Title National consultant – Competency Based Training Materials Development for Construction Sector
Objective Develop/ review/ align Competency Based Training (CBT) learning materials for different occupations in the construction sector.

Reports to The Subcontractor (consultancy firm) will work closely with the Construction Industry Skills Council (CISC), Training Coordinator and Skills Development Director, and report to Team Leader of Sudokkho

Background of Sudokkho

Sudokkho is a 5-year skills training and employment programme, funded by DFID and SDC and implemented by Palladium in a consortium with Swisscontact and the British Council.

The programme seeks to test and scale-up market-driven, quality skills training systems within the Readymade Garments (RMG) and Construction sectors that will stimulate further investment in training by trainees, private training providers and employers. The programme’s target is that 100,000 poor people, including women and disadvantage populations, will earn increased income in skilled or semi-skilled jobs after successful completion of training.  

The programme supports Private Training Providers (PTPs) and Industry-based training initiatives (supply-side stimulation) and raises awareness about the value of skills development among the trainees and industry (demand-side stimulation).

Sudokkho builds upon the TVET reform agenda in coordination with the Directorate of Technical Education (DTE) of the Ministry of Education (MoE). The Government of Bangladesh (GoB) supports initiatives that facilitate greater involvement of the private sector to ensure skills’ training is relevant and of high quality, thereby increasing post-training employment opportunities, as stipulated in the National Skills Development Policy 2011. The programme strengthens the institutional capacity and supports key functions of the Industry Skills Councils (ISC) in the concerned sectors and supports capacity building of national Training Consultancy Service Providers (TCSP) to sustain a long-term development process.

The rationale of the consultancy assignment

Sudokkho is committed to develop Competency Based Training (CBT) packages for 10 occupations in the construction sector and 5 in the RMG sector, the selection was based on the labour market study that was undertaken by Sudokkho. The identified occupations are: Mason, Electrical Installation and Maintenance, Plumber and Pipe Fitter, Rod Binder, Shuttering Carpenter, Tiles Fitter, Welder/ Grill Maker, Building Painter, Aluminium Fabricator and Finishing Carpenter in construction sector and Sewing Machine Operator, Sweater Knitting Machine Operator, Sweater Linking Machine Operator, Embroidery Machine Operator and Garments Finishing Person in the RMG sector. Moreover, Sudokkho identified two more occupations through discussion with Construction Sector Industry Skills Council (CISC) for construction sector entitled False Ceiling Carpenter and Lift Technician.

In order to address the committed activities, Sudokkho supported CISC to develop competency standards and curricula for Mason, Electrical Installation and Maintenance, Plumbing and Pipe Fitting, Rod Binder, Finishing Carpenter and Aluminium Fabricator at NTVQ Level –1 to 4, which have been approved by BTEB. Further, it is required to review and develop competency standards for Shuttering Carpenter, Welder/Grill Maker, Tiles Fitter and Building Painter at NTVQF level-1 to above. Alignment of Sudokkho’s curricula for the above occupations at NTVQ level -1 will also be completed. Sudokkho developed Learning Materials for ten construction sector occupations: Mason, Electrical Installation and Maintenance, Plumbing and Pipe Fitting, Shuttering Carpenter, Rod Binder, Welder/Grill Maker, Tiles Fitter, Building Painter, Aluminium Fabricator and Finishing Carpenter.  These training materials will be aligned with Competency Based Learning Materials (CBLM) and Competency Based Skills Log Book (CSLB) in BTEB format at NTVQF level-1, which will then be finally approved by CISC and BTEB for wider use in the construction sector. It is expected that the above curricula, CBLMs and CSLBs will be used by all training institutes, public and private, which are implementing CBT system in Construction Sector.

Moreover, CISC has also requested Sudokkho to develop new competency standards, curricula, CBLMs and CSLBs of two new occupations entitled False Ceiling Carpenter and Lift Technician at NTVQF level-1 to above.

In this context, Sudokkho is looking for a competent consulting firm having experience in CBT learning materials development in construction sector. Selected firm will develop CBT learning materials in line with the templates provided by CISC and BTEB.

