Oxfam in Bangladesh is going to hire a consultant (national) for “Development of Operational Manual and Guideline for Women Community Leadership Platform (WCLP)”. We are invitng for proposal from interested consultancy firm/ individual to undertake this assignment.

Background:

Women community Leadership Platform (WCLP) is an inclusive platform for Women Community Leaders who to stop violence against women and girls (VAWG) and discrimination addressing harmful social norms and values and to raise collective voice against all forms of discrimination. This platform initially will be supported by Oxfam to develop their operational guideline that includes formation of executive members, working group, periodic action plan etc. This platform encompasses for with women from rural and urban who are in some points leading at their own community. This will be a full independent platform and will act as collective work force against any kind of violence and discrimination.

Objectives:

The main objective of the assignment/consultancy is:

• To design and develop Operational Manual and Guideline for WCLP in Bangla and English.
• To facilitate a validation workshop for finalizing the Operational Manual and Guideline.

Methodology:

Consultant will find-out the best possible ways to design and develop a meaningful and untestable operational manual and guideline for WCLP. To develop this guideline, consultant will review secondary literature, consult and discuss with relevant stakeholders, community leaders, expertise, network and alliance considering their scope of work. Operational Manual and Guideline should be easier to understand and internalized by women community leaders.

The individual/firm must submit the following documents along with Technical & Financial Proposal (including VAT/TAX): The financial proposal should include 15% VAT ONLY. Oxfam will deduct 10% Income Tax at source from the agreed consultancy amount for national consultant and firms.

For Individual Consultant

• Maximum 2 pages profile highlighting related assignment completed with client name, contract person and mobile number along with detailed CV;
• TIN certificate and any other relevant document (if necessary).

For Consultancy Firm

• Maximum 2 pages Firm profile highlighting related assignment completed with client name, contract person and mobile number;
• Lead Consultant’s (who will lead the assignment) Maximum 2 pages CV highlighting related assignment completed, role in of the completed assignment;
• Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related assignment completed and role;
• Firm’s Certificate, TIN and VAT registration.
