Re-Advertisement for Hiring consultant/consulting firm for Designing  research to validate, update and inform the further development of a digital Civil Registration and Vital Statistics System (OpenCRVS)

Plan International started its operation in Bangladesh in 1994. Presently under country strategy IV Plan International Bangladesh is implementing programmes in six thematic areas i.e. health, education, child protection, WASH, youth engagement and employment, and disaster risk management and climate change. In recent years, as part of its country strategy Plan International Bangladesh has focused more to implement projects on climate change, and disaster resilient issues in urban settlements.

In that continuation, In July 2018 Plan International Bangladesh has launched a project titled “Open CRVS” in collaboration with CRVS secretariat of Cabinet Division for a period of one year. The aim of the project is to build a usable low cost product for registration of birth and death of citizens which will be interoperable with National Systems like Heath system, NID, Education system etc. In order to build a product that addresses the need of beneficiaries, we need to take a user centred approach for gathering insight locally to better understand the context in which our product will be used. Therefore we need to engage a local design researcher/research team to work alongside our global design team which will support to work in low-resource settings and will also contribute to local capacity building to enable the project going forward. With this context a local design researcher/research team will be engaged on behalf of Plan International Bangladesh as per this Terms of Reference (TOR).

Submission of Proposal

Interested consultant/consulting firms are requested to submit a technical and a financial proposal through email at with a cover letter addressing the Administrative Coordinator of Administration, Plan International Bangladesh. The deadline of proposal submission is the 12 December 2018.