Key duties and tasks

The consulting firm will undertake the following duties and tasks:

  • Conduct meeting with CISC, BTEB, SEIP and relevant industry/ workplace/ stakeholders to find out/ verify required skills set before developing/ reviewing CBT learning materials in different occupations of Construction sector.
  • Review relevant documents provided by CISC and Sudokkho.
  • There are no existing standards and learning materials for two new occupations: False Ceiling Carpenter and Lift Technician. Therefore, consulting firm will assist CISC to develop standards and other learning materials from scratch as per the followings:
    • Conduct job analysis for both occupations.  CISC will arrange experienced expert workers from industry to participate in job analysis workshop.
    • Facilitate workshop for competency standards development. CISC and BTEB will nominate members of technical sub-committee to develop standards for each occupation.
    • Facilitate workshop for curricula development. CISC and BTEB will nominate members of technical sub-committee to develop curricula at NTVQ Level-1 aligned with BTEB curriculum development framework.
    • Facilitate workshop for curricula development. CISC and BTEB will nominate members of technical sub-committee to develop curricula at NTVQ Level-1 aligned with BTEB curriculum development framework.
    • Facilitate to develop CSLB and CBLM involving expert subject matter experts. 
  • Conduct Technical Sub-Committee workshop, validation workshop and SCDC meeting following set learning materials development process of BTEB and CISC.
  • Collect and review existing CBT learning materials from Sudokkho and relevant industries/projects
  • Facilitate to develop/ review/ align CBT learning materials development workshops.
  • Develop/ review/ align CBT learning materials with the help of relevant industry experts.
  • Develop/ review/ align all CSs and curricula in English.  All curricula will be translated into Bangla. 
  • Align all CBLMs and CSLBs in BTEB format. The language of CBLM and CSLB will be Bangla.
  • Send developed/ reviewed/ aligned CBT materials to Sudokkho, CISC and BTEB. Collect and incorporate feedback before finalizing all these training materials.
  • Submit the final CBT materials within the agreed deadline.
  • A detailed work plan for implementation of assignment will be developed by the firm and approved by the project.

Sudokkho will ensure that the consulting firm understands the tasks assigned and provide existing materials, approve work plan, collaborate between CISC, BTEB and other relevant agencies for CBT materials development, provide feedback to draft CBT materials, and approve the final assignment report. Sudokkho reserves the right to provide feedback on each of the tasks, which the consulting firm must address. Throughout the assignment, the firm will cooperate closely with the CISC, BTEB, SEIP and Sudokkho team.  

Deliverables and reporting

  • A work plan for the entire period of consulting work including approval process of learning materials by CISC and BTEB.
  • Complete sets of competency standards in BTEB format for Lift Technician, False Ceiling Carpenter, Shuttering carpenter, Welder (Grill Maker), Tiles Fitter and Building Painter at NTVQF level-1 to above in English
  • Complete sets of competency-based curricula for Lift Technician, False Ceiling Carpenter, Shuttering carpenter, Welder (Grill Maker), Tiles Fitter and Building Painter at NTVQF level-1 in English and Bangla
  • Complete sets of CSLBs for Mason, Electrical Installation and Maintenance, Plumber and Pipe Fitter, Rod Binder, Shuttering Carpenter, Tiles Fitter, Welder/Grill Maker, Building Painter, Aluminium Fabricator, Lift Technician, False Ceiling Carpenter and Finishing Carpenter at NTVQF level-1 in Bangla
  • Complete sets of CBLMs for Mason, Electrical Installation and Maintenance, Plumber and Pipe Fitter, Rod Binder, Shuttering Carpenter, Tiles Fitter, Welder/Grill Maker, Building Painter, Aluminium Fabricator, Lift Technician, False Ceiling Carpenter and Finishing Carpenter at NTVQF level-1 in Bangla
  • Consulting completion report is to be accepted by the Skills Development Director and approved by the Team Leader of Sudokkho.

Profile/requirement of the consulting firm

The proposed consultants from consulting firm should meet the following profile:

  • A minimum of five years of working experience in TVET sector with a special focusing on CBT learning materials development.
  • A solid and proven track record of developing CBT learning materials following guidelines of Bangladesh Technical Education Board and Quality Assurance manuals.
  • Proficiency in MS Office (particularly MS Word, Excel and PowerPoint).
  • Excellent communication and analytical skills.
  • Proficient in English and fluent in Bangla.

Consultancy proposal

Interested consulting firm should prepare a technical and financial proposal.

The technical proposal should include:

  • Overview of relevant experiences
  • Methodologies including approval process of CBT materials development of BTEB. This section must clearly show how the CBT materials will be developed/ reviewed/ aligned, and approval process from BTEB and CISC.
  • A weekly timeline of whole assignment with the technical proposal. These should be submitted in Gantt chart format.
  • CVs of the consultants and content experts need to include and proposed in proposal with mentioned highest academic qualification and total years of experiences.  
  • Copy of eTIN and VAT

The financial proposal should include:

  • The number of consultant-days and daily per-person consultancy fee including VAT and taxes where applicable. It should include cost for technical experts who will be involved during competency standards and learning materials development workshops from industries and training institutes.
  • Number of workshops together with number of subject matter experts involved for the development of learning materials need to be indicated. Honorarium for subject matter experts including all stationaries cost will be estimated by the consulting firm.   However, costs of logistic supports like venue, lunch, and refreshment will be organised by the project.
  • All payments are subject to VAT and IT deduction at source in accordance with NBR rules.
