JOB HOLDER

Country and Base Assignment: Bangladesh, Cox’s Bazar

OBJECTIVE

The Deputy Site Management PM is responsible for assisting the PM in efficiently and effectively managing the site management team, activities, and overall implementation of the site management program directly on the field.  

RESPONSIBILITIES AND TASKS
Planning and organization
  • Participate in needs assessment and follow-up in collaboration with the PM.
  • Direct the team leaders to plan and organize their activities.
  • To ensure collaboration between the 3 team leaders and their respective teams.
  • To plan all logistics means with the Field Logistician.

Implementation

  • To oversee all of PUI’s site management activities in the camp including technical activities, coordination, and community engagement and support the team when required
  • To maintain contact with the team leaders, follow up on any issues and report them to the FPM
  • Actively supporting information gathering and participatory assessments undertaken within the camp, and ensure all data collection activities are carried through accurately and up to internal standards
  • To ensure interventions are carried out according to the timeline as defined with the Project Manager
  • Maintaining and strengthening key relationships with camp and government leaders in order to ensure smooth communication, activity implementation, data collection, and community outreach
  • To ensure sufficient supplies for each activity.
  • To ensure adherence to the objectives of the program
  • Ensuring protection mainstreaming and a do-no-harm approach to all activities implemented on site
  • To flag any, and propose mitigation measures to issues directly to the PM, as they arise relating to improvement works, coordination, or community engagement as necessary  

Reporting, monitoring and follow-up

  • To compile data on all activities and make sure indicators are followed properly
  • To participate in the budget follow-up with the PM and make sure budget lines are spent properly
  • To make sure PUI procedures are followed properly
  • To make sure that all activities respect international standards for each sector, and government standards where relevant
  • To report on a weekly basis on the activities as requested by the PM

HR

  • To participate in the team meetings led by the PM. To lead in the meetings in the absence of the PM.
  • To participate in team recruitment in collaboration with the PM.
  • To conduct regular appraisal for the staff under his/her responsibility in collaboration with the PM
  • To develop capacity building activities for the staff under his/her responsibility in collaboration with the PM.

Other

  • To follow up any evolution of context in Cox’s Bazar District and be able to provide information on security and situation analysis to inform the Emergency Coordinator
ORG CHART POSITION (reporting and functional relationships)
  • Line manager:  Site Management Program Manager  
  • Functional manager:  Emergency Coordinator
  • Management:  - Direct: 3 Team Leaders / Indirect: 8 staff
REQUIRED SKILLS
  • Language skills: Fluent in English, Fluent in Bangla (including knowledge of local dialect of Chittagong)
  • Computer Skills:  Excellent knowledge of MS office (including Word, Excel, Outlook, PowerPoint, Access)
  • Education degree: National/University Diploma in a relevant field (Social sciences, development, international affairs human rights etc…)
  • Work experience:

    Proven experience in camp management or similar activities (at least 1 year)
    Significant management experience required
    Previous experience with NGOs/INGOs
    Previous experience in technical shelter or WASH programming is an asset
    Previous experience in data collection is an asset
    Strong knowledge and understanding of emergency programming and minimum standards in emergency contexts

SALARY

All-inclusive between: 102,800 – 112800
