Oxfam in Bangladesh is going to hire a consultant (national) for “Direct and indirect funding flows from international NGOs, donors, and UN agencies in Bangladesh through Local and National Humanitarian actors to people in need including Rohingya response”. We are invitng for proposal from interested consultancy firm/ individual to undertake this assignment.

Objectives: To know the context of direct and indirect funding flows from international NGOs, donors, and UN agencies in Bangladesh through Government, local and national humanitarian actors to people in need and what are the key policies working as in favour or as barrier behind this to promote the flows.

Scope of the consultancy:

  • Analyse the context of funding flow disaster preparedness and response activities of local and national humanitarian actors in Bangladesh including the funding flow in Cox’s Bazar.
  • Engage with International NGO’s, UN agencies, and the donors based in Bangladesh who are funding local and national humanitarian actors either directly or indirectly
  • Engage with Local and National humanitarian actors who are getting and those are not getting direct and indirect funding from UN agencies, international NGO’s and donors.
  • The research will review women’s right organizations regarding their accessibility of fund from donors, INGOs and UN agencies for humanitarian actions
  • Identify opportunities and challenges that exist for local and national actors to access humanitarian funding from key donors, INGOs and the UN and also to identify what are working as constraints for donor community to provide the direct funding to local and national humanitarian actors

Proposal submission Instruction:

The individual/firm must submit the following documents along with Technical & Financial Proposal (including VAT/TAX): The financial proposal should include 15% VAT ONLY. Oxfam will deduct 10% Income Tax at source from the agreed consultancy amount for national consultant and firms.

For Individual Consultant

  • Maximum 2 pages profile highlighting related assignment completed with client name, contract person and mobile number along with detailed CV;
  • TIN certificate and any other relevant document (if necessary).

For Consultancy Firm

  • Maximum 2 pages Firm profile highlighting related assignment completed with client name, contract person and mobile number;
  • Lead Consultant’s (who will lead the assignment) Maximum 2 pages CV highlighting related assignment completed, role in of the completed assignment;
  • Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related assignment completed and role;
  • Firm’s Certificate, TIN and VAT registration.
