Support CBM to develop SOP/Guidelines on hygiene standards related to food transportation, processing, preservation, and distribution assessing needs and constraints.


Background

PROTTYASHI, A social development organization has been working for the development of the disadvantaged population of the country since its establishment in 1983. According to the signed partnership agreement with HELVETAS Bangladesh, presently PROTTYASHI is implementing the “Inclusive Cities for Nutrition (IC4N)” project in Cox’s Bazar municipal areas among others. The overall objective of the project is to improve the nutrition situation of the targeted vulnerable urban consumers in the Cox’s Bazar City area as a strengthened food system under the lead of the Cox’s Bazar municipality. The project is expected to achieve three outcomes in the following three areas: nutrition governance, consumer behavior, and food environment. Under the food environment outcome, the project expects that the Cox’s Bazar Municipality recognizes the importance of ensuring food safety and hygiene for public health. Cox's Bazar Municipality is experiencing rapid urbanization and faces challenges in maintaining adequate hygiene standards in food transportation, processing, preservation, and distribution.

Therefore, PROTTYASHI is heading to assign an individual consultant or a consultancy firm through a competitive procurement process to conduct the assessment as mentioned above.


Objectives

The primary objective of this assessment is to assess the needs and identify the constraints related to the food system (transportation, processing, preservation, and distribution) to develop an SOP/guideline considering the identified needs and constraints.


Methodology

The assignment may be done through following sequential steps but not exclusive. Considering the expected deliverable of the assignment, the consultant may propose and practice innovative methodology to perform the assignment. However, the selected methodologies should be agreed upon with the assigned Focal Person of PROTTYASHI for this assignment.

  • Review the existing guidelines of relevant government line departments, municipalities, and others (International policies and guidelines, NGOs, private sectors, research institutions, etc.).
  • Identify the relevant departments, agencies, and stakeholders overseeing food safety and hygiene within Cox's Bazar Municipality.
  • Information collection from the relevant line departments. Determine gaps or deficiencies in the existing guidelines and assess the necessity for developing new SOPs or guidelines tailored to the municipality.
  • Develop or review the SOP/guideline related to hygiene standards specifically on transportation, processing, preservation, and distribution including the proposed monitoring system.
  • Organize a validation workshop with relevant stakeholders to validate the draft SOP/guideline.
  • Finalize the SOP/guideline related to hygiene standards.
  • Organize short orientation sessions for the relevant staff members on the SOP/guideline.
  • Provide recommendations for the implementation and enforcement of the developed SOPs/guidelines, including capacity-building measures for relevant stakeholders.

Documents that will be provided:
  • Project proposal.
  • Details implementation plan (DIP).
  • Other documents requested by the consultant or consulting firm through the proper channel.

Expected Deliverables

Expected deliverables during the assignment are as follows:

  • A short report on the assessment of needs and constraints.
  • Finalized SOP/guideline.
  • Other important materials related to the assignment.

Target Group

Cox’s Bazar Municipality (CBM), District Food Safety Authority, Department of Food, Department of Agricultural Extension, transport authority, business management committee, consumer association, relevant stakeholders and policymakers, Non-governmental organizations, and civil society groups and market actors involved in nutrition and food systems.


Geographical Coverage

The assessment will cover Cox's Bazar municipality under Cox’s Bazar district.


Timeframe

This consultancy is expected to be completed within 30 calendar days after issuing the contract. The methodology and work plan will be reviewed and approved by Prottyashi and Helvetas. Both the draft and final report should be submitted within 7 days of receiving feedback. Follow-up meetings will be held from time to time between the contracted consultant/consulting firm, Prottyashi and Helvetas. A draft work plan of activities is given below:

Required Experience of Consulting Firm/individual(s)
  • The applicants must have relevant education.
  • Applicant(s) must have a solid and proven track record on a similar assessment.
  • Experience in working with Government agencies, UN agencies, and other non-government organizations in MSD, Nutrition, nutrition governance, food safety, and food systems.

Additional requirement:

Selected candidates should follow the organizational rules and regulations, including all kinds of policies, such as PSEA, Gender, Child safeguarding, financial policies, etc.  

Language:

Required: Fluent (written and spoken) in English and Bangla; Exposure to Chattogram local dialect will be an advantage.

Special terms and conditions:

  • Confidentiality Statement and Intellectual Property of Data: The documents prepared under this contract are the property of Prottyashi. Therefore, the consultant cannot publish these without permission of the Prottyashi.
  • Unsatisfactory or incomplete work: For the assignment, the PROTTYASHI Standard Rules and Procedure for external collaboration contracts shall be applicable. If the service delivered is unsatisfactory or fails to conform to the conditions set out above, the PROTTYASHI reserves the right, as appropriate to interrupt it, to request that it be revised or modified, or to refuse to accept the service.
  • Insurances: Prottyashi accepts no liability in the event of death, injury or illness of the External Collaborator. The External Collaborator attests that he/she is adequately covered by insurance for these risks. In no circumstances shall the External Collaborator be covered by any Prottyashi insurance, and it is his/her responsibility to take out, at his/her own expense.

Submission of Technical and Financial Proposal

The Consultants/Consultancy organizations that meet the requirements are requested to submit technical and financial proposals separately in the form of PDF files, which should include the following:

1. Technical proposal

  • Understanding of the assignment, state why the applicant considers himself/herself competent for the assignment (1 page).
  • Proposed methodology for the assessment (3 pages)
  • Preliminary detailed itemized work plan - including timeframes for submissions of all deliverables (2 pages).
  • Relevant work experience  (2 pages).
  • CV (focusing on relevant experience) of the lead consultant (3 pages) and all team members (maximum 2 persons; CV of each person maximum 3 pages) .
  • Updated trade license (2022-2023)-applicable for consulting firms.
  • TIN certificate and TAX clearance certificate/ Last fiscal year TAX Deposit slip mandatory for both individual consultants and consulting firms.
  • 13-digit BIN certificate applicable for consulting firms.

2. Financial proposal (in BDT) detailing the costs for carrying out the assignment as well as the consolidated cost (1 page).
