Background
Phulki has been working in the Early Childhood Development (ECD) area in Bangladesh since 1991, establishing mainly clusters (comprising of Day Care Centres - DCCs/ Learning Centre – LCs) to support marginalized children and their families living in urban settings. The systematic work with children and working women has enabled it to earn a lot of goodwill and developed a brand image of childcare and ECD blended programming in Bangladesh.

Building on its experience, in February 2016 Phulki partnered with Terre des Hommes (TDH) Italia, an Italian NGO working for child protection, under the European Union (EU) funded project Jukta Hoe Mukta – United We Stand. The project is implemented with several local partners, based both in some Dhaka urban slum areas and in the South West part of Bangladesh (Khulna District). The project aims at creating safe patterns of internal migration and providing adolescents girls/ young women moving towards and living in the capital slums to work in the garment sector with a platform of services in order for them to experience a more secured everyday life.

Under the expected result 3, Phulki is the main actor to continuously provide to migrant women working in the Ready-Made Garment (RMG) sector information, social services and rights based support so that they can experience safe, secure, enabling working environment and fulfilling social conditions. Phulki established and it is running in Gazipur City Corporation 8 clusters which are opened in the afternoon also as Women’s Cafés (WCs), a safe place where garments’ workers and adolescent girls can meet and receive training to increase their awareness on SRHR and labour rights. In addition, considering the challenges these women/ girls are regularly facing, individual and group counselling sessions are also provided by the field staff.

During these sessions and the training, it often emerged that women are not properly aware on how to save and use their salaries. For this reason it is planned to hire an external consultant to provide training to Phulki' staff so that they can empower WCs garments workers on financial inclusion, strengthening their financial skills, describing how to access different financial services (both formal and informal, with the related benefits and risks) available in the project’s areas, and explaining the relevance of savings/ financial plan.

Objective

  • To engage Phulki staff in a Training of Trainers (ToT) on basic financial literacy (such as how to use bank accounts and cards, benefits of savings, planning and paying for recurring expenses, etc.) to ensure they have proper knowledge, skills and attitudes towards financial services available in the project’s areas and they are able to transfer it in their daily field work to the project’s beneficiaries, and they can ultimately influence the family decisions on how to use the earned money.

Scope of the work
Working closely with the Project Manager, the consultant will be expected to provide the following services:

  • Provide a training curriculum/program
  • Provide a Training of Trainers and trainee manual (facilitator guide and participant manual) for training of trainers working with target audience at field level.
  • Develop a training roll out plan with clear guidance notes. The roll out plan should be discussed and agreed upon with Phulki management and include a refresher training calendar.
  • Develop training assessment and follow up tools, i. e. refresher training outlines.
  • Deliver training of trainers workshop to Phulki staff.

Training Content and Methodology Selected
The consultant should propose the training content and methodology to best achieve the objectives of the consultancy. This includes, but is not limited to:

  • Review of background project’s documents;
  • Where possible and relevant, work with an established reference group for input into and quality assurance of the training materials.
  • Provide capacity development resources (facilitator guide and participant manual);
  • Facilitate the quality assurance and review of capacity development resources prior to implementation; this process could include pre-testing of the materials and clearance of the packages through technical reference group.
  • Provide implementation guidelines for the training materials;
  • Facilitate the training of trainers (ToT) workshop. The workshop should empower and allow Phulki staff to deliver at field level the training content on financial empower and inclusion;
  • Submit the final report to Phulki management.

Expected Deliverables/Outputs from the Contractor
The expected deliverables shall be:

  • Training materials, including pre-testing with target audience to ensure that they are relevant, accessible and user friendly (quality assurance and revision of the training materials led by the consultant);
  • ToT manual (both Trainers manual and participant manual), roll out plan and implementation guideline;
  • ToT training to Phulki staff, including training assessment and follow up tools;
  • Consultancy Report (maximum 20 pages, including lessons learned, recommendations and conclusions).

Time-frame and deadlines
This assignment is expected to be carried out from September 15th 2018 to January 15th 2018.
The total duration of the scoping and project design mission will be of maximum 35 working days including background study, developing the curriculum and manuals of the training, delivering the ToT workshop and its follow up.

Required Skills and Experience
The consultant shall have:

  • Advanced university degree in Social Sciences, or related fields;
  • Previous working experience particularly with garments workers and their financial situation will be considered as an added value;
  • Relevant previous experience in developing/ pre-testing training materials;
  • Relevant previous experience in conducting ToT;
  • Ability to meet the deadline;
  • Strong analytical skills and relevant working experience for at least 10 years;
  • Cultural, gender, religion, disability, sexual orientation, race, nationality and age sensitivity;
  • Fluency in English (both writing and communication skills);
  • Creative facilitation and communication skills
