Working with children: capacity building for wash actors Concept Note

Oxfam employs more than six thousand people in 90 countries who share a commitment to work together to end poverty and suffering. Background: Violence in south-west Myanmar on August 25th 2017, caused a huge number of the Rohingya population of Northern Rakhine State to flee across the border to Bangladesh; an estimated 680,000 new arrivals have joined the existing 312,518 people who had fled during previous conflicts. The rapid nature of the influx, along with the difficult terrain and limited space, has presented numerous challenges to the humanitarian community, host and the government. There are still basic needs unmet, and unanimous concerns over protection issues. Many of the people who have fled have witnessed, or directly experienced violence, and 49% of the population is under 18 years old.

Oxfam is currently implementing a large WASH programme reaching up to 185,000 people with life-saving humanitarian assistance. Oxfam’s focus is on sustainable WASH and responsible planning considering stronger community participation in reducing public health risks and mitigating socio-environmental challenges. One population group which has been underserved to date in programming is children and adolescents. Oxfam would like to collaborate with an external organisation that has experience in working interactively with children to strengthen participatory programming for children, with a focus on key hygiene and health issues for Rohingya children living in refugee camps in Cox Bazar.

SCOPE OF THE PROJECT:

The project is to develop both resources and capacity within the WASH Sector in Cox Bazar to work effectively with children around issues of hygiene and health, in which Oxfam and potentially other WASH Sector partners would provide guidance on the key hygiene issues and their relevance to children, and the selected organisation would provide guidance on interactive methods to engage children in learning about these issues and the actions they can take to keep themselves and their families healthy.

It is envisioned that the project will consist of three parts:

  1. Development of a resource/toolkit for use by Oxfam and the WASH Sector adapted to the Cox Bazar context which gives activities, guidance and support for agencies working with children on hygiene and health issues
  2. Development and delivery of a training of trainers and follow up support for WASH staff on working with children and effective engagement through performance and creative workshops
  3. Provision of performances and workshops to test the approach

The project can be delivered both in Cox Bazar and remotely. It is envisioned that there will be three key visits by the selected organisation:

  1. An initial scoping visit to test the delivery of various health and hygiene messages and information through performances and creative workshops, and to determine the barriers faced by WASH staff in engaging effectively with children
  2. A second visit to undertake training of trainers and to support those trainers in conducting performances, workshops or other creative events with children based around hygiene and health issues
  3. A final visit to review the progress made by the trainers, and how they are utilising their skills, plus a consolidation of learning into final performances and workshops

KEY DELIVERABLES:

The project will deliver the following:

  1. A resource guide for use by Oxfam and the WASH Sector
  2. Training of trainers resources and events
  3. Workshops and performances and/or other creative events for children

EXPECTED TIMEFRAME OF ENGAGEMENT

It is expected that the total timeframe for engagement will be no longer than 4 months, with completion before December 2018, however this may be reviewed where necessary.

Proposal submission Instruction:

The individual/firm must submit the following documents along with Narrative & Financial Proposal (including VAT/TAX): The financial proposal should include 15% VAT ONLY. Oxfam will deduct 10% Income Tax at source from the agreed consultancy amount for national consultant and firms.

Interested parties should submit the following documents by 5:00 PM, 23 August 2018:

A narrative proposal outlining the following:

  • The background and experience of the applying organisation, its capacity and experience to be able to fulfil the needs of the ToR
  • Availability to start and complete the project
  • A proposed methodology and workplan that fulfils the requirements of the ToR

A financial proposal with the following breakdowns:

  • Unit costs for each element of the project delivery
  • Support costs including:
    • Transport
    • Full breakdown of staff costs for staff associated with delivery of the project
    • Details of any overheads being charged
    • Details of other associated costs such as accommodation or incidentals
