Skills and Employment Programme in Bangladesh (SEP-B)

CALL FOR LETTER OF INTENT (LOI)

The Skills and Employment Programme in Bangladesh (SEP-B) is a 5-year programme that is funded by UK aid through the Department for International Development (DFID) and the Swiss Agency for Development and Cooperation (SDC). The programme is implemented by GRM International, in consortium with Swisscontact and the British Council. SEP-B supports private-sector led training for the poor, and in particular training that effectively supports women and disadvantaged populations into decent employment.

SEP-B seeks partnerships with Private Training Providers (PTPs) who are interested to conduct training courses in the construction and/or RMG sector, based on curriculum provided by SEP-B. The PTPs should also facilitate linking graduates to employment opportunities. SEP-B is a countrywide programme and PTPs can be located in any city or district in Bangladesh. PTPs eligible for support from SEP-B must be in the training business for at least two years and be registered as “for profit” company under the authorized agency of the Government of Bangladesh.

PTPs that are interested to cooperate with SEP-B are requested to issue a Letter of Intent (LOI) using the SEP-B’s template for that. PTPs should specify the type of training, number of trainees, and districts where training can be implemented. The evaluation of LOI will be based on technical, managerial, financial and geographic competitiveness of the organizations. The language of LOI can be either in Bangla or in English.

Interested PTPs may register and obtain the Terms of Reference (TOR) and guidelines and the Template for LOI from the reception desk of SEP-B in Dhaka or by requesting these via e-mail to be addressed to Anannya.Dasgupta@grminternational.com (Except Friday, Saturday and govt. holidays)

Interested PTPs are required to submit the following documents along with their application:

  • Cover letter signifying interest to work with the SEP-B
  • Completed LOI form
  • Copy of valid registration certificate i.e. valid trade license/ certificate of incorporation etc.
  • Evidence of official bank account (Bank Certificate)
  • Copy of VAT or TIN registration
  • Description of the organizational Profile
  • Copies of external audit report or financial statements of last two years

The LOI will be evaluated by the Technical Review Team of SEP-B in accordance with the set criteria. SEP-B reserves the right to accept or reject the LOI, in whatsoever. The cost of preparing the LOI and of negotiating the contract is not reimbursable by SEP-B. The LOI must be valid for 180 days from the deadline for the submission. SEP-B will make its best effort to select the organizations within this period.

An orientation programme of two hours will be offered to all PTPs that are registered and obtained the TOR from SEP-B. This programme will be held on 30 April 2015 in Dhaka. PTPs who are interested to attend the orientation programme, are required to collect the registration form from SEP-B Office (except Friday and Saturday) or by sending a request to the above e-mail address. The last date of submitting the registration form is 27 April 2015. Venue and the time of the orientation programme will be informed to the interested PTPs, who will be registered for orientation programme later. Closing date of submission of the LOI and corresponding documents is 10 May 2015, whereas details of submission requirements are described in the TOR. Factual support from SEP-B to selected PTPs will commence after approval of the Technical Assistance Project Proposal (TPP) by the Government of Bangladesh.
