approval authority of bill and voucher up to the agreed level
  • Leave approval authority of directly supervised staff members (PCs)
  • Approval authority of representing SPP up to the agreed level
  • Authority to attend as panel member in recruitment of the senior staff members of SPP
  • Authority to implement approved planned activities
  • Authority to explore & select networks, partners & donors
  • Signing authority of all agreed documents prepared for SPP

Performance criteria:

  • Cost-effective, organised and timely implementation of planned activities of all the Units, with positive and measurable results.
  • Creation and submission of plans, reports, updates, budget, and other documents within stipulated time
  • Achieved set success indicators as an outcome of the activities of all the relevant Units
  • Number of successful interventions undertaken by SPP
  • Feedback from the beneficiaries

Competency:

Education:    

  • Masters in a discipline related to the project activities (check these at www.sreepurvillage.org) from a recognised university. A degree level qualification in accountancy or an accounts related subject.

Experience:  

  • Minimum of 10 years of working experience in which at least 5 years have involved working at a senior level, responsible for the delivery of a sizeable service:- experience managing a budget of over 3 crore taka a year and experience of managing a team of at least 40 staff. Female candidates between the ages of forty and fifty will be given preference as will candidates with rehabilitation background/experience/qualifications.

Salary & Facilities: In the range of Taka 75,000 to 80,000 (depending on qualification and experiences)- per month with the  other facilities following SPP HR policy and practice. SPP will provide paid accommodation facilities with subsidised food.
