Title National consultancy on “Occupational Safety and Health (OSH) Training for Private Training Providers (PTP)

Background of Sudokkho

Sudokkho is a 5-year private skills training and employment programme, funded by DFID and SDC and implemented by Palladium in a consortium with Swisscontact and the British Council.

The programme seeks to test and scale-up market-driven, quality skills training systems within the Readymade Garments (RMG) and Construction sectors that will stimulate further investment in training by trainees, private training providers and employers. The programme’s target is that 100,000 poor people, including women and disadvantaged populations, will earn increased income in skilled or semi-skilled jobs after successful completion of training

The programme supports Private Training Providers (PTPs) and Industry-based training initiatives (supply-side stimulation) and raises awareness about the value of skills development among the trainees and industry (demand-side stimulation).

Sudokkho builds upon the TVET reform agenda in coordination with the Directorate of Technical Education (DTE) of the Ministry of Education (MoE). The Government of Bangladesh (GoB) supports initiatives that facilitate greater involvement of the private sector to ensure skills training is relevant and of high quality, thereby increasing post-training employment opportunities, as stipulated in the National Skills Development Policy 2011. The programme strengthens the institutional capacity and supports key functions of the Industry Skills Councils (ISC) in the concerned sectors and supports capacity building of national training consultancy service providers (TCSP) to sustain a long-term development process.

The rationale for the consultancy assignment

Sudokkho is supporting PTPs to implement training courses in occupations which are related to Construction and RMG Sectors. Some of the major occupations for which PTP offers training are mason, plumber, welder, tiles fitters, painter, bar bender, industrial sewing machine operator, industrial sweater linking machine operators etc. Curricula of these training courses contain a module of occupational safety and health in view to enhance productivity and satisfaction among employees and employers by keeping the workplace safe. PTPs have to model and promote safe working culture during the training by mirroring actual workplace environment depending upon the skills set and occupations for which trainings are being conducted.

One of the major responsibilities of Sudokkho is to build capacity of PTPs in a way that they become sustainable in skills training market and offer quality and relevant training to unskilled workers who will then be employed by industries as skilled/semi-skilled workers. Sudokkho is working with 39 PTPs at present and it is expected that it will partner with 30 new PTPs by the end of October 2018. These PTPS are from different geographical locations: Dhaka, Chittagong, Jessore, Mymensingh, Narsindi, Narayangonj, Munshigonj, and Khulna.  In this context, Sudokkho is looking for a competent consulting firm to provide training and coaching supports to each PTP for further strengthening capacity and institutionalising occupational safety and health training in PTP.

Key duties and tasks

The consulting firm will undertake the following duties and tasks:

  • Review OSH training module included in training curricula of each occupation
  • Conduct meeting with PTPs and relevant industries to find out required skills set for OSH training for skilled/semi-skilled workers
  • Take stock of available training materials on OSH training in the country. Finalise training contents and develop customise training manual for OSH in collaboration with the project team.
  • Conduct training on “Occupational Safety & Health” to train instructors and relevant officers from the PTPs. The date for each training batch will be decided in consultation with Sudokkho and PTPs.
  • Provide on the job coaching and guidance support to PTPs to build capacity of instructors while implementing training to the trainees. These practical coaching sessions will be provided for two days for each PTP. The dates for inputs will be decided in collaboration and discussion with each PTP.
  • A detailed work plan for implementation of training and coaching support will be developed and approved by the project.

Deliverables and reporting

The Consulting firm will ensure the following deliverables:

  • A work plan for the entire period of consulting work including a training schedule for Occupational Safety & Health training.
  • A brief report on meeting with PTPs and industries on skills set for OSH training
  • Soft copy of final training Manual on Occupational Safety & Health – (English & Bangla version)
  • 10 batches of 3-day long training on Occupational Safety & Health for instructors and relevant officers from 69 PTPs. Each batch of training will have minimum of 25 participants.
  • Practical coaching and guidance support provided to existing 69 PTPs, two days for each PTP.
  • Powepoint presentations of training
  • Training report for each OSH training
  • Coaching and guiding reports in cluster of 10 PTPs, that means 7 reports for 69 PTPs
  • Consulting completion report

The report is to be accepted by the Skills Development Director and approved by the Team Leader of Sudokkho.

Time schedule

A total of up to 212 consultant-days within the period of October 2018 to June 2019 has been allocated for the entire assignment, including all duties and tasks as mentioned above. Travel days outside of Dhaka will not be considered as workdays. The following time schedule is suggested:

Profile/requirement of the consultant

The consultant firm should meet the following profile:

  • A minimum of 5 years of working experience in the field of TVET sector with special focus on Occupational Safety & Health training
  • Availability of OSH training materials will be preferred with the consulting firm. However, it should be free from copyright.
  • Proposed consultant must have 3 years of experience in conducting OSH training
  • Proficiency in MS Office (particularly Word, Excel and PowerPoint)
  • Excellent communication and analytical skills
  • Proficient in English and fluent in Bangla

Consultancy proposal

Interested consulting firm should prepare a technical and financial proposal.

The technical proposal should include:

  • Overview of relevant experiences
  • CV(s) of the Consultant(s) proposed (during due diligence conduction, Sudokkho may ask to submit copy of highest academic certificate of proposed persons)
  • Copy of eTIN and VAT

The financial proposal should include the number of consultant-days and daily per-person consultancy fee including VAT and taxes where applicable.  While estimating the travel cost, please refer to geographical location of the training centres.  Financial proposal should clearly mention any other costs involved during the training and coaching process. All payments are subject to VAT and IT deduction at source in accordance with NBR rules.
