ABOUT THE ROLE

The Manager-MEL and Research will play a leading role establishing a standard M & E L system across sub goals and contracts, strengthen development focused research skills among staff in contracts/awards and facilitate a learning adjusting process.

The MEL & R Manager will focus more on M EL framework development and execution, application of both qualitative and quantitative approaches for measuring change , and facilitating learning and setting a research eye in development

ACCOUNTABILITIES
Delivering M & E and research performance - 40%

  • Incorporate and roll out a new systemic change perspective in M & E process, assess contract based, sub goal based theory of change and theory of action
  • Set common and specific indicators ( or issues/focuses) by sub goals for an effective M & E and change measurement frame work
  • Take lead in measuring internal, external factors and uptake process of interventions
  • Support program delivery team and thematic team in identifying researchable issues, development of quantitative and qualitative data collection tools, writing quality reports on 5-6 sub goal areas.
  • Facilitate the QPR process, work in a team to draft the quarterly report (QPR).
  • Assist Head of BDQA in measuring most significant changes, biggest impact, assessing success and failure of a project, analyzing our investment efficiency and replicability of actions.
  • Assist Head of BDQA in Annual Review and planning process management.

Delivering system, capturing change and adjusting actions aligned with sub goal change targets – 30%

  • Capture on going changes, innovations and support Managers to adjust action and business cases in programme delivery
  • Oversee contract/project management system (other related system), share point, project site ensuring consistent beneficiary facts and figure across the programme.
  • Assess cross project and cross programme / sub goal efficiency, impact and integration issues.
  • Guide and contribute to project mid-term, final evaluation and impact assessment process of selected projects as prioritized by the program.
  • Support partners to ensure standard M&E system in place 

Leadership, managing people – 15%

  • Build team capacities related to monitoring, participatory action research, various approaches of measuring change and evaluating projects
  • Promote creativity, collaboration and dynamism in the M & E Team and the organization
  • Work as a good mentor for all project monitoring staff.
  • Promote an organizational culture for learning and achieve change at scale, beyond our work
  • Foster a culture of collaboration and common ambition as One Practical Action 

Business development and fundraising support – 5%

  • Support business development sub team in donor research, proposal writing and managing research partnerships.
  • Support fundraising on generating critical evidence 

Strengthening Organisational profile promoting a learning culture – 10%

  • Facilitate collaborative learning process with other team members/program colleagues.
  • Provide technical support on learning issue identification and systematic monitoring of the reflections and observations to articulate learning
  • Contribute to the framework for change of Practical Action and our strategic intent  

EXPERIENCE, KNOWLEDGE & SKILLS

  • At least 10 years’ experience in M & E of which a significant proportion of engagement in research (preferably PAR), learning and capturing innovations.
  • Education: Masters degree in Social Science/Economics/Statistics/Natural Science/Development/ any other relevant subject.
  • Knowledge and understanding on grass root, national and regional context in at least two thematic areas – Agriculture and WASH
  • Sound analytical (both quantitative, qualitative, applying theory of change) and interpretation skills and English writing skill
  • Good attitude in team building cross functioning with programs/awards

BEHAVIOURAL COMPETENCIES

TEAM STRUCTURE

DURATION OF CONTRACT: Initially for 02 years, renewable upon satisfactory performance.

SALARY & BENEFITS: Monthly Gross BDT 1,08,000 – 1,20,000 and other benefits i.e. Festival Bonus, Gratuity, PF, Insurance coverage as per organisation policy, subject to qualification and experiences.
