The REACH programmeseeks to advance world-leading, risk-based science through interdisciplinary research to improved water security for five million poor people in Africa and Asia by 2022. In Bangladesh, the programme is led by BUET (IWFM) with University of Dhaka and icddr,b and UNICEF, with collaboration with the Government of Bangladesh and the private sector. Three observatory sites have been identified in the first phase of the work in Khulna, Dhaka and Matlab. This senior position will support the policy work in all three sites with specific deliverablesrelated to the Urban River Security and Universal Drinking Water Security work flows in Dhaka and Matlab. Three observatories will have local field teams and offices to support the work and link to wider water security monitoring and modelling.

This position will report to a senior member of the University of Oxford team, and is appointed and managed by the Bangladesh Universitof Engineering and Technology.  The successful candidate has responsibilities to liaise with UNICEF and the Department of Public Health and Environment on technical and policy related issues. We announce availability of a full-time position for Senior Project Officer to be awarded in November2017under a recently initiated 7 years (2015-2022) programme: “REACH: Improving Water Security for the Poor".

Position Responsibilities

  • Final assembly and physical commissioning of waterpoint data loggers to Matlab (and other locations in Bangladesh) under guidance from the SPO.
  • Managing the installation process to ensure that logger installations are properly mapped to ensure data integrity.
  • Daily checking of data flow from loggers and liaison with relevant parties (enumerators, SMS gateway provider, mobile network operator) to understand and resolve data flow issues, using judgement to escalate issues to the SPO when appropriate.
  • Compiling and submitting a weekly report (both spreadsheet and narrative) to the SPO explaining the issues encountered and resolved during the week.
  • Support the SPO in generating monthly reports on the data system and the data generated by the system for UNICEF, Oxford, DPHE and other partners.
  • Support the SPO in analysis of the data on handpump usage being generated by the data system.
  • Acting a liaison between the project team in Matlab and the SPO.

Position Requirement

Essential Characteristics:

  • Undergraduate degree in numerate subject.
  • Excellent written and spoken English.
  • Clear and effective communicator.
  • High level of skill in using MS Excel and Word.
  • Attention to detail and precise reporting.
  • Ability to work autonomously.
  • Ability to present work to senior members of projects team.

Essential Skills:

  • Experience with databases (e.g. MS access, PHP, SQL)
  • Experience with common GIS platform (e.g. ArcGIS, QGIS).
  • Experience with mobile data systems (e.g. SMS, GPRS).

Preferable Qualifications:

  • MSc degree in relevant subject.
  • Knowledge and experience of WASH issues.
  • Experience working with UNICEF, DPHE or other government departments.
  • Experience working on international projects.
