Environmental Specialist

Job Summary:

PCI is currently seeking an Environmental Specialist for PROSHAR (Program for Strengthening Household Access to Resources), a USAID’s Office of Food for Peace (FFP) funded program being implemented by ACDI VOCA in collaboration with PCI in Bangladesh. The program aims  to reduce food insecurity among vulnerable rural populations in Khulna Division through achieving three strategic  objectives (SOs), which include (1) increase incomes of poor and ultra poor households, (2) improve health and nutrition of women and children and (3) strengthen the resiliency of the households to shocks and their long term impact associated with climate change. PCI is responsible for the latter two objectives. PROSHAR empowers communities through an integrated approach to food security. The approach includes providing household members with the tools they need to improve their food security and facilitating linkages between donor, government and community activities to deepen and sustain the impact.

The Environmental Specialist will be responsible for overall environmental compliance strategies and assessments including mapping, data collection and overall management of PROSHAR’s infrastructure projects being implemented across program areas in Khulna Division. S/he will work closely with all SO’s, the M&E department, Commodity department as well as other relevant staffs to track environmental indicators of all PROSHAR activities focused on the Health and Disaster Risk Reduction sectors. The Environmental Specialist will provide technical guidance to the M&E team and will facilitate the establishment, implementation and oversight of an effective monitoring system to ensure compliance with USAID, GoB and PROSHAR policies and guidelines. S/he will report to the Director, Health & Nutrition and Disaster Risk Reduction.

This position is based in Khulna, Bangladesh with 60% of time spent in the field.  To be considered for this position, applicants must have the legal authority to work and currently reside in Bangladesh. Relocation assistance and work permits will not be provided.

PRIMARY RESPONSIBILITIES:

  • Develop and source training modules related to environmental assessment and monitoring to ensure compliance with USAID, GoB and PROSHAR policy and guidelines.
  • In coordination with M&E and DRM Engineer, develop necessary tools and guidelines for regularly collecting environment related data, analysis and suggesting mitigation measures  
  • Plan  trainings for PROSHAR staff and partner NGOs to build their capacity on how to conduct an environmental review  of health & nutrition and disaster risk reduction interventions;
  • Collect and analyze data related to environmental impacts of health and  DRR infrastructure projects including  water and sanitation;
  • Ensure regular monitoring of environmental impacts on health, DRR infrastructure projects including water and sanitation in coordination with partner NGOs ;
  • Prepare and share environmental monitoring report with relevant Director and Team Leaders and preserve the records for future reference. 
  • Evaluate environmental data on an ongoing basis for PROSHAR as well as maintain effective collaboration with relevant department of GoB, INGOs and other partners at National, divisional, district and Upazila level;
  • Strictly ensure that  Initial Environmental Examination (IEE) and Environmental Mitigation and Monitoring Plan (EMMP) are appropriately implemented in coordination with all programs ;
  • All other duties as assigned by the Supervisor

MINIMUM QUALIFICATIONS, EXPERIENCE, SKILLS, AND ABILITIES:

  • Advanced degree (Masters or equivalent degree preferred) in Environmental Science
  • At least three years of experience related to Environmental issues development programs, and sound experience in program design, implementation and monitoring with broad-based expertise in Water and Sanitation.
  • Considerable work experience and capacity to collaborate with partners at multiple levels, including GoB officials, NGOs (local and international), representatives of civil society and USAID partners.
  • Proven team leadership skills and ability to work effectively in a team environment with both technical and non-technical staff.
  • Experience in managing USAID/USG funding and familiarity with federal regulations and procedures is desirable.
  • Strong experience with data collection, management, analysis and report production.
  • Excellent computer skills including Microsoft Office Suite and GIS.
  • Proficient in English spoken and strong writing skills to prepare reports, promotional materials and oral presentation.
  • Excellent inter-personal and inter-cultural skills.
  • Excellent training and environmental capacity building skills.
