BACKGROUND:

Saferworld is an independent international organisation working to prevent violent conflict and build safer lives. We work with local people affected by conflict to improve their safety and sense of security. We do this by supporting effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. The Bangladesh programme started in 2006, and has worked across the country on a variety of projects.

This position is an exciting opportunity to be an integral part of Saferworld’s Bangladesh team. You will take the lead in financial and human resources matters representing Saferworld as necessary in interactions with relevant authorities and stakeholders, The post-holder will contribute to Saferworld’s evolving strategy in Bangladesh and to the creation of a dynamic team.

Job Purpose

The Finance/Human Resources Manager will be responsible for:

  • The effective management of finance and human resources.
  • The efficient and transparent management of finances and financial procedures in line with recognised accounting/auditing standards and Saferworld procedures
  • The development, implementation and monitoring of human resources policies, procedures and practices including recruitment and staff care and ensure they follow Saferworld’s practices and guidelines

ROLES AND RESPONSBILITIES:

The effective management of the finance and human resources team

  • Allocate key roles and responsibilities within Saferworld Bangladesh’s finance and human resources team
  • Support, build capacity of, and line-manage the Finance and Admin Officer;

The efficient and transparent management of finances

  • Lead the development and maintenance of robust financial controls (bank reconciliations and other control accounts, performance management data, etc.)
  • Oversee staff to ensure accurate data entry into ledger accounting system, lead improvement and system enhancement work, ensuring good housekeeping;
  • Develop the annual country budget and make appropriate revisions as per instructions from the Finance Director. Support the development of budgets for donor proposals and ensure staff and office costs are
    appropriately covered by donor proposals;
  • Lead the effective monitoring of the project budgets;
  • Lead reporting to Saferworld colleagues, donors and London head office. Focus on continuous improvement and ensure that reports are user-friendly;
  • Effectively organise and manage internal and external audits;
  • Produce statutory (legal) accounts and other legal returns for Bangladesh;
  • Monitor partners’ financial management as far as it relates to Saferworld-funded projects, ensuring compliance with Saferworld and donor rules and regulations, building knowledge and understanding, promoting improvements to financial management and reporting;
  • Build financial capacity of Saferworld staff and partners.

The development, implementation and monitoring of human resources policies, procedures and practices

  • Undertake regular reviews of the Bangladesh HR Handbook, ensuring that policies remain in compliance with local labour laws, and recommend updates where required.
  • Ensure that all staff are aware of staff policies and procedures.
  • Provide advice and assistance to staff and management on pay and benefits systems, as well as employment standards and legislation.
  • Manage the implementation of Saferworld’s recruitment policy, including involvement in writing job descriptions, preparing notices and advertisements for vacant positions, organising and participating in job interviews and conducting reference checks.
  • Ensure that recruitment practices are fair and consistent and comply with regulations, organisational good practice and the programme vision.
  • Manage and monitor staff induction, and the implementation of Saferworld performance management process.
  • Provide advice and recommendations to line managers on staff related issues.
  • Keep track of staff leave, travel and planned absences and ensure continuity of services.
  • Ensure work permits and other necessary documentation are in place;

TRAVEL REQUIREMENTS:

This position is based in Dhaka but will also involve regular travel to Cox’s Bazaar. The post holder may be required to travel to Saferworld’s Head Office in London or to other countries for Saferworld related activities.

PERSON SPECIFICATION

Knowledge

  • Financial qualification (ACCA or equivalent) and sound knowledge of accounting procedures, principles and systems;
  • Understanding of Bangladesh employment legislation and HR good practice;

Experience

  • At least 4 years’ senior experience of working in a finance role, in INGOs or businesses in Bangladesh;
  • Experience of HR in an international context, together with a sound knowledge of employment legislation and Bangladeshi labour law
  • Experience in supporting partners in capacity building;

Skills

  • Good IT skills, including in MS word and excel;
  • Fluency in spoken English and Bengali, working ability in written Bengali and English.
  • A positive problem-solving approach;
  • Good interpersonal and team-working skills;
  • A willingness to promote the work of Saferworld and develop collaborative work with others;
  • Ability to work in a non-partisan manner, sensitive to differences of ethnicity, religion and gender;

TERMS AND CONDITIONS:

Probation: There will be a probationary period of three months
Holidays: 28 days per calendar year in addition to agreed Bangladesh public holidays
Salary range: Competitive INGO salary based on experience
Hours: 37.5 hours per week
