Job Description of Family Planning Compliance Coordinator (Sylhet, Chattagram or Mymensing)

Summary: Provides overall support for the assigned project in areas related to USG sexual and reproductive health and environmental regulations in close collaboration with Legal & Compliance and Programs & Impact business units. Oversees the implementation of regular monitoring to ensure family planning compliance through the project.

  • The position is assigned to Pathfinder’s Accelerating Universal Access to Family Planning (AUAFP) project in Bangladesh. AUAFP is a five year multi-million dollar project funded by USAID. The project aims to strengthen and expand access to quality family planning services through a collaborative health system capacity building partnership with the government of Bangladesh, specifically through a flexible implementation model led in partnership with the Ministry of Health and Family Welfare, including the National Institute of Population Research and Training, the Directorate General of Family Planning, and the Directorate General of Health Services.

Key Job Outcomes:

  • Project Compliance Monitoring: Ensures family planning compliance with donor and grant regulations/policies as stipulated in the project contractual agreements.
  • Standards, Guidelines and Procedures: Implements standards and procedures to ensure that compliance mechanisms are effective and efficient in identifying, preventing, detecting, and correcting noncompliance with applicable rules and regulations.
  • Documentation and Reports: Ensures quality, reliability, and timeliness of performance reports and other data regarding programmatic compliance activities.
  • Compliance Project Infrastructure: Implements project policies, procedures, checklists and internal controls in collaboration with Legal and Compliance business unit and the technical directors.
  • Sub-grant Compliance: Ensures all sub-grants for program implementation, modification and closeout activities are followed in line with the guidelines developed for the specific purposes and comply with applicable regulations.
  • MEL Activities: Participates in the development of monitoring, evaluation and learning plans, elaboration of action plans, program reviews and performance reports;  
  • Contractors and Subcontractors: Monitors, evaluates and reports on contractor and sub-contractor performance and compliance with contractual requirements and stated activity results. Recommends methods to improve contractor performance.   
  • Technical Assistance: Provides technical support and training when necessary.
  • Project Management and Participation: Leads, manages or participates in cross-functional project teams.

Minimally Required Job-Specific Competencies:

  • Compliance Regulations and Requirements: Advanced knowledge of the laws, regulations and policies applicable to international NGOs working on public health issues under grants and contracts funded by USAID.
  • Policies and Procedures:  Foundational knowledge of best practices in the development of business policies and procedures, including knowledge of methodologies for assigning responsibility and accountability.
  • Change Leadership: Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner.
  • Program and Project Planning and Management: Foundational skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of compliance program policies, processes, procedures and activities.
  • Training and Development: Ability to develop and deliver training to small and large groups.

  • Passion for Sexual and Reproductive Health: Demonstrated commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.

Minimally Required Education, Training and Experience:

  • Advanced degree in public health, social sciences, management or related discipline, or a combination of education and experience that yields the required competencies
  • 5 years’ experience in program management, including experience in compliance requirements
  • 5 years’ international non-profit experience, including experience with USG funded programs and non-US donor programs
  • Prefer: 3 years’ experience as a family planning compliance officer
