Scope of Work:

The Site Engineer – Ukhiya works under direct supervision of the Logistics Manager in Cox’s Bazar, provides technical support in construction procurement and execution for RI’s Rohingya Response Program. Specific tasks may include: site assessments, BoQ preparation, procurement document preparation, site construction monitoring, work completion certificate preparation, among others. This is a new program opening in a complicated conflict settings requiring maximal flexibility, honest & transparency, patience with formalities, long hours, and creative thinking.

Position Responsibilities and Duties:

  • Team management: He/she will supervise casual maintenance workers in the field, coordinate with colleagues, orient staff members on technical issues in procurement, and assist in contract management and execution.
  • Quality assurance and construction monitoring: He/she will monitor works throughout construction, and prepare completion of work certificates based on BOQ and contract are issued within two days of contractor handover. He/she will also be responsible for ensuring all construction-related approvals and documentation are attained at the field level from relevant authorities.
  • Construction work preparation and coordination with programs: He/she will prepare bills of quantities (BOQs) and estimate approximate pricing for additional construction works required by programs.
    • Over the next 3 months, he/she will develop standard construction modules for common construction works, so programs can have a ‘catalogue’ of BOQs/estimated cost of construction projects. For example:
      • Develop a standard BOQ with Protection Team for Child Friendly Space (including improved roofing and cement flooring). Timeline: by Aug 30th.
      • Develop a standard BOQ with Protection Team for Women & Girl Friendly Space (including improved roofing and cement flooring). Timeline: by Aug 30th.
      • Develop a standard BOQ for patient waiting shade. Timeline: by Sept 15th.
      • Develop a standard BOQ for cooking space. Timeline: by Sept 15th.
      • Develop a standard BOQ with Health Team for temporary, mobile health clinic – approximately 42m2. Timeline: by Sept 15th.
      • Develop a standard BOQ for fencing per foot. Timeline: by Sept 15th.
  • Site assessment: He/she will assess sites in need of improvement and prepare improvement plans/recommendation which include site maintenance / assessment report, BOQ, design.
  • Approvals: He/she will respect procurement procedures of RI, and ensure timely approvals from budget holders are received for (a) any changes/modifications required in construction works; (b) any maintenance/improvement works required.
  • Procurements: He/she will assist procurement officers to prepare tender/ RFQ documents, contracts, work plans, etc. and prepare site monitoring plan and reports for the requesters and management.
  • Reporting: Reporting requirements will include a weekly report on the status of all RI sites status with action plan; monthly report on construction projects; daily record of his work in the field; the development of a master catalogue with specifications and BOQs for commonly used facilities within the camp.

Qualifications & requirements:

  • B.Sc or Diploma in Civil Engineering

Experience Requirements:

  • 4 to 5 years of experience in construction and procurement, Experience in bamboo made construction is preferred
  • Able to prioritize, communicate effectively, and meet deadlines.
  • Willingness to travel and work extensively – sometimes at short notice, in difficult places and under long hours – according to a results-based approach
  • Able to work independently and within a team.
  • Diligent in work processes.
  • Flexible in schedule, attitude and work prioritization.
  • Proficient in Microsoft Office and Google software, particularly Google Drive, Gmail, Google Docs, MS Word and MS Excel.
  • Fluency in English
