Background of Sudokkho

Sudokkho is a 5-year private sector skills training and employment programme, funded by DFID and SDC and implemented by Palladium in a consortium with Swisscontact and the British Council.

The programme seeks to test and scale-up market-driven, quality skills training systems within the Readymade Garments (RMG) and Construction sectors that will stimulate further investment in training by trainees, private training providers and employers. The programme’s target is that 100,000 poor people, including women and disadvantage populations, will earn increased income in skilled or semi-skilled jobs after successful completion of training.

The programme supports Private Training Providers (PTPs) and Industry-based training initiatives (supply-side stimulation) and raises awareness about the value of skills development among the trainees and industry (demand-side stimulation).

Sudokkho builds upon the TVET reform agenda in coordination with the Directorate of Technical Education (DTE) of the Ministry of Education (MoE). The Government of Bangladesh (GoB) supports initiatives that facilitate greater involvement of the private sector to ensure skills training is relevant and of high quality, thereby increasing post-training employment opportunities, as stipulated in the National Skills Development Policy 2011.

Rationale for the consultancy assignment:

Sudokkho is contributing to National Skills Development Policy 2011 by building capacity of different stakeholders in TVET sector.  It collaborates with Industry Skills Councils (ISCs), industries from Construction and RMG sectors, and the various private training providers to strengthen their capacities to promote quality skills training. Both sectors need certified skills assessors to assess the competencies of the workers/trainees and certify them with a nationally recognized certificate. As a part of this process, Sudokkho facilitates assessors training in collaboration with the sector ISCs, BTEB and private training providers so that they have access to certified assessors for the occupations that Sudokkho is promoting. There are 10 occupations in construction sectors and 5 occupations in RMG sector which are promoted by the project:

In this context, Sudokkho is looking for a Registered Training Organization (RTO) accredited by BTEB to conduct ccertified modular Competency Based Training and Assessment (CBT&A) Programme for the potential assessors in construction and RMG sectors.   

Method, key duties and tasks

The selected RTO will run BTEB accredited CB Assessor programmes. The key duty of this assignment is to deliver a 5-day face to face off the job training programme and facilitate assessment of technical and pedagogy skills for the potential assessors in coordination with BTEB which will lead to a qualification of certified assessor by BTEB.  The facilitators will apply variety of training methods like group exercises, illustrated talk and discussions to attain greater learning of participants, introducing the assessment tools, process of assessment, inclusive assessment environment, OSH practice in an assessment centre. The training will be mainly focusing on the process of organizing and conducting competency based assessment in a safe and inclusive assessment environment. There will be three key stages for the facilitation of assessment and training:

Stage I: Conduct pre-assessment of applicants to find out most suitable candidates who have potential to successfully complete skills test at NTVQ Level-1 and pedagogical assessment, which will be conducted by BTEB.  Pre-assessment or screening test will determine the competency in hardcore technical skills together with reading and writing skills of individual for a particular occupation. RTO has to organise this screening test before they appear in actual skills assessment conducted by BTEB. Only those candidates who successfully complete screening test will be recommended for stage II.

Stage II: RTO will comply with skills assessment procedure of BTEB. It will organise a two-day practice and orientation sessions for each batch of trainees in line with BTEB assessment procedures. Proper coaching and guiding will be provided to trainees during the practice session.  A mock test will be organised for each participant prior to the actual assessment.  RTO will then facilitate a process in such a way that all potential assessors will go through the technical skills test at NTVQ level-1 conducted by BTEB. Those who successfully complete technical skills test will be allowed for pedagogical training, stage III.

Stage III: Conduct BTEB accredited CB Assessor training programme for five days and facilitate the process for pedagogical assessment for assessors in collaboration with BTEB. Prior to actual pedagogical assessment, a mock test must be organised followed by a coaching and guiding session.

The scope of work includes the following:                                                                                        

  • CB Assessor short course will cover the following units of competencies from BTEB certified course: TVTENV401: Work effectively within Bangladesh TVET Sector, TVTENV402: Promote inclusive learning in CBT&A environment, TVTENV403: Apply OSH practice in a CBT&A environment, TVTASL402: Organize and conduct competency based assessment.
  • It is estimated that the training will be undertaken by RTO with a team of two BTEB certified NTVQ Level IV trainers.
  • Trainers will design and plan CB Assessor program to train 50 potential assessors from RMG and Construction sectors.
  • The RTO will arrange and coordinate with BTEB for assessment of participants both in pedagogical skills and technical skills at NTVQ level-1. RTO will ensure mock tests before the actual assessment takes place for the assessors and provide proper suggestions to improve their performance before appearing in the actual tests conducted by BTEB.
  • The RTO will prepare a draft work plan and share that with Sudokkho prior to the start of training.
  • The RTO will work closely with the Construction and RMG ISCs, BTEB, and Sudokkho.

 Deliverables and reporting

The RTO will ensure the following deliverables:

  • Detailed work plan prior to the start of the training
  • 50 trainees are assessed of which 40 are certified as assessors by BTEB in both technical skills and pedagogical skills
  • Assignment completion report, not more than 3-5 pages, including the trainees evaluation report.

Time schedule
The assignment can be completed starting from November 2018 to February 2019.

Profile/requirement of the RTOs

The bidding RTO may propose a team of two BTEB certified trainers (Certificate IV in CBT&A), with profile and fee rate suitable to the scope of work.

The team of trainers should meet the following profile:

  • Candidates who successfully completed Certificate IV in CBT&A and certified by BTEB.
  • A Master’s degree in related field or B.Sc. Engineering degree.
  • A minimum of 6 years of working experience in the field of TVET sector with special focus on training of trainers, competency based curriculum, teaching and learning material development, research, facilitation of workshops and instructional training sessions.
  • Fluent in Bangla and English, both verbal as well as written
  • Solid understanding of the RMG and Construction sector in Bangladesh
  • Excellent proficiency in MS Office (particularly Word, Excel and PowerPoint).
  • Strong analytical and organisational skills.

Consultancy proposal

Interested RTO should prepare a technical and financial proposal. 

The technical proposal should include:

  • CV(s) of the Consultant(s) proposed
  • Overview of relevant experiences
  • Copy of updated Trade license, eTIN and VAT certificate

The financial proposal should include consultancy fee including VAT and taxes where applicable to train and assess 50 persons. Financial proposal should clearly mention any other costs involved during the training and assessment process. All payments are subject to VAT and IT deduction at source in accordance with NBR rules.
