BACKGROUND AND JOB PURPOSE

Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research, and policy development, and through supporting the actions of others.

The Gender and gender-based violence (GBV) Adviser will work within the Research and Programme Support team (RPS) and the Bangladesh Team.

Our work on gender, peace and security (GPS) is relevant in all conflict settings and cuts across all of our thematic work and geographic programmes. This role will focus on two work streams:

  • Providing technical advice and support to Saferworld and partner colleagues on a significant new programme in Cox’s Bazaar, which seeks to build social cohesion within two refugee camps and between the displaced population and the host communities. It has a particular focus on gender, women’s empowerment and social cohesion, with an emphasis on GBV as one of the main barriers that women and girls face in enjoying their rights and participating freely and safely in decision making at all levels.
  • Providing technical advice to other Saferworld country programmes on ongoing and future work on gender and peacebuilding. Focus areas include: examining gender norms and GBV as drivers of conflict; transforming negative masculinities, and/or women’s participation in peacebuilding.

Bangladesh Programme

Saferworld has been working in Bangladesh since 2006. In partnership with local organisations Saferworld engaged with communities to conduct participatory research and analyse the causes of insecurity, collectively design plans to address them and develop strategies to engage with stakeholders to achieve change. More recently we have been supporting businesses to become advocates for peace, and to put forward solutions to national and state governments to resolve conflicts and enable them to be more aware of their impact on factors that could drive conflict. We have also been strengthening our work on gender, peace and security, supporting communities to address the gender impact of conflict and insecurity, and working to address gender norms that perpetuate conflict.

ABOUT YOU

Your experience and understanding of GBV will stem from a broader understanding of gender as a system of power that interacts with other characteristics and which can define people’s power and vulnerabilities in and out of conflict, at all levels.
You will bring your strong track record of successful advice to and implementation of gender and GBV projects in humanitarian and conflict-affected settings to this role. You will have experience working and coordinating with humanitarian organisations and coordination mechanisms, particularly around gender/GBV issues.
You will have a strong understanding of conflict sensitivity and peacebuilding, which you will be comfortable applying to this role. Moreover, you will have a good grasp of the challenges that the peacebuilding and humanitarian sectors face in working together, and have creative ideas on how to bridge those gaps through empowering conflict-affected communities.
A flexible and enthusiastic leader, you will feel comfortable working with colleagues with different backgrounds and expertise to develop and strengthen capacities, methodologies and ways of working on an issue not traditionally covered by the peacebuilding sector.

KEY AREAS OF RESPONSIBILITY

Strategic planning and programme development

  • Contribute to the design and implementation of Saferworld’s strategic and country plans, focusing on how work on preventing and addressing GBV and gender, peace and security can help us achieve our peacebuilding objectives and how this can be reflected in sound gendered conflict analysis.
    Internal/external technical support
  • Provide policy advice and programmatic and technical assistance on gender and GBV as appropriate to Saferworld’s Bangladesh country programme and task manage other staff who do the same.
  • Provide policy advice and technical assistance as appropriate to Saferworld’s partners and external stakeholders in Bangladesh and elsewhere.
  • Review and share programme-specific tools / resources / curricula and work with the Senior Gender Adviser and country programmes to contextualise and adapt global and country-specific materials
  • Offer expert training and mentoring/accompaniment to Saferworld staff and partners and develop high quality training materials on GPS as it relates to all the relevant themes of Saferworld’s work.
    External networking and influencing
  • Participate in working groups, inter-agency task forces and academic conferences that focus on GPS and GBV, including the GBV working group in Cox’s Bazaar, in coordination with programme staff. Ensure Saferworld’s programme in Cox’s Bazaar strengthens coordination and access to humanitarian services, mainly on GBV, women’s protection and empowerment.
  • Contribute to or lead research and policy products that examine the links between GBV, gender and peace and security, drawing on the work in Bangladesh and Saferworld’s other programmes.
  • Build organisational contacts and participate in networks in support of the GPS strategy in Bangladesh and of international advocacy on these issues.
    Organisational learning, monitoring and evaluation
  • Work with colleagues across the organisation on learning processes and systems, particularly on gender and GBV.

PERSON SPECIFICATION

  • Substantial knowledge of Bangladesh.
  • A good team player, leader and mentor.
  • Ability and availability to undertake in-country travel to visit projects and programmes and out of country travel, mainly within the Asia region.
  • Proven ability to plan strategically and manage organisational systems and procedures.
  • Strong and effective communications skills, and the ability to present a broad array of information to inform and influence diverse audiences in multi-cultural environments.
  • Demonstrated commitment and capacity to renew and maintain standards with best practices in the field.
  • Fluency in English is required; proficiency in Arabic and/or Bengali is desired/an advantage. Good English language writing skills.
  • Proficiency in word processing, presentation software and spreadsheets skills.
  • Commitment to and compliance with Saferworld’s safeguarding principles.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Postgraduate degree in public health, social work, humanities, international relations, peace and conflict studies or related specialities or equivalent combination of education and experience is required.
  • Minimum of five years of field-based GBV (or another relevant sector) programme management experience is required, preferably within a humanitarian or conflict-affected setting.
  • Experience in strategy development and working across sectors or disciplines is highly desired, preferably in the humanitarian and peacebuilding sectors.
  • Recent experience assessing, designing, developing, implementing, and evaluating humanitarian, community security and/or peacebuilding programmes with a strong focus on gender and GBV.
  • Demonstrated ability to turn concepts and strategy into measurable action, and experience leading on programme design, monitoring and evaluation.
  • Understanding and experience of supporting the integration of conflict-sensitive approaches into humanitarian programming would be desirable.

TERMS AND CONDITIONS:

  • Probation: There will be a probationary period of three months.
  • Salary range: a competitive INGO salary will be offered.
  • Hours: Standard working week is 37.5 hours.
  • Holidays: 28 days per year (January-December).
