for

 “Developing labour rights training package for cooperatives of waste and sanitation workers” project

1. Background

Practical Action in Bangladesh has been working with waste management, both solid waste and faecal sludge, for almost two decades. The organization has extensive experience working with local government authorities, practitioners, business entrepreneurs, private sector and waste and sanitation workers. We focus on building capacities of these workers and currently, we are aiming to build capacity of business cooperatives of waste and sanitation workers on labour rights, dignity, wage, gender and social inclusion, business management, organizational development and occupational health and safety. Practical Action is working in four areas with these workers which includes Gazipur City Corporation, Faridpur, Bagerhat and Barguna Municipality.

2. Objective of the Assignment

The key objective of this assignment is to develop the capacity of business cooperatives of waste and sanitation workers on labour rights, dignity, gender inclusion and roles and responsibility towards society and community.

3. About the Assignment

The assignment is to prepare a basic training package for four types of cooperatives of waste and sanitation workers.  Additionally, the consultant will deliver training of trainers (ToT) to facilitators. The facilitators will then provide the training to the four groups. The specific objectives are as below:

  • Conduct a capacity needs assessment for each group of waste and sanitation workers
  • Develop a training package in modular format considering the four types of cooperatives of waste and sanitation workers
  • The training manual must be in Bangla and will consist of a training guideline, session plan, handbook, case studies, IEC and BCC materials, and a logistics checklist
  • The training package will cover:
    • Labour rights of waste and sanitation workers
    • Right to association
    • Wage
    • Working environment standard
    • Child rights
    • Dignity
    • Inclusion – gender, religion, persons with disability, etc.
    • Roles and responsibility towards society and community
  • The consultant will provide the necessary ToT to the facilitators who will provide training to the cooperative members
  • The ToT will have to be conducted in one of the working areas (Gazipur City Corporation, Faridpur, Bagerhat, Barguna Municipality)
  • The ToT will be for five days and the training provided to cooperative members will be for three days
  • The consultant will test, monitor and evaluate the performance of the first two/three trainings conducted by the facilitators
  • Based on the evaluation, the consultant will make modifications to the training manual and module and provide final refresher orientation to the facilitators

4. Methodology

The consultant will prepare a proposal, maximum of five pages, describing the methods of assessment, developing the manual and module, providing ToT and evaluation of field trainings with indicative time frame and detail budget. This proposal must also include a section describing the understanding/comments on this ToR. Practical Action may want to recommend changes to the methodology provided by the consultant. The final methodology agreed between Practical Action and consultant will be implemented under the assignment.

5. Inputs

Practical Action in Bangladesh will support the consultant to assess and collect data from field as well as provide support during ToT and field test for evaluation. If required, the consultant may seek assistance in developing the manual and module. Practical Action in Bangladesh will provide suggestions and recommendations from time to time during the manual and module development stage.

6. Deliverables

    • A report of the capacity needs assessment to justify the module to be developed
    • Complete a training module for waste and sanitation workers on expected topics. The module will include a training handbook for trainers and information book for participants
    • Prepare a training calendar to roll out the training events at the field level
    • Delivery of ToT to facilitators
    • Performance report of field testing of the training conducted by the facilitators

7. Timeframe

The selected consultant is expected to propose an indicative timeframe to complete the assignment from 1 October to 7 November 2018, according to the said deliverables.

8. Coordination and Reporting

The consultant will report to Ms. Makfie Farah, Specialist- Advocacy and Partnership, for all sorts of communication and technical aspects. For any queries/clarification about the ToR, please contact makfie.farah@practicalaction.org.bd.

9. Eligibility

  • A capacity building specialist with more than eight years of experience
  • An expert on labour rights with minimum five years of experience 
  • A gender and inclusion specialist with minimum five years of experience
  • Optional, a business/cooperative/community management expert with minimum two years of experience
  • The consulting firm must be working in the capacity building sector for a minimum of eight years
  • The consulting firm is not allowed to sub-contract this assignment

10. Payment and Financial Modality

  • The quotation of this assignment must be VAT and TAX inclusive according to the law of Bangladesh
  • The payment for the consultant will be made through check. All TAX and VAT will be deducted at source at the rate of movement of Bangladesh order for the year
  • 30% of the total budgeted amount will be paid as first instalment upon receiving of detailed methodology
  • 30% of the total budgeted amount will be paid as second instalment upon satisfactory completion of development of training module
  • The remaining 40% of the total budgeted amount will be paid after satisfactory completion of the assignment
  • The total budget of the assignment must not exceed BDT 400,000.00 (4 lacs only) which will include the event, venue, logistics for the ToT to the 20 project staff, VAT and TAX but the travel, food and accommodation of the participants will be provided by the project

11. Copyright of the content

The total copyright of the content developed under this assignment will be owned by Practical Action. If the consultant wants to refer/use the content for purposes outside this assignment, permission is required from Practical Action authority. Practical Action reserves the right to use the content for any purpose.

12. Proposal Evaluation

A proposal, including both methodological and financial aspects, should be emailed to practicalaction@practicalaction.org.bd by 5:00 pm, 22 September 2018. Please include a detailed CV of the experts highlighting relevant experience. Only the electronic submission of the proposal will be accepted within the timeline. Practical Action reserves the sole right to select the consultant. The evaluation will be based upon the below criteria:
