Company Description

Sesame Workshop Bangladesh, the local branch office of Sesame Workshop, a not-for-profit educational organization, creates innovative and engaging content to help all children grow smarter, stronger, and kinder. For about 50 years, the Workshop has been a global leader in educating and entertaining children through multiple media. Sesame Workshop Bangladesh (SWB) started its operations since 2003 as a project and was registered as INGO with the NGO Affairs Bureau under the Office of the Prime Minister of Bangladesh in 2013. SWB produces the popular children television series `Sisimpur’ which broadcasts on multiple TV channels; develops a variety of print content including storybooks and play materials; and distributes these materials through government organizations and NGOs.     

Position Profile

Head of Finance, Admin and HR is a senior management position at SWB. This position plays an important role in financial control, compliance management, administration management and management of Human Resources. In country level decision making, compliance management and day to day functioning of the organization this position plays a key role. The description below is indicative and will not be limited to the following regarding the job profile-

Key Job Responsibility

The primary functions of this position include to ensure a compliant financial management with effective recording, reporting & control systems for operations of finance and administration with a key role in managing the HR systems and process. 

Detailed Job Responsibilities
Management of Financial Accounting and Budgeting:

  1. Ensures the Financial Manual and the Procurement Manual are adhered in the day-to-day operations of the financial, accounting and procurement activities
  2. Provides supports to the Finance Team to ensure timely & accurate recording of transactions in the financial accounting package (tally), timely & accurate collection of costs & accurate budgeting, periodic budget expenses comparison reports and treasury management 
  3. Provides supports to the Finance teams in Treasury management, monitor the Bank Reconciliation Statement on a periodic basis, manages & keep in safe custody the online Banking information & keys; managing the required liquidity in Bank and liaising with Banks
  4. Prepares final statement of Account, provides accurate MIS to the Management & Board on a timely basis and ensures timely submission of information & financials to government authorities, revenue boards, head offices, regional offices
  5. Ensures safe and timely archiving of records and accessibility always, especially at the time of audits.
  6. Responsible for daily posting of transactions as well as month end utilities such as overhead allocation, revenue recognition, reconciliation of accounts
  7. Ensure seamless/smooth closure of annual & monthly books of accounts.
  8. Assist in audit processes with submission of timely & accurate information for desk reviews etc.
  9. Prepares & submits the required reports to the Parent company.
  10. Provide timely & accurate information for various stakeholders.
  11. Prepare & submit reports as may be required by management from time to time.
  12. Acts as the point person for co-ordination of conducting audits in the Finance function and provides clarifications/responses to audit queries

Management of Financial Compliances:

  1. Ensures timely project approvals from the NGOAB through timely submission of FD-6 of the Projects, Acceptance of Audit Reports, timely fund clearance applications, project revision submission and get the approvals accordingly
  2. Ensures that organization compliant to the donor’s regulations, terms and conditions 
  3. Liaises with Donors & Head Office in New York to ensure timely receipt of cash flow based on cash forecasts
  4. Ensures compliance to all applicable local & international regulations
  5. Supervises the proper maintenance of current and past records of the Company in line with legal and Company requirements.
  6. Coordinates with Internal Audit, compliance consultants and stakeholders & performs follow up actions
  7. Ensures that the organization is complying with the NBR regulations, paying all taxes and VATs in any occasion of financial transactions and the annual tax files are submitted and settled complying the country low
  8. Ensures compliance with all the relevant laws and regulations of the country including Bangladesh Bank, National Board of Revenues, NGO Affairs Bureau etc. and adherence to Sesame Workshop’s policies and systems
  9. Ensures timely & accurate recording of the transactions with allocations to the respective cost centers
  10. Coordinate matters related to Direct & Indirect taxes with regulators, consultants & ensures compliance.
  11. Ensures that the credit limits offered by the Vendors & agreed with consultants is adhered to. Manages & tracks information on various stages of the transactions to reflect the stage of disbursement.
  12. Manage the Invoicing for all accounts receivables for fee for services & other receivables to maintain the requisite cash flow for the Company.
  13. Oversee disbursement of salaries to staff and manages adjustments/deductions as per the effort allocation sheets.

Management of Administration:

  1. Ensures the procurement policy is adhered in procurement of goods & services
  2. Provides professional support to the Manager Administration in managing assets and warehouse
  3. Ensures all legal compliances are adhered in contracts regarding office rental, warehouse rental and rental of any space by the third party
  4. Ensures that all required utilities and amenities are in place for day-to-day office management
  5. Supports the Admin department in management of vehicle service
  6. Provides supports and guidance to the admin department in ensuring required logistics to the international visitors
  7. Develops tools and guidelines for making the administration compliant

Management of HR operations:

  1. Ensures complete compliance with the HR policies and makes periodical reviews of the policies and guidelines related to the Human Resources
  2. Coordinates the staff hiring process and ensures the required induction and logistics for the new staff
  3. Assist the Head of Office in designing & dispensation of benefits to employees including CTC & incentives.
  4. Ensures a robust HR planning, hiring, training, mentoring & severance process
  5. Support the HR department in organizing the staff development initiatives and team building events
Key Qualifications Required 
  1. University graduate, preferably with master’s degree in Business Administration and Finance.
  2. Member of Institute of Chartered Accountants of Bangladesh with 8-10 years of progressive experience in non-profit industry or in medium scale business entity from service industry 
  3. Preference will be given to candidates with experience of directly working on USAID grants.
  4. Experience of working in not for profit sector with deep knowledge of NGOAB provisions, NBR regulations & other applicable regulations like Anti Money laundering Act, Anti-Terrorism Act etc.
  5. Advanced skills on budgeting, recording & reporting.
  6. Thorough understanding of financial accounting, reporting and financial management processes
  7. Solid analytical and problem-solving skills, financial troubleshooting and audit experience

  • A great communicator - strong oral and written communication skills in Bangla and English, abilities to represent Sisimpur with a strong presence  
  • An Excel master - Proficiency in Microsoft Office including Excel and Word and good skills at using financial software applications i.e. tally
  • A deadliner - Ability to plan, implement and complete tasks independently meeting the deadlines
  • A Sisimpur freak – Have the mind of loving children, believe in the creative ways to entertain children and love the ways of Sisimpur educating children
