Request for Proposal

Oxfam employs more than six thousand people in 90 countries who share a commitment to work together to end poverty and suffering. It is committed to ensure diversity and gender equality within the organization and welcomes applications from women, person with disability and under-represented groups. Oxfam does not discriminate against applicants or employees based on their HIV/AIDS status. The organization has been working in Bangladesh since the War of Independence and has established a permanent country office in 1972. Since then it has responded to all major emergencies in the country. Oxfam’s current program focuses on Economic Justice & Resilience, Gender and Women’s Leadership and Humanitarian Capacity Building and Response.

A simple, inescapable truth underlines everything we do at Oxfam. There’s enough wealth in this world to go around. It’s not unfortunate that people live in poverty. It’s unjustifiable. It’s not their problem. It’s ours too. And with the right support, we can stop poverty and suffering in their tracks. More than 8,000 people already commit their time and talents to our humanitarian and long-term development projects. Now we’re looking for yours.

Oxfam in Bangladesh is going to hire a International Consultant for “OCS & COM DEVELOPMENT”. We are invitng for proposal from interested individual consultant to undertake this assignment.

Bangladesh is widely seen as a ‘paradox’ in the development arena. Over the past decade and a half, it has maintained economic growth around a steady 5 to 6% per annum, has out-performed other major South East Asian economies on most social indicators and has brought down its fertility rate from more than 6 to around 2.2 births per woman. It has made great progress with the Millennium Development Goals, especially with poverty reduction and bringing down maternal mortality rates. In line with the changes in the country’s external context, the internal operational landscape of Oxfam in Bangladesh has also changed. The country programme is going through a transition process since late 2017 mainly due to Oxfam’s extensive programmatic engagement in the Rohingya refugee emergency response in Cox’s Bazar. Other factors such as organizational cultural challenges, changes in the modality of how the Oxfam as a confederation operates and changes in the country’s external operating environment, including but not limited to, changes in government’s development priorities and shifting funding landscape, are also contributing to the transition. These changed context have generated the need for a new Country Strategy and Country Operating Model for Oxfam in Bangladesh. As Oxfam’s ambitions and aspirations grow in the country and the region and as Oxfam’s position in the country’s development arena becomes more prominent, OiBD has reached an opportune moment to take a step back and reflect on the journey so far and identify the optimal way forward. it is critical at this stage to identify the optimal path forward in order to ensure Oxfam’s greater ambitions and objectives are achieved. Moreover, it is critical to ensure that for every dollar invested, that the greatest impact can be realized and the greatest return on investment can be achieved.

Oxfam in Bangladesh is looking for an International External Consultant to work with its management team to shape the strategic intent and operating model of its country for the period July 2019- June 2024. The Consultant will be expected to facilitate the development of a ‘radically rethought’ Country Strategy and Country Operating Model so as to enable Oxfam in Bangladesh to deliver effective programmes. The Consultant will also guide the in-country committees set-up to lead the strategy development process in effective development and delivery of programs and operating models in line with Oxfam’s One-Programme Approach.
